Absurd court decision orders Hungarian mother in coma to pay child support

A Hungarian woman has been in a coma for 8 years. A few months ago, her ex-husband sued her for not paying child support.

The story

As Blikk reported in August 2021, Katalin Varga has been in a coma for eight years. After an operation to remove a benign brain tumour, a bacteria attacked her body, and she went into a vegetative state. What is more, the hospital where she contracted the bacteria did not even treat her with antibiotics for a whole week.

Her 59-year-old mother, Éva Kistaj, has been caring for Katalin ever since she took her home from the hospital.

Katalin has two children whom their father took in after the tragedy. Since then, he has not even brought the siblings to the grandparents to visit, and he will not let them see their mother at all.

“In the first three years, my daughter used to look at the door and cry a lot when her children were mentioned, or when she heard their voices in old videos,”

cried the broken grandmother.

Katalin is able to sense everything: she can hear, see, and feel. But she cannot move freely. She is awake, communicates by blinking, can close her mouth on demand, and follows movements with her eyes. Her mother is with her 24/7 and helps her with everything.

If all this was not bad enough, her ex-husband sued Katalin for child support. The children’s father has also initiated an enforcement action against the grandmother, claiming money from her for the maintenance of blood relatives. The grandmother and the mother have accumulated debts of more than HUF 400,000 (EUR 1,123) and can be visited by the debt collector at any moment.

Updates on the story

Now, on January 20, atv.hu reported that Katalin can now move her arms and legs and even smile. However, there is still a long road to recovery. The accumulated debts of her and her mother are now HUF 600,000 (EUR 1,685) which they should pay to the debt collector. But there is no money to pay all that. Every forint is needed to keep the mother of two alive and to rehabilitate her.

Even though her father did not let her see her mother, Eszter, the daughter of Katalin, has been visiting her mother quite frequently since she turned 18 years old. Perhaps it is thanks to her visits that her mother’s condition is rapidly improving.

“A few days ago, the doctor noticed that my daughter can smile now. She moves her limbs to music and responds positively to exercise. To others, these may seem like small victories, everyday miracles, but they are important for Kata’s recovery,”

says the grandmother.

“I thank God every day that my beautiful daughter is alive. Sometimes strangers come to me to help, some with a prayer, others with a conversation. I get a lot of faith and love from them.”

PM Viktor Orbán said he in his morning interview that he was against privatising health-care services, while “health privatisation has persistently been included in the left-wing programme because many of them have lobbied for business groups interested in a private health care … they have an interest in opening up business opportunities for international investors.”

While Hungary is “on the right track, it is far from being a rich country yet,” he said, adding that the privatisation of health care would mean low earners being left without health services. The government aims to ensure the best possible services through a state-owned and state-controlled health system, Orbán added.

The ruling government is giving the 13th month pensions and has regularly raised the minimum wage and salaries in certain sectors, he said, adding that the labour market was now tight,

tax rates were “very good in European comparison, and economic growth is around 7 percent rather than 2 or 3 percent,”

he added.

Orbán said that besides “mistakes and sins committed until 2010”, the leftist parties had also refused to support the government’s efforts to rectify those missteps afterwards, Orbán said. They did not vote for proposals or tax cuts or the re-introduction of the 13th month pension, and regularly attacked recent measures such as the caps on food and fuel prices and the interest rate cap on mortgages with variable interest rates, he said.

Orbán slammed the leftist opposition for

“attacking coronavirus protection measures

in a way that offends doctors and nurses, and degrades the work done in hospitals.” Hungary’s health-care system is working hard to help all those in need, and workers deserve commendation for that, he said. The vaccine rollout is going well everywhere, he added.

While discussions on the best way to organise pandemic protection efforts are useful, the Hungarian opposition “falsified facts, produced fake videos and weakened the effectiveness of the protection efforts,” he said. “The left wing cannot differentiate between attacking the government and degrading the country,” he said.

On the subject of the coronavirus situation, Orbán said that

the number of new cases was on the rise, but fewer people needed to be intubated on a ventilator and the number of hospitalisations was significantly lower than new infections.

Hungary sees 307 transplants last year

Overall, 307 transplants were performed in Hungary last year, the National Blood Supply Service (OVSZ) said on Friday.
 
A total of 273 organs were removed from brain-dead patients and 34 were removed from living organ donors, it said.
 
Altogether 196 kidney transplants were conducted in four Hungarian hospital centres dedicated to transplants, most of them in Budapest’s Semmelweis University.
 
Hungary’s two heart transplant centres performed 34 operations,
 
of which 24 were carried out at the Semmelweis University’s Heart and Vascular Centre and ten at the Gottsegen Gyorgy National Cardiology Institute.
 
Liver transplants numbered 59, and lung transplants 14. Twenty-six percent of the transplanted organs were provided by foreign donors. Altogether 1,313 patients were waiting for organ transplants at the end of last year, OVSZ said.

In the 2nd district, 374 children are at home. In the 12th district, 13 groups are in quarantine out of the 66. The Normafa kindergarten closed because of the virus.

In Gyömrő, a city near Budapest, they had to close a kindergarten because

only four people of the staff work.

In Hódmezővásárhely, where the united opposition’s PM candidate, Péter Márki-Zay is the mayor, two groups are in quarantine. In Zalaegerszeg, seven institutions have kids or kindergarten teachers with a positive test.

Some countries have already introduced plans to give the most vulnerable people a 4th dose of the Coronavirus vaccine. Now, Hungary’s health professionals are evaluating the severity of the pandemic situation: should we also introduce the 4th jab?

MTI shared the following on Saturday:

“Hungary’s health experts are assessing who should be administered a fourth dose of the coronavirus vaccine,” the leading infectologist of Budapest’s South Pest Central Hospital said on Saturday.

Janos Szlavik told public news channel M1 that countries that have started administering fourth jabs are recommending it to people older than 60, those with chronic health conditions, cancer patients, and immunocompromised people.

He said three vaccine doses were guaranteed to prevent hospitalisation or severe illness for those who contract the virus’s Omicron variant.

Meanwhile, defence ministry state secretary Szilard Nemeth told a press conference on Saturday that 52,000 jabs have been administered on Hungary’s mobile vaccination buses over the last ten months.

“Healthcare workers have inoculated 32,000 people in 136 more isolated locations across 16 counties on the vaccination buses so far,” he said.

Vaccination buses

These vaccination buses are highly effective in getting vaccines to those living in remote places. As Szilárd Németh shared it on his Facebook page, the Hungarian Defence Forces’ vaccination buses participate in the government’s vaccination programme.

On Saturday, the inhabitants of Sóshartyán and eight other villages in Nógrád County got a dose of the vaccine. At a press conference he held at the scene, Németh said that the Hungarian Defence Forces have five vaccination buses.

These vaccination buses have been in operation for ten months. Last year, on 27 March, they were put to work for the first time in the village of Nőtincs in Nógrád County.

4th jab?

Hungarian health experts are assessing the situation and soon deciding about who should get a 4th dose of the vaccine. As Telex reported, Viktor Orbán shared some details on Friday:

“We think that the third dose is a very strong immunity booster, we strongly recommend it to everyone. But if you feel that you need a dose and it’s been at least four months since the third one, you can get it. And after six months, we recommend that you do it.”

He added that it is important to always consult your own local GP first and only take the 4th dose if the doctor advises you to.

With this statement, Hungary is the first country to offer the 4th jab to everyone who wishes to get it.

Opposition vows to inject extra € 3.4 billion into Hungarian healthcare

The united opposition plans to spend an extra 1,200 billion forints (€ 3.4 billion) in four years on Hungarian health care, its prime ministerial candidate told a forum on Friday.

The extra funding would reform health care in line with European market methods rather than operating a centralised “communist system”, Péter Márki-Zay told a press conference in front a district health clinic in Budapest.

He accused the Fidesz government of regarding health care purely as a business and running public health care into the ground so that the only option remaining to the sick would be to use hospitals owned by “Fidesz oligarchs”.

The politician vowed to revamp Hungary’s health care and to fund it through a single national insurance model.

He said patients waiting more than six months for surgery would be referred to a private provider and the state would pick up the bill.

Márki-Zay claimed to be in possession of “inside information” suggesting that Fidesz planned to privatise health care after the election.

He said Hungarians currently pay 30 percent of their health-care costs out of their own pocket, which, he added, was “the highest rate in the EU”.

Funding for Hungary’s health-care system, he said, would increase to 7 percent of gross national product — the EU average — from 4.5 percent last year in four years.

Márki-Zay also promised health professionals a “significant salary increase”.

In response, ruling Fidesz said in a statement that “the Left would reintroduce pay-for health services”. They said the opposition plans were in fact aimed at “drastic privatisation” in the health sector.

Minister Miklós Kásler shared much worse data before. He told Infórádió that, in the 4th wave, 9,485 people died out of 17 thousand patients receiving treatment in the Hungarian hospitals. That would mean 55 pc mortality, which is extremely high. It would mean that the Hungarian healthcare system is very ineffective.

Thus, portolio.hu asked for the data of the Semmelweis University. The institution said that they treated 6,456 people in in-patient and 8,173 people in outpatient care because of coronavirus between 2020 March and 2022 January. Based on their data, they lost 1,521 patients out of the 14,629.

That means a ten pc mortality rate at the university.

According to MTI, altogether 73 patients died of a Covid-related illness during the past 24 hours, while 8,921 new coronavirus infections were registered, koronavirus.gov.hu said on Friday. Fully 29 percent of new infections have been caused by the Omicron variant.

Experts have proposed that the government support the promotion of a fourth dose of the coronavirus vaccine, which is now available for anyone after a consultation with their GP, Prime Minister Viktor Orbán said on Friday.
 
The fourth dose can be taken four months after the third, and it is highly recommended after six months, Orban said in an interview to public broadcaster Kossuth Rádió. The vaccine will be available on Fridays and Saturdays in January in hospitals and in major GP surgeries under a simplified system, with no need for an appointment, he said. GPs will also administer vaccines on weekends this month, he said.

Over 2 million Pfizer and 700,000 Moderna vaccines are at hand, he said.
 
Experts agree that Omicron is much weaker than previous variants of the virus, “but that doesn’t mean we shouldn’t protect ourselves”, Orban said, calling on Hungarians to accept the next dose whatever their vaccination status. Meanwhile, the quarantine period will be cut to seven days, and it can be exited after five days in possession of a negative test, he said.
 
“Last year’s Christmas was almost the way one imagines it,” he said, with families coming together, albeit “under the shadow of the pandemic”. He praised Hungary’s “fantastic hospital capacities, especially in terms of human resources”. Currently, 2,611 Covid-19 patients are hospitalised and 243 are intubated on ventilators, with over 10,000 beds available, he said.

Government: Hungary has sufficient numbers of hospital beds

The prime minister’s chief of staff, Gergely Gulyás, said today that Hungary had a sufficient number of hospital beds, with only 25 percent of them occupied by Covid-19 patients. He added that 2,261 Covid patients and 596 patients whose Covid status was unconfirmed were currently hospitalised. Fully 8,546 beds in Hungarian hospitals are unoccupied, he said, adding that the capacity could be increased if necessary.

Concerning Omicron, Gulyás said the jab ensured protection against serious symptoms rather than the infection itself, adding that all vaccines licenced in Hungary were effective. Omicron, he added, accounted for a significant proportion of new infections, and warned that the number of new infections was “growing fast”, with the number of people becoming sick expected to grow significantly in the next few weeks. He added, however, that

Omicron caused less serious symptoms, and in other countries a higher number of infections had not resulted in a higher number of hospitalisations or deaths.

He said he hoped the situation in Hungary would follow that pattern.

Gulyás stressed that the primary protection against Covid was vaccination, adding that Hungary had a total 9.2 million doses of the Pfizer, Moderna, AstraZeneca, Janssen, and Sinopharm vaccines. He welcomed the large number of shots administered during the recent vaccination campaign. Jabs without registration will continue in February on Thursdays, Fridays, and Saturdays, he said, adding that currently 64 percent of Hungarians were vaccinated,

“a good ratio in the region, though we are in the last third in European comparison.”

In response to a question, Gulyás said the government was being cautious when it came to shortening the quarantine period, adding that it had approved a “more conservative” proposal in the matter.

Asked about free Covid tests, he said the government had always prioritised vaccination over making testing free.

He also said the government will issue a decree this week on the option of a fourth Covid shot for those who ask for it after consultations with their doctor.

Asked about vaccination rates, he said there were geographical reasons behind the relatively low rate in central Europe compared with western Europe. The vaccination rate in Hungary, however, is still higher than in neighbouring countries, with the exception of Austria, he added.

Omicron spreads shockingly fast in Hungary

Eduline.hu reported today that the number of infected skyrocketed in elementary and secondary schools. In some Budapest schools, all students are home and take part in online education. In another school, students and teachers produced 50 positive tests last week. Therefore,

no open days will be held in the schools in January and February. But the Educatio fair will be organized.

The trend of the growing number of new infections started in December. Since the inoculation rate of the students is not high enough, the omicron variant spreads quickly among them. A third of the 5-18-year-old students received one, and a quarter of them two jabs. For teachers, the state prescribed obligatory vaccination. As a result, 780 teachers left the education system since they refused the jab.

Public health centre to sue opposition politician for alleged defamation?

The national public health centre (NNK) said on Friday that it is taking legal action against independent lawmaker Ákos Hadházy for alleged violation of personality rights and defamation.

Hadházy stated in a Facebook message posted on Thursday that he had “filed a criminal complaint for alleged abuse of office and endangerment committed in the line of duty” and attached an image of Chief Medical Officer Cecília Müller to the post, the NNK said.

The context and the post directly imply that he was accusing the chief medical officer of those actions, it added.

The NNK and the chief medical officer have not acted as a licencing authority for the issuance of distribution permits for vaccines, the NNK said.

The distribution permits of “Chinese and Russian vaccines” have been issued by the authority in line with the law and the vaccines have been in use accordingly, it added.

The NNK said Hadházy’s public post had demonstrated “a lack of professional knowledge and ill faith” and had discredited the public health centre, an authority in charge of protecting the public against epidemics. As a result, he has “intentionally misled the Hungarian people”, it added.

The health centre said Hadházy’s actions posed a “direct and severe threat” to epidemiological protection. He has “questioned the professional credibility of those involved and undermined public trust in the methods of protection”, the NNK added.

His statements “strengthened the anti-vaxxer movement” and his attacks have been “motivated purely by political profiteering”, the NNK said.

It seems that the positive trend of the last few months stopped in Hungary. The number of new infections is rising again, while the rate of positivity also grows. More and more patients have the virulent Omicron variant. Furthermore, the reproduction rate of the virus grows, and the amount of the virus’s hereditary material in wastewater increases. As a result, experts say the fifth wave of the epidemic arrived in Hungary.

Number of new infections

According to portfolio.hu, Hungary reported 2,429 new coronavirus infections on Tuesday, which rose to 5,270 on Wednesday. That is 77 pc more than a week before. Of course, the previous week’s data might be lower because of the fewer tests done after Christmas. The news website says, however, that the trend is positive again. That means the number of new infections will rise in Hungary again.

Positivity rate

The rate of positive tests is rising in Hungary. At the end of the fourth wave, it decreased to 15-16 pc, but that rose to 19-20 pc. Based on WHO, an epidemic is under control if this rate is below five pc. The above data show that the fifth wave started in Hungary before the fourth wave stopped. The same happened between the second and third waves, as well. As a result, employees of the Hungarian healthcare system do not have a chance to relax and regenerate.

Omicron wave

Everybody agrees that the new wave’s reason is the Omicron, not the Delta variant. The National Public Health Center said it was responsible for 11 pc of the new infections. Meanwhile, Neumann Labs said that the new variant was present in 78 pc of their samples. As we reported, this rate was above 60 pc in December.

Gábor Vattay, a physician professor of ELTE University, said yesterday that in Budapest, the Omicron rate might be around 50 pc. Thus, he added that the fifth wave started in the capital. He cleared that the national rate might be at 25 pc. Today he updated his data: 64 pc in Budapest and 33 pc in the country.

Reproduction number

The so-called R number is rising again in Hungary. At the end of the Delta wave, it went under 1, but now it is above. That means one infected gives the virus to more than one person.

Wastewater

The National Public Health Center said the amount of hereditary material of the virus rose again in the wastewater. The trend was a significant decrease in the last few weeks. The turning point was in the last week of 2021. The tendency shows rise again in Budapest, Eger, Kaposvár and Szekszárd. The amount of the virus’s RNA decreases only in

Data show that the fifth wave of the virus arrived in Hungary. That means the number of new infections will show a significant rise in the next few days. As a result, there will be a lot of infections, international data say. Although the Omicron spreads quicker, international experience shows it does not cause as severe symptoms as the Delta did.

Szabolcs Békássy asks everybody to call their doctor if they experience respiratory symptoms. The chairman of the online organization of Hungarian GPs added that the number of patients with such symptoms rose significantly. That means the fourth and fifth waves of the coronavirus overlapped.

Less severe symptoms but more patients in the fifth wave

Mr Békássy highlighted that the omicron variant is in the background spreading dramatically. “Thanks to the vaccines, we experience that the symptoms are less severe in the case of omicron” – he said. Meanwhile, MTI reported that altogether 82 patients died of a Covid-related illness during the past 24 hours, while 5,270 new coronavirus infections were registered, koronavirus.gov.hu said on Wednesday.
 
So far 6,269,955 people have received a first jab, while

Shocking cases from Hungarian healthcare in 2021

Under-the-table payments, misuse of immunity cards: here are some astonishing stories the police encountered in the healthcare sector this past year.

According to the National Protective Service (NPS), there were 42 cases of either filing police reports or investigating against healthcare workers for various corruption cases and other crimes. The police carried out investigations in a wide range of medical fields, from rheumatology to gynaecology, sports medicine and psychiatry.

Népszava interviewed Police Colonel Piroska Váradi, head of the Corruption Prevention Department of the National Protective Service. This department is responsible for monitoring the ban on under-the-table payments. She shared that one rheumatology doctor put up posters confirming his refusal of under-the-table payments between two appointments. However, as soon as his appointments started, he had them removed quickly.

There were also cases of doctors using nurses to collect under-the-table payments to keep elderly patients in hospital. Another shocking occurrence was when healthcare workers helped patients obtain fake immunity cards.

The consequences

Váradi informed Népszava that this last instance is truly more than a “simple” corruption offence. In cases like this, forgery and misuse of official documents also apply.

“Committing intentional offences has consequences under labour law as well as criminal law. The person’s employment is terminated immediately. Apart from that, they cannot find a job in the public sector until the statutory period of time has elapsed. This time is, in most cases, several years.”

This means that if someone is caught, there is no chance of committing the same crime again.

Now, there is a lot to say about the misuse of immunity certificates when it comes to crimes in the healthcare sector. Váradi said that there was a chief psychiatrist who helped prisoners delay serving their sentences.

“He gave certificates to convicted people so that they would not have to go to prison to serve their sentences.”

He received HUF 300,000 (EUR 813) for this. In addition to accepting the money offered, he also informed the negotiator what kind of certificate he would issue. Reports say he has done this before.

Receiving reports

Váradi shared that they receive reports from numerous sources, even from private persons.

“I am personally contacted by many people. The green number and office contact details of the NPS are public. We receive a lot of complaints from citizens and healthcare workers alike.”

Her colleagues then look into the cases. They carry out risk analyses on an ongoing basis and try to filter out the circumstances where there is the greatest chance of corruption.

Since March 2021, the NPS has also been testing healthcare workers with reliability tests. In the generated artificial situation, a negotiator plays the role of the patient who tries to bribe the doctor under investigation. The police then look to see if the person accepts the bribe, i.e. whether they are abusing their official position.

The number of active infections went down to 105,553, while hospitals are treating 3,492 Covid-19 patients, 334 of whom need respiratory assistance.
 
Since the first outbreak, 1,256,415 infections have been registered, while the number of fatalities has risen to 39,186. Fully 1,111,676 people have made a recovery.
