Innovation minister László Palkovics talked about the possible purchase of the exceptionally effective Bayraktar drones to a Turkish news agency. Palkovics said that the Hungarian Defence Forces decided to buy Turkish military products. The Bayraktar TB2 type unmanned aerial vehicles (UAVs) proved to be very useful in the war in Ukraine.

According to Index.hu, Palkovics cleared that the technology behind the UAVs of the Turkish Baykar company is cheaper and more effective than the others in that category. Palkovics went to Turkey to meet with his counterpart and discuss bilateral industrial and technological cooperation. He added that Hungary decided to buy Turkish military products for Hungary’s army.

Defence minister: Hungary has the right to defend itself

Hungary is again at a crossroad, just as it had been in the time of Saint Stephen, its first Christian king, and this, too, is a situation in which the country has the right to defend itself, the defence minister said on Friday, marking the 20 August national holiday.

King Saint Stephen integrated Hungary into Europe economically and culturally while preserving the country’s independence and without swearing loyalty to other powers, Kristóf Szalay-Bobrovniczky told a ceremony held by the defence ministry and the Hungarian Armed Forces.

20 August is a national holiday because of Saint Stephen, and this day is also a chance to greet the country’s “excellent troops”, the minister said.

Hungarian Gripens got their first alert due to Russian aircraft!

Hungarian Gripen aircraft safeguarding Baltic air space received their first live alert of 2022 early on Thursday, the defence minister said.

Kristóf Szalay-Bobrovniczky said on Facebook that the Hungarian fighters had been alerted because of an unidentified aircraft. In line with international protocol, the Gripens identified a Russian IL-76 aircraft on its way above the Baltic Sea and then returned to their base in Siauliai in northern Lithuania, he added.

“The Hungarian Air Force has again proven its preparedness,” Szalay-Bobrovniczky said.

The Hungarian army is carrying out air space protection duties with nearly 80 soldiers and four Gripens over four months, jointly with Germany, the Czech Republic and Italy, under NATO command, the minister added.

The technical term for what the Hungarian airforce will do over Budapest on Monday is airspace surveillance, Blikk.hu wrote. The military operation will take place in the early afternoon hours.

The ministry of defence said that the operation is a preparation for the 20th August festivities.

Military aircraft will hold an air show on 20th August from 9 AM. The show’s length will be one hour taking place over River Danube. However, to do so, military helicopters and fighters have to carry out preparation operations on 15 August between 1.30 PM and 3.00 PM.

The ministry warns all residents in the area concerned that the operation will be loud. Furthermore, a section of the river will be closed during airspace surveillance. However, the defence forces will do everything to minimize the disturbing effects on the citizens.

Biggest 20 August festivities ever – with lots of criticism

As we reported, the Hungarian government wants to organize the biggest fireworks for this year’s 20th August, a national holiday in Hungary when the country celebrates its birthday. Many, mainly opposition leaders and mayors, said the money spent on such shows should instead be allocated for reducing the crisis caused by the the war, the record-high inflation and the skyrocketing energy prices. The mayor of Budapest, Gergely Karácsony, said he would not hold the fireworks. However, he added, he could do nothing to stop it. “I have no say in what and how much the government plans to do in the capital. If it were up to me, there would be no fireworks, and the billions would go to help those who are now forced to pay higher rents on top of out-of-control prices”, he cleared.

Military convoys will be on domestic roads for several nights in Hungary

Military convoys are expected on Hungary’s roads in the evening and at night between August 1 and 3, the Ministry of Defence said on Monday. According to the ministry, military vehicles will be expected on the following routes:

Hajdúhadház – 4 – 354 – M35 – M3 – M31 – M0 – M1 – 8119 – Tata.

The convoys will also cross bridges, excluding all traffic behind. These are: the M3 Oslári Tisza Bridge, the M0 Soroksári Danube Bridge, the M0 Hárosi Danube Bridge.

The Hungarian Defence Forces ask the public to approach the military vehicles with due caution and in compliance with traffic rules, as their size and speed, as well as the length and the way in which the convoys move, differ from the usual traffic pattern. As no civilian vehicles are allowed to drive between the vehicles in the closed convoy, the vehicles are escorted at the beginning and end of the convoy.

In response to a question, Gulyas said a visit by Foreign Minister Peter Szijjarto to Ukraine was not on the agenda.

Gulyás said prices above 200 US dollars per barrel would severely dent Europe’s competitiveness globally, while signs of a swift end to the war in Ukraine were few and far between.

Gulyás noted the war in Ukraine and the related sanctions had buckled Europe’s energy supplies, with the price of crude and natural gas skyrocketing.

There are no guarantees, he added, that crude deliveries would be continuous in the autumn and winter, so releasing the entire strategic reserves was off-limits, and only as much as there is a “real chance” of replacing in the next six to nine months could be freed.

Meanwhile, the PM’s chief of staff said it would be clear that Europe is switching to a wartime economy if the European Union declares an energy emergency.

Gulyás said such an eventuality would unmask the bad faith of politicians who have claimed that the war would have no effect on Europe. Such a crisis would present difficulties for households and could push the European economy into recession, he added.

The Hungarian Armed Forces are aiding Slovenian forces combatting the largest wildfire of the country’s history, Foreign Minister Péter Szijjártó said on Facebook on Sunday.

Hungary is aiding the efforts with an Mi-17 helicopter and a crew of 13. The operation is under joint Slovenian and Hungarian command.

“We are proud of the helicopter unit of the Hungarian Armed Forces who helped their Slovenian brothers in arms in stopping the destruction,” Szijjártó said on Facebook. Slovenian Foreign Minister Tanja Falon thanked Austria, Croatia, Hungary, Italy, Romania, Serbia and Slovakia for their help in combatting the fires.

Hungarian company Delta Systems cleared as NATO supplier

Delta Systems, owned by Hungarian listed IT company Delta Technologies, has been approved by the defence ministry as a NATO supplier.

The company is now one of 250 companies that qualify to participate in procurement procedures announced within the framework of the NATO Security Investment Programme, which include data clearance at “NATO non-classified” or, if the appropriate conditions are met, “NATO restricted” levels.

Delta Systems provides IT infrastructure solutions, including network and hardware design and installment.

“Hungary might send soldiers to protect the Hungarians living in Subcarpathia”, Maxim Buzsanszki, a member of the Ukrainian Rada, wrote on his Telegram channel yesterday.

As we reported yesterday, Hungarian FM Péter Szijjártó talked about plans regarding the protecion of Hungarian lives provided the war reaches Transcarpathia, where 150,000 Hungarians live.

Mr. Buzsanszki believes the Ukrainian foreign ministry should demand an explanation regarding that statement. Who and how would like to rescue 150,000 Hungarians on Ukrainian territory? – he asked. He also said that Ukraine should raise Budapest’s attention that Szijjártó’s words are incompatible with respecting Ukraine’s sovereignty, index.hu wrote.

Mr. Buzsanszki thinks that Szijjártó’s statement referred to September 17, 1939, when the Soviet Union attacked Poland after calming Budapest that Hungary’s borders would be respected.

Ukrainian refugees continue to arrive in Hungary

Fully 7,358 people crossed into Hungary directly from Ukraine on Thursday, while another 6,792 from Ukraine crossed from Romania, the national police headquarters (ORFK) said. Police issued temporary residence permits valid for thirty days to 343 people, ORFK told MTI on Friday.

Holders of such permits must contact a local immigration office near their place of residence within thirty days to apply for permanent documents, it added. Budapest received 242 people, 75 children among them, by train, ORFK said.

Hungary’s defence minister has underscored the importance of strengthening the country’s security.

Kristóf Szalay-Bobrovniczky noted at an event in Budapest on Saturday that he had recently ordered the armed forces to be put on high alert. He told the more than 400 non-commissioned officers who took their oaths at Heroes’ Square that they would play a key role in the renewal of the Hungarian armed forces.

He said the army’s revamp which began a few years ago needed to be speeded up in view of the war in Ukraine and mounting migration pressure on the southern border.

The minister said the government was providing all the moral and financial support for bolstering Hungary’s security and protecting the homeland, with

“unprecedented” salary increases for the National Guard, the establishment of a national defence fund, and defence spending hitting the NATO requirement of 2 percent of GDP next year.

Romulusz Ruszin-Szendi, commander of the Hungarian Armed Forces, said a key objective was to reorganise the armed forces and reduce red tape to ensure that it becomes a “determining force” in the region, with as many trained, deployable, soldiers as possible.

Hungary’s defence minister Kristóf Szalay-Bobrovniczky and state secretary of the Interior Ministry Bence Rétvári promised fair wages for the military, police and ‘border hunters’ at a press conference in Budapest on Saturday.

Rétvári said the war in Ukraine and global economic difficulties pointed to increasing migration pressure, and the armed forces, including the “border hunter” unit to be set up within the police force, would have a key role in managing this.

“Border hunters” will be paid 300,000 forints (EUR 750) during their training and 400,000 forints afterwards,

he said.

Rétvári said non-commissioned police officers will get a wage rise of a 30-44 percent on average from September 1, and police officers’ wages will be raised by 18-25 percent. From September, police officers starting their career will earn 510,000 forints per month compared with 393,000 forints earlier.

Szalay-Bobrovniczky said wages in the military will be increased in two stages, in September and in January 2024. Accordingly, the wage of a novice private soldier will rise from 280,343 forints to 399,180 forints in September and to 439,098 in January. The salary of a novice sergeant will be raised from 375,064 forints to 421,834 forints in September and to 509,287 forints in January, the minister said.

Hungarian Foreign Affairs Minister,Péter Szijjártó talked about the country’s plans to protect Hungarians after a C5 (Czechia, Austria, Slovakia, Slovenia) meeting. Hungary’s government is in talks to import 700,000,000 more cubic metres of natural gas beyond the volumes specified in the country’s long-term gas purchase agreements with a view to boosting energy security, the minister of foreign affairs and trade said on Friday.

The government is negotiating the gas purchases with both western and eastern partners, Péter Szijjártó said at a press conference he held jointly with Gebran Bassil, the head of Lebanon’s Free Patriotic Movement. Szijjártó said he hoped to be able to go into more detail about the outcomes of the talks next week.

The minister said that in 2020, market players had tried to talk him out of long-term gas purchase agreements saying that gas supplies would be secure without them. Szijjártó added that because he had always maintained that Hungary’s energy security was a strategic and national security issue, the government had decided to sign long-term gas supply deals with both Shell and Russia’s Gazprom.

“If we hadn’t made those deals, the country would be in major trouble right now because Europe’s natural gas spot market has dried up in this time of war,” Szijjártó said, adding that thanks to the long-term agreements, Hungary’s energy supply was on a secure footing.

However, Hungary must be prepared for potential energy supply disruptions in Western Europe, hence, the country must stockpile as much gas as possible, he said. That was the reason why, he added, Hungary had decided to increase its gas imports beyond the volumes specified in the long-term gas supply deals. Szijjártó said Gazprom had been a reliable supplier so far and it was clear that the southern gas delivery route was the most predictable. He noted at the same time that Hungary had built the infrastructure needed to link the country to the Turkish Stream pipeline despite “everyone trying to get Hungary to do otherwise”.

“Had that infrastructure not been developed, we’d be in huge trouble”, the minister said. He argued that half of the 32,600,000 cubic metres of gas that flowed into Hungary on Friday had arrived via the southern delivery route. “So most of the Russian gas comes from the south, while we only get one-third of the contracted volume from the west,” he said. Hungary will therefore also negotiate to divert the gas deliveries it would get from the west to the southern route, he added.

Meanwhile, Szijjártó said the war and the related sanctions on Russia had created an inflationary environment in Europe.

But the war also affects other parts of the world and the migration crisis will likely be more severe than ever before, Szijjártó warned. He argued that falling food and grain exports would lead to serious supply disruptions in parts of the world that were already unstable. He said the “disastrous consequences” threatening Europe could only be prevented by achieving peace as soon as possible, urging “those with power on the international stage” should do all they can in the interest of peace.

Szijjártó noted that there are some 1,500,000 Syrian refugees in Lebanon, and Lebanon had sourced 80 percent of its wheat supply and 90 percent of its cooking oil supply from Ukraine and Russia. This, he said, made Lebanon a “powder keg” that could set off a major migration wave towards Europe if peace was not achieved.

Meanwhile, he said that besides energy security, the key to Hungary’s physical security was keeping out “the

armed migrant gangs that have besieged our southern borders”.

In such a situation, the international political world, too, should be focusing on preventing the emergence of migration waves and helping countries that look after a lot of migrants, Szijjártó said. Hungary is one of those countries, he said, noting that it has given the Lebanese Christian communities millions of dollars in the recent period for the construction of churches and offered university degrees to 50 students each year.

Bassil said Hungary had always stood by Lebanon when it faced difficult times. He said the Hungary Helps humanitarian scheme was proof of the aid Hungary had provided, adding that his party aimed to boost ties with Hungary’s ruling Fidesz. Concerning migration, he said Syrian migrants could start gradually returning to their home country, which should be encouraged.

Commander of the Hungarian armed forces paid a secret visit to Ukraine

Only the official Facebook page of Hungary’s embassy in Kyiv reported about Romulusz Ruszin-Szendi’s visit to Ukraine. The Ukrainian president, Volodymyr Zelenskiy, invited Hungarian politicians, including PM Viktor Orbán to Ukraine. However, no official of the government has accepted his invitation yet.

The commander of the Hungarian armed forces, Romulusz Ruszin-Szendi, paid an official visit to Hungary’s war-stricken neighbour yesterday. The official Facebook page of the General Staff of the Armed Forces of Ukraine wrote about the event yesterday evening. That post was shared by the Facebook page of the local Hungarian embassy without any comments. Therefore, index.hu wrote that the Hungarian party kept the visit secret for some reason.

According to the Ukrainian post, a small delegation arrived in Ukraine headed by Ruszin-Szendi. He met Valerii Fedorovych Zaluzhnyi, the Commander-in-Chief of the Armed Forces of Ukraine. Zaluzhnyi said that the visit of his Hungarian counterpart was a sign that Hungary stood by Ukraine in the war against Russia.

Mr Zaluzhnyi added. He also added that the military relationship between the two states was excellent.

Based on the Ukrainian Facebook post, the Hungarian delegation made a tour in Ukraine. They visited Dnipro, Kryvyi Rih, and even Mykolaiv, which Russians have bombed recently. The Hungarian delegation was in Harkiv and Chernihiv. Furthermore, they visited Kyiv’s newest museum exhibiting objects Ukrainian forces took during the war.

Moreover, they visited a number of Kyiv suburbs where Russian forces allegedly committed war crimes (Gostomel, Irpin).

Honvedelem.hu shared a report about the official visit only after the index’s article was published. According to them, the two commanders discussed the present and future of the two countries’ military relationship. Ruszin-Szendi informed his Ukrainian counterpart about the military developments and the challenges lying ahead of the defence forces.

He expressed his appreciation towards the Ukrainian soldiers, who bravely protect their country and Ukraine’s citizens.

Police: 13,317 refugees arrive from Ukraine on Thursday

In total, 7,066 people from Ukraine directly crossed the Hungarian borders on Thursday, while another 6,251  arrived through Romania, the national police headquarters (ORFK) said. Budapest police received 34 refugees, including 17 children, arriving by train, ORFK said on Friday.

Minister: migrants at Hungary’s borders “have no right to cross”

Hungary is “under simultaneous pressure from the east and from the south”, the foreign minister told public Kossuth Rádió on Sunday morning.

Péter Szijjártó said that some 12,000-13,000 refugees were arriving daily from war-stricken Ukraine, adding that “when fleeing from war, you cannot go anywhere but to a neighbouring country”. On the other hand, migrants at Hungary’s southern borders “have no right to cross” since they “violated the borders of several safe countries including Serbia and Hungary”.

Hungary will maintain strict border controls,

therefore “there is a great need” to set up an independent force for that purpose, he said.

Besides the east, NATO should also focus on challenges in the south, with special regard to an increasing threat of terrorism, and a possible famine due to interrupted grain supplies from Ukraine, which could trigger “unprecedented” waves of migration, Szijjártó warned.

“Peace is in Hungary’s interest in every possible aspect,” the minister said, adding that “each minute of the war in Ukraine poses a security threat”. The Hungarian military, therefore, needs to be developed, “to which end defence spending will reach 2 percent of GDP next year”, he said.

An atmosphere of war has overtaken NATO, Szijjártó said but added that “luckily the position prevails that everything must be done to avoid a direct conflict between NATO and Russia”. He called it a “wise decision” that

NATO as an alliance will not send weapons to Ukraine “as that would threaten an even greater tragedy”.

Concerning energy, Szijjártó said that in view of “energy prices earlier thought inconcieavable” those countries will be safe in future that are able to produce sufficient energy for their own consumption. The upgrade of the Paks nuclear plant “will be of tremendous help” to Hungary, he added.

The Hungarian government is “continously speeding up the project” so that the two new blocks could start production in 2030, Szijjártó said, adding that the upgraded plant and solar developments would bring the country “very near to self-sustenance” in terms of electricity.

Construction at Paks is not hindered by European sanctions against Russia, as peaceful use of nuclear energy is “not impacted in any way” by those restrictions, Szijjártó said.

Hungarians need their country “because it is the homeland that protects us from all troubles and dangers” Prime Minister Viktor Orbán said on Satuday at an officers’ graduation ceremony at the National University Of Public Service.

“We must be strong, well-prepared and united because it is the only way to prevent us from the dangers our community faces and protect Hungarians’ peace and safety,” Orbán said. There are many dangers, with hundreds of thousands of migrants storming Hungary’s borders, western European cities being attacked by terrorists, a deadly virus threatening people in the past two years and most recently, a war starting in a neighbouring country, he said.

The most important task of the state is to protect public order, Orbán said. Any government that is unable to guarantee the safety of life and property will lose the right to expect cooperation from citizens, he added. Orbán said that in the past, paramilitary organisations were “marching” in the streets and an organised series of murders were committed against Hungarian citizens, but times have since changed.

Over the past thirty years, the lowest number of crimes were committed in Hungary during the past few years, he said. Hungary has become one of the safest countries in Europe and Budapest one of the safest capitals, he added.

In the upcoming decades, the order and safety of a country will represent the greatest advantage in international competition, he said. “The value of safety is continually growing, while order and security represent Hungary’s hardest currency” he added.

The war in Ukraine shows that one must prepare for all possible scenarios,

Orbán said.

He told the graduates that Hungary’s government is offering increasingly favourable conditions to people working in law enforcement. Respect for them is growing as their capabilities and their level of preparedness are also on the increase, he added.

Front to move closer to Hungary, “hunting squadrons” to be established

PM Viktor Orbán said in his morning interview today that NATO had not yet confronted the possibility of “a collapse of the Ukrainian front”, adding that there was “every chance” of the front would be moving closer to Hungary. Hungary’s defence capabilities must be stepped up “radically” with “superhuman effort”, he said. “To secure peace, we must now boost our military capabilities massively,” Orbán said. “This is not Hungary’s war; we must stay out of it,” he added.

Rather than imposing more sanctions, a ceasefire followed by an agreement on a framework for peace negotiations is needed, he added. At the same time, Hungary is alone in taking such a stance, he said.

The prime minister said that amid a war situation, the country was in a defensive posture, and now was not the time to push forward with investments or even wages. Rather, the aim now was to “not allow the war situation to push our economic development and living standards backwards,” he said.

The government, Orbán added, pledges to protect full employment, the family support system, caps on utility bills and pensions. “Protecting those [measures] would be a great achievement. Most countries cannot even succeed in doing that,” he said.

“Everyone is on Ukraine’s side; it’s normal to side with the victims of attacks,” Orbán said. “But it’s coming to the point that

we must face the military reality,

which is that Russia, a state of 138 million [people] is on one side and Ukraine with 31 million is on the other.” Despite US and British arms deliveries, Ukraine is losing 100-1,000 people each day, he said.

Orbán said the border guard will be enhanced by “hunting squadrons”, and the interior ministry would organise the effort and hire thousands of people accordingly. Border hunters, he said, would aim to abide by “the culture that characterises the police today”, adding that police were efficient and citizen-friendly. He said the new arrangement may have a beneficial effect on relations between citizens and police, as well as the migrant-police relationship. But, he added, if this did not turn out to be the case, then the police may have to build up their defensive posture in a “somewhat harsher form”.

Soldiers and police so far have been sent to the southern border, Orbán said, adding that with the front approaching Hungary’s eastern border, they must strengthen their defence capability.

Soldiers must now take part in implementing accelerated military development, while many police are now performing stressful work far from their families,

he said.

Referring to Bosnia not making into the group of countries with EU candidate status, Orban said western European leaders still lacked a basic understanding in respect of the EU integration of the western Balkans, and rapidly growing migration was direct evidence that these countries should be admitted to the club. Ukrainians, he said, would be, but for the time being Bosnians are not being admitted. “Still, we’ll carry on the fight alongside the Austrians, Slovenians and Croatians to make this happen,” he said.

Hungarian minister discusses defence cooperation with German counterpart

Germany is a key ally and a strategic partner of Hungary in defence development and policy, Defence Minister Kristóf Szalay-Bobrovniczky said on Tuesday, after talks with Christine Lambrecht, his German counterpart.

Szalay-Bobrovniczky told public media his first official ministerial visit signalled a “strategic commitment beyond occasional ideological disagreements and government cycles” to Hungary-Germany relations.

Hungary has become a primary export market for Germany’s defence industry in recent years, he said.

The minister said the two countries shared the view that NATO should stay out of the war in Ukraine.

Regarding the NATO’s new strategy expected to be adopted at next week’s summit in Madrid, the minister said that besides the “Russian threat”, NATO should focus on “comprehensive defence”, which included combatting illegal migration, which is putting Hungarian border defence under enormous pressure.

The ministers also agreed that “largely illegal migration” increasing as a result of the economic crisis, “wartime inflation” and food shortage is another key issue.

Hungary and Germany have strategic interest in the security of the Western Balkans in the fight against migration, he said.

Hungary will raise defence spending to 2 percent of GDP in 2023, a year earlier than specified in its commitment to NATO, he said. German defence companies working in Hungary will benefit from that process, and will in turn contribute to economic development and job creation, the minister added.

Migration situation ‘very serious’ at southern border

The defence minister called the situation posed by migration at Hungary’s southern border “very serious” after inspecting an army base at Kelebia on Sunday.

The number of migrants seeking to illegally cross to the territory of Hungary, an EU country, has doubled this year, Kristóf Szalay-Bobrovniczky said on Facebook.

“I visited the base at Kelebia to learn first-hand about the situation and thank our troops for their service,” the minister said.

Szalay-Bobrovniczky called security a fundamental national interest which he said can be guaranteed by the Hungarian armed forces.

“Hungarian people can count of them under any circumstances,”

he said.

Reiterating the government’s position, the minister said that problems posed by migration must be tackled where they arise. For this reason, the Hungarian armed forces will continue to participate in NATO missions, he said.

“For the first time in a long period, Hungary now has a national strategy within an alliance but with full sovereignty,” Defence Minister Kristóf Szalay-Bobrovniczky said in an interview published by the weekly Mandiner on Thursday.

On future tasks, the minister said “peace requires power”, adding that next year’s budget would provide “sufficient guarantees” for his portfolio through the new defence fund. He said the country’s defence spending would reach 2 percent of GDP in 2023, a ratio which would be maintained in years to come.

Szalay-Bobrovniczky said the government had been “prudent” to start the military reform years ago, which, in light of the war in Ukraine, was a “considerable advantage” on competitors in the region. Further developments will focus on staffing and their remuneration, he added.

The minister also confirmed that Hungary would maintain its earlier commitments to NATO. He warned, however, that being a member of that alliance “is not enough in itself”. It is crucial that Hungary has a “voluntary, well-trained and equipped, large national military” which is “confident, able and respectable”.

Concerning the war in Ukraine the minister said “this is not Hungary’s war and we will stay out”. Hungary supports peace and will work to ensure that “the bloodshed in Ukraine is at last stops and talks start”.
