Government revokes crucial Hungarian certificate affecting all travellers

Based on a new government decree, a Hungarian certificate is to be revoked because there is no more need for it.

According to Világgazdaság, the government will issue no more COVID immunity certificates because they have become useless. Based on a new decree, owners can keep their immunity certificate and can access their EU digital COVID certificate via its QR code. People will also remain able to access their digital COVID certificate with the help of different apps.

The reason behind the decision is that the coronavirus pandemic does not support the existence of such a certificate in the future. The first plastic cards were issued in March 2021.

Furthermore, the immunity certificates will remain valid in countries where travellers still need to prove that they have received the vaccine and Hungary signed the relevant bilateral agreements.

The validity of the EU COVID immunity certificates ended on 30 June 2022. However, the European Parliament extended it then. Koronavirus.gov.hu, the official coronavirus website of Hungary, ended operation on 1 January.

Replacement of immunity certificate to be paid for from September in Hungary

From September, you will have to pay if you want to replace your coronavirus immunity certificate, Magyar Közlöny has revealed.

If the claimant withdraws the application and then resubmits it, or has to reapply because of a gap in the application, they will still have to pay again. The regulation was issued by Gergely Gulyás, Minister of the Prime Minister’s Office, in agreement with Mihály Varga, Minister of Finance.

The cost of the certificate

Accordingly, the replacement of the immunity card will cost HUF 3000 (EUR 7.57). Of this amount, HUF 2000 (EUR 5.04) is the cost of producing the certificate, szeretlekmagyarorszag.hu reports. The money must be paid into the account of the Government Office of Budapest.

The fee must be paid even if the applicant withdraws the application, or the application is rejected by the authority or the procedure is terminated. If the application is resubmitted, the fee is to be paid again. The Regulation shall enter into force on the 31st day following its publication.

Important – only for replacement

It is important to note that in all cases, the issue of a certificate of immunity is free of charge once immunity has been obtained, 24.hu reports. The certificate is valid indefinitely. An administrative service fee is payable only when the certificate is replaced or exchanged.

After 1 May, the documents of unvaccinated people who obtained their immunity certificate by contracting the COVID-19 infection will lose their validity.

Vaccination card

As Népszava’s online portal reported, as of Sunday, only those who have been vaccinated will continue to have a valid immunity card. The name of the document will also change and will be called a vaccination card. Vaccination cards will be valid for six months after the second vaccination and will become definitive when the third vaccine is given.

As Helló Magyar reported, once issued, the cards will not need to be exchanged, and their validity will be electronically recorded in the Electronic Health Service Space (Egészségügyi Elektronikus Szolgáltatási Tér, EESZT) where it can be retrieved by a QR code on the card.

How many shots for validity?

If you become infected after two vaccinations, your certificate will remain valid for six months from then. For those vaccinated with the single-dose Janssen vaccine, a booster vaccine must also be given within 6 months for the card to remain valid.

For those under 18, one vaccine for the single-dose vaccine and two vaccines for a double-dose vaccine will be sufficient to achieve unlimited validity.

However, with the abolition of virtually all protection measures from 7 March 2022, the obligation to present an immunity certificate has mostly been abolished. In other words, there are currently no additional privileges attached to the immunity card. But this could change in the case of another wave of the pandemic.

Validity of other, already expired official documents

As Telex reported, documents, including identity cards, driving licences, passports, and registration permits, which have expired during the emergency caused by the coronavirus outbreak, will be valid for two more months, until 30 June, the Minister of State for Regional Administration of the Prime Minister’s Office said on Facebook on Saturday.

Here is the crime map of the Hungarian countryside that shows which counties are the most dangerous to live in right now.

HelloVidék has looked at which counties have seen the most crime in the last year. On top of that, they also reported on the safest regions in the country.

As we can read in HelloVidék’s article, according to the data of KSH (Központi Statisztikai Hivatal – Hungarian Central Statistical Office), in 2021,

there has been an improvement in crime rates in a number of areas: there were fewer incidents of criminal mischief and fewer drunk drivers on the roads in Hungary.

Even though fewer people were caught with false documents, there were more people who owned forged documents. Presumably, the main reason for this was the introduction of immunity and vaccination cards. What is more, there was an increase in vandalism and fraud.

The classification of offences falls into the following statistical categories:

offences committed in public places, assault, theft, theft of a vehicle, lock-picking of a motor vehicle, burglary, criminal damage, robbery, criminal damage to property

As the map demonstrates, Budapest is by far the most crime-ridden city.

The capital has the highest number of crimes per 100,000 inhabitants, with a total of 1,781 in the last year. In second place is the first rural county, Borsod-Abaúj-Zemplén. There, a total of 1,424 crimes were committed per 100,000 inhabitants in the last year.

In third and fourth places, in a tie, are the two counties of the North-Hungarian region, Heves and Nógrád counties.

While last year Tolna County, on the west bank of the river Danube, came third, the current data shows that even neighbouring Somogy County had more crimes than Tolna.

Hajdú-Bihar (731) is at the bottom of the list with a low infestation rate. Csongrád-Csanád follows with 809 recorded crimes. Békés county is also quite peaceful (885 crimes). More than 2.5 times more crimes (per 100,000 inhabitants) were registered in Budapest than in Hajdú-Bihar.

From 7 March 2022, the pre-pandemic situation in tourism will be restored, travellers will be able to enter Hungary freely once again, without restrictions, and they will no longer need a test or vaccination certificate. According to experts, this could be a competitive advantage for Hungarian tourism in the next period.

The pre-pandemic system is being restored

A government decree abolishing protective measures against the coronavirus pandemic was published on Friday, revealing that the government would repeal the previous border control measures introduced from autumn 2020 onwards.

On Thursday, at the traditional press conference of the Hungarian Government, it was announced that the restrictions related to the epidemic, which were still in force, would be lifted by the end of the fifth wave of the epidemic, and the use of the immunity certificate would be abolished as well.

The abolition of entry restrictions in practice means that you will be free to enter Hungary again from Monday, March 7.

As before the pandemic, there will no longer be a need for vaccination or recovery certificates or PCR tests. Hungary’s land borders have been open without restrictions to those who came from neighbouring countries since June last year, but air travellers to Budapest or Debrecen and other possible smaller airports have had to prove their protection against the virus until now – this will be abolished from Monday.

As we wrote in our previous article, the obligation to wear a mask will also be lifted from Monday, and any restrictions that apply to events will be removed, too. Previously, larger mass events could only be attended with an immunity certificate, now, sporting events, cultural events, major music and dance events are open to everyone again.

However, the vaccination certificate system is not fully phased out, as they are still in use in most of the EU, says vg.hu.

Important changes! Hungary’s immunity certificate to be limited to the inoculated

From May 1, Hungarians will only be eligible for a Covid immunity certificate if they are fully inoculated against the coronavirus, the Government Information Centre (KTK) said on Tuesday.

In a statement, the KTK cited a recent government announcement that

the validity of immunity certificates will be extended for those who have received two vaccine doses until May 1, rather than Feb 15 as originally planned.

The government decree on the new rule will soon be published in the official gazette Magyar Közlöny, they added.

The KTK noted that

the certificates that had been issued to those who have recovered from the virus will no longer be valid from May 1.

Also, the validity of the immunity certificates will be limited to people who had their second Covid jab no more than six months earlier or had their booster jab, it said.

The validity of document will not expire for those who have received a booster shot.

Those who received the single-dose Janssen jab will also need to get a booster shot within six months after their first dose in order for their immunity certificate to remain valid.

Important details revealed about the Hungarian vaccination card – official decree

Vaccination card instead of immunity card

On 13 January, Gergely Gulyás, the Head of the Prime Minister’s Office, announced at the Cabinet briefing (Kormányinfó) that the current immunity card will turn into a vaccination card from 15 February. The government decree on the vaccination card was later published in Magyar Közlöny.

As Telex reported, from that day on, only the ones who are vaccinated will have a valid card, the Government Information Centre (GIC) said in a statement. According to GIC,

“Unvaccinated people will not be eligible for a vaccination card. Any current immunity certificate that was issued for contracting the infection will lose its validity.”

Validity of the card

The card will be valid for six months after the second dose, after which the validity will be extended only after the third (booster) shot. If someone becomes infected after the second vaccination, their card will be valid for six months from the date of the confirmation of the infection.

After the third (booster) vaccination, the validity of the card will be indefinite. For those vaccinated with the single-dose Janssen (Johnson & Johnson’s vaccine), there will be a separate rule.

They must take the second vaccination (which is the booster shot in their case) within 6 months for the card to remain valid.

For those under 18 years of age, one jab for the single-dose vaccine and two jabs for the double-dose vaccine are sufficient for the immunity card to remain valid.

There will be no need to replace the current immunity cards, the QR code will be used to check the validity of the document. The GIC also emphasises in its statement that operators of sites and organisers of events that are only accessible to vaccinated persons must check the vaccination cards.

Fake vaccination certificates

Even though these certificates are important in making sure that everyone has taken the necessary measures to stay safe in the COVID situation, some people resort to trying to obtain fake vaccination cards.

What is even sadder is that some doctors assist in it.

As we wrote in one of our previous articles, doctors had started to take part in these illegal activities, as well as asking for great amounts of money from these “customers”. Thankfully, the Hungarian police managed to track down those who have taken part in issuing fake vaccination certificates.

New Year’s Eve is quickly approaching. There are only a few days left until the big event when we say goodbye to the old year and welcome in 2022 with a loud bang. But the fact that the coronavirus is still with us, it makes things a little more complicated than usual. Are you wondering for which events you need to produce a vaccination certificate? Find the answers below.

Hungary is relatively lax, considering the emergence of the new Omicron variant, but that also means that more restaurants and hotels can hold New Year’s Eve events. Although restaurants and hotels can normally welcome guests without restrictions or vaccination certificates, you still need to wear your mask when going to public places, but only until your food or drink arrives.

However, as a party can attract more people to a single location than regular restaurant dinners, you can face a few additional restrictions.

Hence, many restaurants and catering units have asked the Hungarian Hotel & Restaurant Association (HH&RA) to help them understand the exact restrictions.

According to Turizmus.com, the Hungarian Hotel & Restaurant Association (HH&RA) has written an inquiry to the Hungarian Department of the Interior to help shed light on the exact restrictions concerning New Year’s Eve parties.

Turizmus.com reported that the Hungarian authorities’ answer was the following:

Dance or concert events

If the main attraction of the New Year’s Eve event the restaurant or hotel holds involves partying and dancing, or listening to a concert, then by law, it is considered a “music and dance event” and have the following restrictions.

It is mandatory to have a vaccination certificate for

  • anyone who visits an event at an accommodation where dancing or listening to a concert is the main attraction, even if it is combined with a dinner, regardless of whether they are staying guests or just there for the event
  • anyone who visits a dinner at a restaurant that is combined with dancing or actively/purposefully listening to a concert

regardless of the size of the event or the number of guests.

Dinner events with live performance

According to Turizmus.com; however, if the main attraction of the event is a dinner, combined with live music or some other form of stage performance in which guests do not actively take part, then only the restrictions of a regular restaurant dinner are in place.

It is NOT mandatory to have a vaccination certificate for

  • anyone who visits an event at an accommodation where a seated dinner is taking place without dancing, even if there is a live performance of any kind (live music, comedian, magician, etc.)
  • anyone who visits a restaurant with an event similar in kind to the one mentioned right above.

You should also keep in mind that restaurants and hotels or other forms of accommodation can have their own safety precautions. We have only included some general rules; therefore, it is always worth getting informed about the event you are about to attend or contacting the establishment beforehand if you have any doubts.

This has been a tradition in this charming rural town for more than 70 years.  The nativity scene is made of pine, moss, and other natural materials. It depicts the events that took place a the time of the birth of Jesus.

The Advent craft fair opens in Festetics square in Hévíz. There is a special program waiting for visitors every weekend. You can savour sweet chocolate specialities, try gingerbread baking, and even visit a fish market at the fair. There will be a musical mass and a mulled wine cooking competition in Tihany while,  in Siófok, there will be exhibitions, gingerbread towns, and concerts. Turizmus.com writes that

the Assumption Basilica in Siófok is a popular sight among English, Canadian, and Chinese believers.

writes HelloMagyar.hu. Advent candle lighting, Christmas fair as well as art and cultural programs await the visitors. The programs can be attended in Szentendre from 28 November to 10 January. You can watch Christmas movies at the Danube Promenade. In addition,  several artist will give an interview. On 4 December, the city will organize a charity Santa Run.

It is truly worth exploring other Hungarian Christmas fairs as well outside of Budapest; the countryside awaits you with a great variety of activities and a splendid festive ambience.

The Hungarian Gazette published the details of the latest epidemiological measures. With the help of this, you can know exactly where to wear a mask. However, the regulation is still unclear to many. In addition, there are those who forge the immunity card, thus reaping the benefits that are granted for the vaccinated.

Clarified regulation

In the article of telex.hu, you can read where wearing a mask is obligatory. The mask will be mandatory in shops, shopping malls, post office customer services, theatres, cinemas, museums, and sporting events.

The law is not clear to event organisers, though. In the Papp László Sports Arena, for example, a mask is also mandatory for guests, while in the Aquarium Club, all you need is an immunity certificate.

“If an event has required an immunity card before, then the guests there still do not have to wear a mask, only the employees,” 

the Hungarian government responded to questions. In restaurants, swimming pools, hotels, gyms, only workers need to be in masks. Compliance with the rules is checked by the police. In addition, the military can help ensure compliance with the rules. In the case of violations, the operator will be penalised.

More and more fake immunity certificates

Origo.hu writes that there are two ways to forge an immunity certificate. In most cases, corrupt healthcare workers certify the receipt of the vaccine. However, sometimes people forge the plastic card.

Last week, a family was hospitalised with the coronavirus infection. Later, the father died. The father had an immunity certificate, but it turned out to be fake. A 54-year-old general practitioner in the village of Kótaj joined forces with a 25-year-old resident to forge vaccination cards. 

The GP asked for 50 thousand forints per person to forge the vaccination papers.

In addition to forgery, the GP and their partner may also be liable in court for bribery. It is not only the vaccination papers, as people forge the plastic card as well. This fake card is only suitable for attending mass events because a more serious investigation reveals that the fake card has no trace in the records.

Last year, the Christmas Fair in Budapest’s Vörösmarty Square, one of the most popular winter fairs in Europe, had to move to an online space due to the coronavirus pandemic. This year, however, the iconic Christmas Fair once again awaits visitors on the city’s focal square, with measures to ensure the safety of partakers from 19 November all the way to Christmas.

The start of the holiday season is signalled by the arrival of Christmas fairs. Cities transform into winter wonderlands with string lights illuminating the streets and the finely decorated trees. While many markets chose not to open in 2020, numerous European markets are back this holiday season, with safety measures in place.

Budapest Advent and Christmas Fair in Vörösmarty Square

The iconic Budapest Advent and Christmas Fair in Vörösmarty Square, which has been organised in the capital every year since 1998, opened on Vörösmarty Square on Friday.

In accordance with current legislation, the event can only be attended with an immunity certificate,

writes Hvg. In addition, cash-free shopping will be introduced at catering units for the first time this year to reduce epidemiological risk.

The programs include lighting up a candle on the Advent wreath every Advent weekend, and there will be a festive light show on the façade of the Gerbeaud House from 1 December, announced Budapest Brand.

On 5 December, Joulupukki, the real Santa Claus, will also visit Vörösmarty Square.

In addition to the traditional food and drink repertoire of the fair, gastronomic delicacies will also be available at the “Gourmets” section. You can find the map of the fair below:

As we have already reported, the entire venue is surrounded by barriers, and three – or four on more crowded days – gates will ensure fast monitoring. Visitors are required to present a valid immunity certificate, along with a document proving their identity (ID, passport, driver’s licence).

According to the official website of the Christmas fair,

non-Hungarian citizens may prove their immunity by showing

1. their immunity card issued by a state whose immunity cards are recognised by Hungary,

2. their European Union digital Covid certificate, which proves that the person concerned has been vaccinated with a vaccine recognised by the relevant government decree,

3. or has recovered from the infection.

A person has immunity through recovery from the infection if they prove with a digital Covid certificate that 15 days have passed since their last positive PCR test or rapid antigen test but that 180 days have not yet passed.

It is also important to note that organisers may restrict the number of visitors allowed to be present at the fair at any point in time, in accordance with the effective epidemiological measures.

Advent Feast at the Basilica

“In love and safety.” This year’s Advent at the basilica fair opened with this motto on Friday. This year, the feast, which was voted the best Christmas market in 2020 and Europe’s second most spectacular fair, opens for the 12th time at St. Stephen’s Square. In view of the epidemiological situation, organisers encourage visitors to read the policy of the fair carefully and celebrate Christmas and enjoy the holiday spirit accordingly.

After 2020’s special online format, this year, craftsmen and culinary professionals return to St. Stephen’s Square. Like every year,

a huge, shared Christmas tree will be decorated, which will stay there in addition to an Advent wreath and a Christmas crib throughout the weeks of the fair.

Starting with 28 November, a candle-lighting ceremony will be conducted on all Sundays. The programs also include a photo exhibition, an ice skating rink, and a mesmerising light show that will be projected to the façade of the Basilica every day at 16:30.

Visiting the Christmas fair is free of charge, but visitors must have a valid immunity certificate or a negative PCR test result issued within 72 hours. Underage visitors are allowed to enter with an immunity certificate or if they are accompanied by an adult who has an immunity certificate.

This year, we can finally enjoy the Advent atmosphere in Hungary. However, we need to be aware that some of the Christmas fairs can only be attended under strict epidemiological restrictions. Hereby, we list the venues where you will be required to present an immunity certificate or a negative coronavirus test.

Last year, the Hungarian Advent fairs were cancelled due to the pandemic situation. However, this year we can finally enjoy the Christmas spirit! In order to make it happen, we need to be prepared as some Hungarian Christmas markets can only be visited with an immunity card or a negative coronavirus test.

Vörösmarty square

As we previously reported, the most famous Budapest Christmas market starts on 19 November at Vörösmarty square. According to the organiser, the event can only be visited with an immunity certificate or other epidemiological documents that comply with the current legislation.

Accordingly, the spectacular Advent fair can only be attended by visitors who are protected against the coronavirus.

This includes visitors who are vaccinated as well as those who have recovered from the coronavirus infection and can prove it with an official medical certificate. The latter can be a positive PCR test or rapid antigen test recorded in the Electronic Health Services System, EHIC, or a subsequent antibody test confirming the infection.

Both Hungarians and foreigners will be checked whether

they can prove their immunity with an international certificate or a negative PCR test.

The use of mask at Vörösmarty Square is not mandatory but it is strongly recommended. For the first time this year, cashless payment solutions will be introduced at catering establishments to reduce epidemiological risk. Furthermore, the organiser may also limit the number of attendants. Upon reaching a certain number of people, the access can be denied to visitors for as long as the number of people in the area decreases – reported by the Hungarian news portal Pénzcentrum.

Advent Basilica

“In love and safety.” This is the slogan of Advent Basilica 2021 and it is taken rather seriously by the organisers. The event, which will be held from 19 November to 1 January,

can only be attended with a valid immunity certificate or a negative PCR test issued 72 hours before entry.

The Advent fair, awarded as The Best Budapest Christmas Market in 2020, awaits visitors with exciting festive programs. According to the event’s website, this year – in full compliance with the current regulations – the gastro and handicraft exhibitors will return to the fair in Saint Stephen’s square. Following the annual tradition, a huge Christmas tree will be decorated along with a giant Advent wreath and a Bethlehem manger. The venue will also house the Advent Basilica event series.

Advent Óbuda

The Christmas fair in Óbuda will open on 26 November. Here, visitors can enjoy a wide variety of Advent programs, concerts, and a handicraft fair. Skating will be available free of charge at two locations, at the Main Square and in the community area of ​​the Békásmegyer market. In addition, people can enjoy aromatic mulled wine, delicious chimney cake, and tasty bread flamand at the Gastro Promenade. The event’s website does not mention yet whether an immunity card will be required to enter the Christmas fair.

Zugló Advent Fair

Due to the increasing number of infections, the traditional Zugló Advent Fair on Bosnyák Square (14th district) will not be held this year. However, locals can enjoy a short two-hour program on the first Sunday of Advent during which the skating season will open and the first candle will be lit.

In the countryside

Apart from the Hungarian capital, the majority of Christmas fairs will be held in the countryside as well. In many places, restrictive measures have not been announced yet. If you wish to spend the Advent period in the countryside,

you should not miss the Christmas fairs of Győr, Pécs, Miskolc, Szeged, Szombathely, Eger, Vác, Cegléd, and Debrecen.

Hungarian infectious disease specialist: new restrictions may come

János Szlávik, chief infectious disease specialist of the South Pest Central Hospital, spoke about the coronavirus. Szlávik believes that the waves of epidemics mostly consist of an ascending phase and a short stagnation followed by a descending phase. Hungary is currently in the ascending phase.

The number of people infected with the coronavirus has been steadily rising in recent days. Szlávik also pointed out that there were way more restrictions when the figures were this bad in March. However, an important difference is that there were not that many vaccinated people back then. The Hungarian Government decided not to impose further restrictions probably because it took into account the high vaccination rate.

Although, we do not know what to expect in the future. Many are afraid that there will be further restrictions at Christmas time.

“I do not think anyone can say that, because the number of cases that we have now is very high, so it is also conceivable that the numbers will drop by Christmas time,”

said Szlávik. The government has been organising a vaccination action week to prevent the coronavirus epidemic from deteriorating.

Restrictions may come soon

Szlávik believes that it would be important to introduce new restrictions. Due to limited capacity of the Hungarian health care system, the number of infected people must not increase further. According to Szlávik, the use of the protection card has become more and more widespread. Consequently, the number of people who choose to get vaccinated has been also rising.

“After all, if we restrict an unvaccinated person in his daily life, sooner or later he will be compelled to take the vaccine so that he can continue his everyday life with the same normality as before.”

Vaccinations take time to develop protection. Therefore, whoever wants to be vaccinated should go for vaccination as soon as possible. In addition, it is important to mention that the coronavirus vaccine and the flu shot can be taken at the same time, writes index.hu.

Szlávik also mentioned the anti-coronavirus medicine. There are two pills that are in the third phase of research, said the infectious disease specialist on TV2. Based on current tests, both drugs prove to be effective. They are especially useful to treat mild to moderate symptoms. According to the preliminary studies, one of the pills, that was manufactured by Pfizer, is 89 percent effective for prevention of hospitalization and death.

Hungary’s Constitutional Court has rejected claims that the rights enjoyed by immunity certificate holders, but withheld from those without one, are unconstitutional, a decision published on the court’s website said on Tuesday.

The court received some 1,000 individual complaints in the matter since the pass was first issued.

The claims argued that the immunity certificates, issued to those who have been vaccinated against or have recovered from Covid-19, ensured rights to their owners in a way that discriminated against those who could not receive the vaccine due to underlying health conditions.

The court said that certain fundamental rights could be suspended during a state of emergency. Parliament reviews the state of emergency regularly to ensure those rights are not curbed longer than necessary, the ruling said.

What kind of events can be attended without an immunity certificate in Hungary?

In Hungary, immunity certificates are still required when attending certain events, but people are allowed to go to hotels, stores, restaurants, baths, and water parks without an immunity certificate. Nonetheless, it is not easy to gain an overview of the continuously changing epidemiological restrictions and rules, so we have collected the latest rules concerning events.

According to the relevant government decree, sports events and concerts larger than 500 people can only be attended with an immunity certificate. As we have reported before, several Hungarian universities require their students to have a valid immunity certificate if they want to move into the dorms.

Theatres, cinemas, circuses, religious events, and village festivals, however, can be attended without an immunity certificate.

Restrictions do not necessarily depend on the number of people attending the event, writes Infostart.

On September 3, Vígszínház announced on Facebook that spectators could not go to the theatre without an immunity certificate, but the next day, they confirmed that, according to the relevant government decree, theatre performances can in fact be attended by people without an immunity certificate since spectators book their seats in advance and stay there for the duration of the performance. The situation is the same in the case of the National Theatre, the Madách Theatre, and the Metropolitan Grand Circus.

The Örkény Theatre, however, has announced recently that people would not be able to attend the theatre’s performances without a valid immunity certificate, arguing that, considering the appearance of different virus variants, this restriction is the best way to keep everyone protected. Hvg added that the theatre offered a full refund to everyone who had booked a ticket but cannot attend the performance due to this restriction.

Religious events – such as the International Eucharistic Congress –, weddings, and funerals officially do not belong to the “event” category, so participation in these occasions is not subject to immunity certificates.

The case of village festivals is the most complicated: according to the latest amendment to the relevant government decree, only settlements with less than 5,000 inhabitants can organise outdoor festivals, and the number of people at such events is limited to 1,500, but participation at these festivals does not require an immunity certificate.

World-renowned Hungarian professor Albert-László Barabási thinks that due to the vaccines, we can fight the pandemic. The researcher also said that he thinks of Covid-19 as a non-recurring occasion for science. He believes that this pandemic was researched and analysed from the very beginning, and thus people will be more prepared if another pandemic hits.

He also talked about medicine for Covid-19. He said that looking for a new drug cannot be done if a solution has to be found within months. New products are tested many times until they are authorised, and it can take a decade. The only option would be to find an already used medicine and find out that it works against the virus.

Budapest’s Chinese university campus preparations at a standstill – will it ever happen?

Since legislation paving the way for the university passed on June 15th, no work on the campus seems to have been done. As of today, both the university’s trust fund and its project company are yet to be established.

As shown by the demonstrations and campaigns earlier this year, many people are highly opposed to the idea of a Chinese university in Budapest. In early June, over ten thousand people protested against the construction of the campus. In another act of dissent, Budapest renamed a number of streets to further protest against the project,

including the perhaps now infamous “Free Hong Kong Road.”

It is unknown if this has anything to do with the apparent complete standstill of the project and the bureaucracy behind it.

A big part of why people were so against the otherwise good-ranking university was that it was set to be built on ground reserved for a “student town” dormitory project, which is planned to house many college students in Budapest. While the campus would, in fact, take up a large part of said landmass, there would be enough space left over for the construction of the student town. The decision to go through with the “lex Fudan” legislation despite the protests was also similarly controversial.

Other reasons include people fearing potential Chinese influence, as well as construction costs, which were estimated to be close to 1.3b€. The aforementioned legislation also states that the university’s yet-to-be-established foundation would receive state-owned real estate in the area for free.

While the government supports the idea of a poll regarding the campus and its location, such a referendum is likely to only happen after the next general election.

Are measures imposed on non-vaccinated Hungarians discriminative?

Does it count as discrimination if you decide not to get vaccinated, but you are not allowed to go to the cinema?

Ever since the first vaccine received the authorisation for use, the issue of wanting it or rejecting it has been on the table. Especially when protective measures needed to be introduced, and countries were forced only to allow certain activities and places to be visited for those inoculated.

Last year, when the pandemic hit, and there was no vaccine yet, everyone considered it the holy grail that would solve the situation in a heartbeat. Since then, other questions arose.

Many people are against being vaccinated, which divides societies.

Especially when there is a need for measures to be introduced to protect citizens. Measures that can be seen from two standpoints.

You either say that they grant advantages to those who have received their shots, or the opposite: those who refuse to be vaccinated are deprived of their rights to go where they want to go.

Let it be a restaurant, a cinema, or a hotel.

Many Hungarians would rather say the latter, in the form of an angry Facebook comment. Most of them complain about the situation of those who “did not have money for the idiotic tests and they really do not want to be vaccinated, so they should just f**king die at home”.

Some even draw similarities between deciding to not getting vaccinated and being LGBTQ.

They say that people in both situations are subject to discrimination.

Is this actually true? A Hungarian citizen not receiving the vaccine by his choice suffers the same discrimination as an LGBTQ person or someone of ethnicity?

Discrimination is the systematic exclusion and humiliation of a group, occasionally involving physical force, intending to gain or maintain rule or dominance. That is why we talk about discrimination when people suffer it based on their skin colour, culture, or sexual orientation. This negative discrimination comes together with unfairness, inequality, and oppression.

Based on this definition,

imposing certain restrictions on those who decide not to get vaccinated is not considered discrimination.

Being against the vaccine can be perceived as an identity; nevertheless, it is something the person chooses voluntarily, not something he was born with or would be unable to change.

When looking at the medical importance and the whole of society, those without the vaccine contribute much more to the spread of the virus, writes 24.hu. It is without mentioning that they are much more likely to suffer a more prolonged and more painful illness when they get infected.

Finally, comparing this situation of not being able to go out for a while to the violent things that happen to people of colour, for instance, on a daily basis, is simply cynical.

Hungary is not the only country where the idea of these measures and the use of an immunity certificate in everyday activities, like the cinema or a restaurant, is considered. In Italy, they enter into effect this weekend, while Germany also mentioned the possibility.

Looking at the issue

from a legal point of view, if the discrimination in question has a reasonable motive, which is to put an end to the spread of the virus, it is not against the law.

Since the aim is the protection of people and communities and those who can not protect themselves.

Still, making vaccination obligatory does not seem the right decision.

Some are not even able to receive it because of health issues. Others are afraid of the secondary effects, and they do not consider it safe. Certain people believe that they would not get infected anyway. And some people simply do not agree with the government’s measures.

People should not be forced to be vaccinated but provided the necessary information to see that these measures are not directed against them or harm them, but towards a greater good: to get rid of this pandemic as soon as possible.
