The Russian-Ukrainian conflict could call for measures. Many people are concerned about a possible Russian invasion of Ukraine.

The US and a handful of allies are in discussions to deploy thousands more troops to Eastern European NATO countries, writes CNN. The aim would be to show support amidst the current threat of Russia invading Ukraine.

Romania, Bulgaria, and Hungary are considering accepting the incoming troops. The deployments would mean approximately 1,000 personnel in every country that agrees to accept the troops.

“Pentagon press secretary John Kirby said on Monday that the US has put 8,500 troops in the US on heightened alert in case a NATO Response Force is called up and American forces are needed quickly. However, the vast majority of these forces are intended for activity supported by the full NATO alliance. The US and NATO have tens of thousands of other troops already in Europe to draw on for any additional deployments to Eastern European allies,” CNN wrote.

The United States and the United Kingdom were two of the countries that initiated the idea of troops being deployed. Not all NATO member states agree, though. Discussions with Hungary are ongoing.

Hvg.hu wrote that soldiers are not yet deployed in Hungary. John Kirby said that there are 8,500 soldiers on standby, but they need the full support of NATO. President Joe Biden said that the troops could travel to Europe sooner, in order to save time.

Romania also expressed its views. “The security crisis caused by Russia is not just about Ukraine, the Black Sea region, and not just about European security but about the security of the entire Euro-Atlantic area. It is therefore important in this situation to show unity and solidarity at the level of both NATO and the European Union,” 24.hu quoted the Romanian President.

Vasile Dincu, Minister of Defence, said that Romania would not send soldiers or weapons to Ukraine. NATO rules state that troops can be deployed only if a member state is threatened. Ukraine is not a NATO member state.

The situation, therefore, is complicated, and new decisions could be made at any minute.

The Council of Europe should play a leading role in improving Europe’s worsening security situation, Zsolt Németh, the head of Hungarian parliament’s foreign affairs committee, said on Thursday after the winter session of the Parliamentary Assembly of the Council of Europe (PACE).
 
Németh told MTI by phone from Strasbourg that he had been elected president of the PACE’s political committee on Tuesday. He said his speech to the assembly on Thursday had focused on Europe’s “worrying” security situation caused by
 
tensions on the Ukraine-Russia border, increased security risks in the Balkan region as well as the situations in Belarus and Kazakhstan.
 
Given how often the CoE references democratic security and democratic stability, it is important that the pan-European organisation exercise its authority in the region to help resolve the situation, he said.
 
 
“We consider it important for the Council of Europe to strengthen its relationship with the European Union, as there is room for closer cooperation when it comes to the EU’s enlargement policy and the Council of Europe’s activities related to security,” Németh said.
 
He said it was important that the international community devote special attention to the issue of national minorities with the help of the CoE, arguing that almost all new conflicts had a national or ethnic dimension to them.

PM Viktor Orbán said in his morning interview that he would negotiate at next week’s Hungary-Russia summit to increase gas supplies as part of Hungary’s long-term contract with Russia. The prime minister said that as energy prices soar, Hungary wants to fortify its energy security by increasing the amount of gas delivered under the Hungary-Russia contract concluded last September.

Put to him the opposition’s suggestion that “Putin ordered the Hungarian Prime Minister to visit Moscow”, Orban said the Hungarian public “very well knows we cannot be ordered anywhere”. “Hungary is a sovereign country; its government and leaders are acting in a sovereign manner,” he added.

He said Hungary’s government prioritised national interests in foreign relations.

Orbán said it was “inevitable” that, besides economic matters, European security issues would be on the summit’s agenda. “Hungary’s stance is clear: we have an interest in maintaining peace,” he said. As Hungary is a member of NATO and the EU,

Orbán said he regularly consulted with the country’s allies “before every such meeting”.

“I have already started the talks, and these will continue in the coming days. I am going to Moscow after having consulted with NATO, the EU, and key politicians of the EU presidency,” he said.

There is a “fair chance” that NATO will launch several components of its DIANA defence innovation programme in Hungary, the innovation and technology minister told economic daily Világgazdaság in an interview published on Wednesday, adding that the relevant decisions were expected to be made before summer.
 
László Palkovics said that NATO was distributing functions such as testing new technologies among members, and while “many volunteered, it is a signal that NATO’s deputy general secretary David van Weel would visit Hungary among the first countries”.
 
The minister said that Hungarian companies had “excellent opportunities” to participate as they had outstanding skills in areas preferred by NATO such as computerised technologies, AI and autonomous equipment.
 
 
Concerning Hungary’s defence industry, Palkovics said production could be increased to reach an annual 500 billion forints (EUR 1.4bn) by 2030, adding that “considering the total turnover of all companies in the sector that sum could even by doubled by the end of the decade”. Development of the military industry is aimed at reinforcing Hungary’s security, sovereignty and defence capabilities, he added. “Reviving the military industry also contributes to the country’s industrial and technological development, innovation and job creation,” Palkovics said.

Hungary supports solution to Ukraine conflict through diplomacy

Hungary opposes any measures that may exacerbate the situation in Ukraine while supporting efforts aimed at resolving the conflict through negotiations, the foreign minister said in Brussels on Monday.

Péter Szijjártó said everything must be done to prevent a new Cold War from emerging, adding the historic standoff had resulted in “several wasted decades” for central Europe.

“We don’t want to fall prey to any East-West conflict,” the minister said.

Hungary backs direct talks, he said, adding that “all the hysteria needs to stop”.

Regarding the possibility of intensified sanctions against Russia, Szijjártó said it would be worth assessing the impact of existing sanctions on the economic cooperation of various countries with Russia.

Szijjártó said central Europe was heavily reliant on Russian energy supplies.

“Those who are now the loudest in demanding sanctions have a big role to play in maintaining” the status quo.

He called on the sides in negotiations to take central European countries into account when “addressing the future of this sharpening East-West conflict”.

Szijjártó said Hungary had no plans to evacuate its diplomats or their families from Kiev. Neither has it updated its advice on travel to Ukraine, he added.

Nor was there a full consensus on possible measures, he added.

As regards the upcoming meeting of Prime Minister Viktor Orbán and Russian President Vladimir Putin, Szijjártó said it was “natural” for them to hold talks. He called criticism of the meeting “unserious”. The minister added:

“When will US President Joe Biden or Secretary of State Antony Blinken be critised for recently meeting their Russian counterparts on several occasions?”

The progress of the defence and army development programme is on schedule, with the majority of military equipment to arrive for the army in 2023 and 2024, the defence minister said on Thursday.

acquisition of carrier and training aircraft, land vehicles including Leopard and Gidran, hand arms and anti-tank guided missiles.

 
Contracts have already been signed for a whole range of technical equipment, including Leopard 2 A7 battle tanks and new armoured vehicles, he said. The start of production and development of Lynx armoured fighting vehicles in Hungary is expected to give impetus to the further development of Hungary’s defence industry, he added.

The defence ministers of Hungary and Slovakia on Tuesday commemorated the victims of a Slovak military plane crash in the Zemplén Hills near Hejce, in northern Hungary, on the 16th anniversary of the tragedy.
 
The Slovak Air Force’s AN 24 aircraft carrying 43 soldiers was returning home from a peacekeeping mission in Kosovo on January 19, 2006, when it crashed.
 
The only surviving soldier, Martin Farkas, laid a wreath at this year’s commemoration, just as he had done in previous years.
 
Addressing the ceremony, Jaroslav Nad, the Slovak defence minister, said: “The tragedy in which we lost colleagues, friends, fathers and mothers must never be forgotten.” The peacekeepers never had the chance to reflect with pride on their mission defending the peace in Kosovo, he added.

Defence State Secretary István Szabó attended a commemoration on Wednesday, marking the anniversary of the Hungarian Army’s defeat in battles with Soviet forces at the River Don in 1943.
 
Szabó referred to January 12 as a “black day” for the Hungarian military, and noted that the Red Army had started its fatal attack on this day 79 years ago. The Hungarian military “paid its largest sacrifice of lives in its entire history” in the Don battles, he added.
 
According to various estimates,

Defence minister: Army staff to receive wage hikes

Personnel of the Hungarian armed forces and defence employees will receive salary increases and a bonus payment this year in recognition of their achievements, the defence minister said on Friday.

The monthly wage of soldiers has been raised by ten percent as of this month and they will receive a bonus of six-month’s pay in February, Tibor Benkő said in a video message posted on the defence ministry’s Facebook page.

Hungarian troops serving on international armed peace-keeping missions will receive this year a 10 percent increase on top of the 15 percent they got in 2021, the minister said.

The wage increases that began in 2019 for defence employees will continue this year, he added.

As regards the development of the armed forces, Benkő noted that the number of regular army staff, contracts and voluntary reserves had gone up by 13,000 since 2010.

Benkő expressed thanks and appreciation to soldiers for their outstanding efforts in fighting illegal migration and in pandemic defence.

“They serve as a model of responsibility for the community, as 99 percent of them have already taken up a vaccine against Covid,” the minister said.

Hungary’s armed forces are purchasing new short-range missiles based on German technology, a government official has said.
 
Gáspár Maróth, government commissioner for defence developments, said in a statement that the contract for the IRIS-T air-to-air guided missiles was signed with German weapons maker Diehl on Friday.

equip its Gripen fighters with the most advanced air combat technology,
 
Maróth said. Unlike the Sidewinder missiles that have been in use until now, the IRIS-Ts can be used in the most difficult air strike situations even under heavy overload, he added.
 
Hungary also plans to develop its air force’s BVR and air-to-ground capabilities, the government commissioner said.

The Hungarian police and Armed Forces are ready and able to protect the country’s security, Defence Minister Tibor Benkő said at an exercise held at Röszke, near the Hungary-Serbia border, on Wednesday.
 
Speaking at the Határozott Fellépés 2021 (Commanding Presence 2021) exercise held for soldiers and police serving at the border, Benkő said Europe was surrounded by migration, which brought dangers “that could lead to tragedy if we don’t deal with them effectively”. The number of armed forces deployed to the border changes according to need, Benkő said.
 
Hungarian soldiers are also working abroad to “solve problems where they arise rather than letting them into Hungary,”
 
he said.
 
Lieutenant Colonel Ferenc Márkus, head of the Armed Forces operational command, said currently
 
500 soldiers serve in temporary units at the southern border.
 
They have 200 devices at their disposal to facilitate patrols and surveillance, he said. Patrol tasks are carried out in cooperation with police forces, Márkus said.
 
At the exercise, the participants were briefed on “typical incidents” and the authorities’ typical response. Migration pressure on the southern border has grown considerably since last year, Markus said.
 
Over 62,000 migrants were intercepted this year more than double last year’s figure,
 
he said.
 
 
Illegal border crossings are organised by groups which coordinate their operations, Márkus said. They are constantly probing defences and attempting to cross simultaneously at multiple points, he said. Hungarian fleet of military helicopters further expanded – PHOTOS

The last newly purchased Airbus H145M medium-sized military multirole helicopter to complete a fleet of 20 landed at a military base in Szolnok, in central Hungary, on Friday.

The helicopter arrived from Airbus’s Donauwoerth plant in Germany, Romulusz Ruszin-Szendi, the chief of the Hungarian armed forces, told a press conference at the base. It was escorted to Szolnok by a Mi-17 and a Mi-24 helicopter.

The H145M has been purchased in the framework of Hungary’s Zrínyi 2026 large-scale army development programme.

“The delivery of the helicopter marked the end of an important phase of the development of the armed forces’ modern rotary capabilities,” the army chief said, adding that the army development programme “is alive and will continue”.

Ruszin-Szendi said that altogether 16 of the new H225 type of helicopters are expected to be delivered to Hungary between 2023 and 2025. The Mi-17 and Mi-24 types will be in use as long as possible.

Almost 200 patients died in the last 24h, more soldiers to go to the hospitals

Altogether 195 patients died of a Covid-related illness over the past 24 hours, while 6,390 new coronavirus infections were registered, koronavirus.gov.hu said on Tuesday. The Hungarian Armed Forces is assigning more soldiers to help out staff at Hungary’s hospitals during the prolonged national vaccination campaign, the defence ministry said on Monday.
 
So far 6,126,420 people have received a first jab, while 5,842,885 have been fully vaccinated. Altogether 2,515,398 Hungarians have received a booster jab. The number of active infections stands at 185,928, while hospitals are treating 7,596 Covid-19 patients, 513 of whom need respiratory assistance.

Since the first outbreak, 1,103,108 infections have been registered, while the number of fatalities has risen to 34,521. Fully 882,659 people have made a recovery. There are 49,607 people in official quarantine, while the number of tests taken stands at 8,443,744.
 
 
 
More than 60 additional soldiers are being assigned to hospitals and health-care institutions to assist the Covid response efforts
 
and take the burden off health-care staff, the ministry said in a statement. This means there are now some 870 soldiers supporting the health-care system at 95 locations, it said. The soldiers assigned to the hospitals help out with logistical tasks, temperature screenings, directing patients to the right place as well as with administrative and transportation tasks.

Hungary supports Jordan in preserving its stabilising role in the Middle East with the aim of preventing the region from becoming a source of new migration waves, Foreign Minister Péter Szijjártó said in Amman after talks with Jordanian counterpart Ayman Safadi on Wednesday.
 
Discussions concerning important international challenges took a back seat during the Covid pandemic, presenting Europe with serious security threats, Szijjártó told a joint press conference after the talks. Middle Eastern security and migration are key issues affecting central Europe’s security, he added.

Jordan, one of Hungary’s most important allies in the region, is receiving support to help migrants locally, before they can be “used as political weapons thrust onto Europe”, Szijjártó said. Within the framework of a NATO project,
 
Hungary has delivered 10 ventilators to Jordan, while as part of a Polish-Hungarian aid scheme, Hungary is providing medical equipment worth 200 million forints (EUR 540,000) to a hospital which is treating Syrian refugees among others, Szijjártó said.
 
Hungary, he added, is also providing 700 million forints of support to Jordanian Christian communities as a contribution to their operational costs as well as to provide aid to refugees.

offering 400 scholarships to Jordanian students planning to study in Hungary.
 
This year, the Hungarian Armed forces have trained 53 Jordanian officers in how to protect against explosives, and programme will continue in 2022, Szijjártó said.
 
 
Meanwhile, the Hungarian Eximbank has opened a 100 million dollar credit line for Hungarian-Jordanian business cooperation, he said. The support scheme “is yet more proof that it’s best to provide help locally rather than importing problems to Europe,” Szijjártó said.
 
Safadi thanked Hungary for its support. Jordan would continue to do “everything in its power” to provide for refugees arriving in the country, he said, adding that the international community should “shoulder more responsibility in the issue”. Jordan has always been “an oasis of coexistence”, where no one is discriminated against based on their religion or ethnicity, Safadi said.

European nation states must be strong enough and capable of tackling their own internal and external challenges and threats, Hungary’s defence minister said after a conference of EU defence ministers in Brussels on Tuesday.

The EU’s draft security and defence strategy dubbed Strategic Compass, which defines tasks for member states to respond to future challenges and threats, meets Hungary’s requirements, Tibor Benkő told Hungarian journalists after the meeting.

The strategy is in line with Hungary’s approach that the country must have a strong and effective military, one that has the capabilities to guarantee the peace and security of the country and its people, he said.

Benkő said the defence ministers held talks with Jens Stoltenberg, NATO’s secretary general, who said that in addition to strong European nation states, transatlantic ties must also be strengthened.

“This however must be done by strengthening and not by weakening one another,” he said.

Concerning the migration situation at the Polish-Belarusian border, Benkő pointed out Hungary’s six years of experience with the issue of illegal migration. He said that Visegrad Group members Hungary, Czech Republic and Slovakia had offered help and support to Poland, the fourth member of the group.

“Hungary, if asked by Warsaw, is ready to provide technical equipment, material resources and troops to help Poland,”

According to a press release by the Hungarian Ministry of Defence, the Hungarian Government intends to establish several military high schools by 2030.

Telex reports that there are currently two military high schools operating in the country. The first such institution was the Károly Kratochvil Military Academy which was founded in Debrecen in 1992. The number of military high schools has increased by the Kálmán Mikecz Military Academy in Nyíregyháza this summer. According to the government, the third military high school will open its gates to students in the next school semester.

Hvg says that students can apply to the cadet vocational and general knowledge training at the Hódmezővásárhely Military High School in the 2022/2023 school year. The institution will provide students with vocational cadet training for automotive mechatronics technician, infocommunication network building and operation technician training, general knowledge military cadet training, and intensive English language classes.

In total, the government aims to establish 10 military high schools by 2030.

The military institutions will operate with a similar system to vocational high schools. Students can apply to the military high schools typically at age 14 when they have finished eighth grade which is considered the end of the primary school education in Hungary.

How does it work?

In order to be accepted to the high school, students are required to take the regular central written and oral examination which takes place after the eighth grade. However, on top of that, they also have to undergo a physical fitness assessment, says Telex.

In the Hódmezővásárhely Military High School, students will be housed in the barracks of the Hungarian Defence Force’s 5th Bocskai István Shooting Brigade unit. The barracks will serve as the dormitory for the students.

According to the Hungarian Ministry of Defence, these institutions will follow the boarding school system and provide students with advanced military education. The students, however, will not receive military training and nor will they be eligible for the military status. It will not be mandatory for them either to advance into any military profession in the future.

Just like in regular vocational schools, the cadets can take graduation tests and apply to any civilian higher education institution they like after their high school studies.

The government’s objective is to introduce the military career to young people and encourage them to become volunteer reserves. If a person has been a volunteer for six months, he will receive 16 extra points when applying to a higher education institution. However, students can gain as many as 64 extra points by completing military service, Telex says.

Minister: peace, security of Western Balkans key for Hungary

The peace and security of the Western Balkans is of key importance to Hungary and NATO, Defence Minister Tibor Benkő said on the sidelines of talks between NATO defence ministers in Brussels on Friday.
 
Central Europe and Hungary lie on the intersection of threats from Russia in the East, and from terrorism and illegal migration rooted in unstable states in the south, Benko said. The stability and security of the entire region is therefore extremely important, he said.

In line with NATO guidelines to boost security and defence, Hungary is focusing on building and developing national capabilities, and offering them for use in multinational settings, he said. Hungary has also worked to raise defence spending, he added.
 
Hungary will also play a large role in maintaining peace in Kosovo,
 
with a Hungarian officer taking over command at KFOR, its largest force in the region, he said.

Hungary is on track to reach the goal set by NATO to raise defence spending to 2 percent of GDP by 2024, and to spend 20 percent of that money on developments, he said.
 

It is also heading an multinational division headquarters and has set up a Regional Special Operations Component Command too, he said.

Regarding NATO’s role in Afghanistan, Benkő said the withdrawal “was more like evacuation … it seems clear that … a military operation should not be concluded this way.”
 
“The question isn’t how many we have evacuated but how many we left behind who would have needed help,” he said.
 
Although the operation’s original objective was the fight against terrorism, a consensus on the experiences and results of the 20 year presence in Afghanistan will “take long to write”, he said. The end of the operation is “a cautionary tale on how military operations should be left to soldiers,” he said.

Migrants found dead in a Hungarian van in Austria – manhunt for driver began

There were altogether 29 migrants travelling in the truck. Two of them were found dead the day before yesterday. Hungarian and Austrian police are still searching for the driver.

It was not clear on Tuesday that the yellow Renault had a Hungarian license plate. The authorities cleared that information only on Wednesday – telex.hu reported.

They started a manhunt to catch the van driver yesterday but have not been able to find him yet.

Soldiers stopped a suspicious truck only some kilometres away from Sopron, near Siegendorf, in Austria. When they stopped it, people started to scream in the back of the van gasping for air. They found 29 migrants, but two of them were already dead. Meanwhile, the driver could escape, and authorities could not find him yet.

Police searched the area near the border on Tuesday with helicopters, dogs and drones. Furthermore, multiple eye-witnesses reported that they saw the suspect.

All of the migrants in the truck were adults, Kurds and Syrians. The two dead were in their twenties, and the authorities will only determine the cause of their death based on the autopsy.

Others did not require medical attention.

Therefore, the authorities transferred them to Nickelsdorf and started to interrogate them. Gerald Tatzgern, the leader of the local department of human trafficking issues, said that the men found in the car probably arrived from Western Balkan refugee camps. “Supposedly, they did not want to spend another winter there” – he added. He also said that Hungarian authorities helped their Austrian colleagues in solving the case.

According to 168.hu, ORF, the Austrian public broadcaster, said that the driver ran towards Hungary. His citizenship is not yet known, but he might carry a weapon. The police officially closed all roads and searched nearby forests with helicopters, drones and dogs. Furthermore, they interrogated the remaining 27 migrants found in the van as witnesses.
