That’s how Orbán would save the EU from the migrants
A problem should be handled in the country where it arose – this is PM Orbán Viktor’s strategy for the migrant crisis, and the cabinet is ready to offer a significant amount of money to do that. If all 28 countries join, Hungary will offer 1% of its budget to form a fund out of which the affected countries could be helped.
According to Népszabadság, the PM’s model is very similar to David Cameron’s proposal. Orbán is ready to present his ideas on the EU Summit Meeting on Wednesday. Zoltán Balog, Minister of Human Capacities, said that the proposal is “very good.”
One of the most important goals is to shut down human trafficking – and in order to do that, migrants need safe routes to get to the target country, and shouldn’t march through Europe. Earlier Orbán hinted that anyone can apply for asylum at the Hungarian embassy, their cases will be examined to determine whether they have the rights to stay here, or should move to another country. Similarly to other countries’ opinions, the Hungarian Prime Minister would like people to ask for asylum in countries closer to the war zone; but that doesn’t mean that migrants are not given the chance to stay in Hungary.
Government sources also told Népszabadság that the other fundamental principle is that the EU should only take in refugees from crisis zones and war zones. “A problem should be handled in the country where it arose” – this would be the Hungarian viewpoint. But that doesn’t mean that no one would deal with the problem; according to the inner circle of the PM, he already made suggestions about giving 1% of Hungary’s budget away to form a fund, if all the other 27 countries join and make their contributions.
There’s no official proposal yet – the source emphasized, and added that “we’re talking about huge amounts of money; if this 1% means the expenses, that it can be 163 billion HUF, if we’re talking about 1% of the whole budget, than it is 330 billion HUF.”
Orbán’s idea wouldn’t be a huge surprise, because he mentioned several times that the only way to solve the migrant crisis starts with a Union fund. According to his theory, the EU would consult the most affected countries such as Turkey, and provide financial help for them so they can handle the problem in their own countries, and there would be no or little need for refugees to seek asylum in other countries.
“How much money would the EU spend on the incoming migrants, instead of giving it to those countries which are close to the war zone and really need it to stop the masses? (…) It would cost less and it would be morally acceptable” Orbán argued. According to the Hungarian view, the hotspots, proposed by Brussels, should be also put up outside of the EU borders.
Hot spots are those camps where asylum seekers are registered by EU employees, and from where migrants would travel to the target countries.
The emergency EU Summit Meeting will take place in Brussels on Wednesday 23 September, 6 pm.
