Tenders with a single bidder to be declared invalid in Hungary soon?
Hungary’s public procurement authority on Thursday announced measures to reduce the share of procedures with a single bidder.
From next year, any procedure with a single bidder will automatically trigger an investigation, the authority said, adding that investigations of single-bid procedures were already being prioritised this year.
The authority will also recommend that tenders with a single bidder be declared invalid.

In certain cases, the insiders in a particular industry already KNOW WHO is going to win the tender. So – not much point going through the charade / effort / cost. Hence only one bidder (the Chosen One).
Appears to be more of a show for the EU than anything else.
