Orbán threatens with EU collapse, announces his “victory plan” and drops a threat

Unless there is a change, the 2028-2035 European Union budget “could be the community’s last,” Prime Minister Viktor Orbán said at this year’s Kötcse meeting near Lake Balaton on Sunday.
Orbán said America’s previous, Biden administration had “openly advocated setting up a different political regime in Russia”. “By now this has become a financing competition between the EU and Russia, in which the Russians are on the winning side just now. This situation will weaken them, but we will be crippled,” he added.
“Ukraine is being divided up, he said. “While the Europeans now elegantly talk about security guarantees, it in fact means cutting up Ukraine,” he added.
Orbán said the EU had entered a state of disintegration and fragmentation. “If it goes on like this, and there is a good chance it will, the European Union will enter history as the disappointing result of a noble experiment,” he added.
Even if a budget is drafted for the period 2028-2035, the PM said “that could be the last if nothing changes” and warned that the disintegration of the eurozone could follow in a “chaotic and costly process”.
Orbán: EU needs structure of concentric circles
Orbán proposed transforming the structure of the European Union into one of concentric circles in his speech. He said such a system could mean the survival of the concept of European cooperation and the EU for the next ten years. Without it, he warned the EU could “split apart”.
The PM noted that an EU of concentric circles was not the same as a “multi-speed Europe” and explained that countries on the perimeter in such a system would cooperate in just two areas: military security and energy security. That circle could include Turkiye, the United Kingdom and “horribile dictu” Ukraine, he said.
Orbán said the second circle would include countries that were in the common market, and the third countries that wanted a common currency. The fourth circle would include countries that want to harmonise their principles and form a political union, he added.
Orbán: Election is about trust
Next year’s election is about trust, too, and the opposition has suffered a complete loss of trust, Orbán said. He said the opposition had brought “secrecy and stealth” to the political season and warned that those “who walk in twilight and darkness have bad intentions”.
“We have always done what we said and said what we have done,” Orbán said, highlighting the government’s steps to “send home” the IMF, create one million jobs, keep Hungary free of migrants, stay out of the war, protect children, support families, cut taxes and reintroduce the annual pensioners’ bonus. He said the trust earned in this way was the reason the governing alliance had won serial elections.
Orbán: World returning to ‘politics of great powers’
“The United States is now dismantling the global economy and ceasing the export of democracy, returning the world to a political regime of global powers,” Orbán said.
At the meeting, streamed online, Orbán said the US was dismantling “the global economy in which we have lived our lives so far and regional economic areas will emerge across the world”.
He said the new strategy of the US, brought about by Donald Trump’s presidency, meant that the export of democracy was “finished”. “They don’t seek to lecture anybody, they don’t want to dictate what political system is right; every country has its own culture, they should have the systems they want,” he added.
“America is returning to a policy of great powers; their behaviour is no longer governed by international regulations, they see the world as one with players, powers, influences and an ability to project power, a power to be used,” Orbán said.
“Victory plan” and threat
According to Telex, Orbán announced that his political director, Balázs Orbán, will replace András Gyürk as head of the Fidesz campaign team and will be responsible for implementing the “victory plan.” He did not forget to issue a threat at the end of his speech:
“You know me, I’m not one to make threats, but nothing will be forgotten, everything will be recorded, and everything will be settled.”

With or without Mr. Orban, the E.U. is doomed. It is an artifice: a fabrication that has become endlessly corrupt, ponderous, bureaucratic, anti-competitive, authoritarian, actively working against the interests of its people whole constantly dreaming up new ways to surveil and control us. Such a monstrosity never survives. If they couldn’t keep Czechoslovakia together, you can bet your bottom dollar this ghastly “union” will meet its welcome demise before too long.
I mean, seriously, somebody please tell us: What has the E.U. done, positive, for a majority of the European peoples in the past 15-20 years? Are we safer, richer, freer, or more hopeful than we were in, say, 2010?!?
Hungary received significant financial support through EU structural and cohesion funds. Between 2004 and 2020, Hungary was allocated approximately €50 billion in EU funds, with net transfers (funds received minus contributions) averaging around 3-4% of Hungary’s GDP annually. These funds have supported infrastructure (roads, railways, public transport), agriculture, education, and regional development. If anything, Hungary’s economy heavily relies on EU transfers, with 40 percent of economic growth in some years directly attributable to EU funds.
Hungary’s GDP per capita grew from about 63% of the EU average in 2004 to around 76% by 2023 (Eurostat data). Access to the EU single market boosted trade, with exports to EU countries accounting for over 80% of Hungary’s total exports by 2023.

Also, EU membership increased our attractiveness for Foreign Direct Investment (FDI): particularly in manufacturing and automotive sectors (Bosch, Siemens, VAG, Mercedes-Benz, BMW, Samsung, SK, Nokia …). FDI inflows grew significantly post-2004, peaking at €71 billion in 2005.
Honestly, what he said sounds very true, and logical thoughts. Globalisation was an experiment, and it honestly fails for the most part, take it from someone who lives/grew up in a country that seems to base it’s ‘identity’ on it, when you start bringing in so many ‘different’ cultures, what you end up with in reality is no culture, and pockets of people who are dangerous, and ‘laws’ that don’t actually seem to do anything, no unity, and a ‘country’ that gets confused as a ‘company’, and yet, no one born here can afford to live here unless they inherit alot of money.
Oh Michael, thank you for giving such a great and true description of Hungary? OH! It wasn’t Hungary you are talking about? Hungary is in bed with all the broke and criminal guys on the planet, be it Trump, Putin or Bibi. He is a big shot in the Balkins, but then it takes little to be a big shot there. Most of Trumps “friends” end up I the wastebin of history, most of Putin’s in the graveyard. Tread softly dear leader!
He is now just spouting lies about what he “will do” if reelected, when the reality is that under his care the healthcare, education system and transport systems have crumbled. Hungary became the poorest country in the EU with the highest level of inflation. Remember all the excuses for not paying teachers and medical personel what they deserve?
And lets not forget his palace that his “father” financed. Or the fact that his newly minted billionaire son in law and daughter are cutting and running to the U.S.
It is true also that Hungary adds to the burden on the EU financially since it has ALWAYS been a net takers, not a net contributor. So Victor, what is really crumbling? I don’t think you could find one Hungarian if given the choice wouldn’t prefer to live in some other EU country. Unfortunately, a great majority of our people are too broke, or two undereducated to make that choice. The ones that could left years ago, and the brain drain will continue until the society as a whole is hollowed out.
Feel free to leave, at least you have the option now. when i heard about Trianon was unfair because you were dragged into the war, that argument get lose nowadays when you belong to nato and the EU, you want benefits but no obligations. dont be a blood sucker and leave. no one, really, no one will miss Hungary and Mr sovereign in the EU. EU will be better without Hungry
Victor Mihaly. Orban, in FEAR of Truth, through the “Judas” of his character, knowing his FRIENDSHIPS, through HIM globally with leaders countrys of DEMOCRACY through his idiotic political and economic policys – his FAILED ideology and philosophies his DRIVING our country deeply “interfacing” us with Putins Russia that see’s us, after (15) fifteen years of HIS – his Fidesz Government, a “toxic” government, a “heinous” greed, selfish exploitation of Hungarians in our millions GOVERNMENT and political party being Fidesz, being factually – a country “on our knees” challenges in going forward our FUTURE being a humongous gargantuan CHALLENGE.
Leave NOT the name – Mihaly Varga former Finance Minister under Victor. Mihaly. Orban, a “founding” Father of the Fidesz Party, through Varga, in his time with his RESPONSIBILITIES delivered the Financial and Economic “balance sheet” of Hungary to be a cataclysmic DEBT ridden – DISASTER.
Orban knew it Fidesz new it, but the “inner sanctum” of Orbans “clan” in company of his Oligarchy, decided to “move the deck chairs” sending Mihaly Varga, the “Dud” of economics and finance his LEGACY to Hungary brightly EXHIBITS – to the position he WRONGFULLY now occupies, as Governor of the Central Bank of Hungary.
Victor Mihaly. Orban he, his Fidesz Government have FAILED in millions, over the period in time of (15) years the CITIZENS, our country, that has decimated globally under the name and practice of DEMOCRACY – Hungary.
Victor Mihaly. Orban, his Fidesz Government, his “inner sanctum” the Oligarchy they ALL have “oiled there palms” firstly at the expense of millions upon millions of Hungary, a country of an “ageing” lessening in number of population, leaving, at this point in time, over 1.2 million Hungarians living in POVERTY.
Victor Mihaly. Orban as his demise, his DOWNFALL nears has NOTHING, absolutely NOTHING, nothing to in-put give Hungary now and into the HOPEFUL future of Hungary.
Never, never, never – before our very eyes can Victor Mihaly. Orban be APPEASED.
Fine. Lets apply some critical thinking to orban ideas. About the circles, lets say ukraine won’t join (i dont think is a good idea as well) but i also believe that for other reason like corruption and the tendency to blackmail other members, other countries should not join as well, and i am talking about Serbia specifically, which orban people is advocating to join as soon as possible. What would be the benefits to have aome pro russian countries inside the EU? The problem i have with fidesz is the amount of discrepancies about what they says, and what they do. Same for migration. Just take a look to Budapest and let me know how ia the border protection is working?
On September 7, 2025, Viktor Orbán presented a bold plan aimed at saving the European Union from collapse. In his view, the EU is disintegrating, and without significant change, it could unravel completely. His proposed solution? A flexible “concentric circles” model, allowing countries to collaborate based on their own terms and interests.
Orbán’s assessment of the EU’s fragmentation is hard to dismiss. Rising tensions over issues like migration, security, and economic disparities are indeed straining the Union. The political divides, whether over migration, economic policy, or governance, are undeniable. And let’s not forget the economic gap between wealthier and poorer countries, or the fact that some nations face very different security concerns. Brexit remains a textbook example of this fragmentation.
Orbán’s concern about the EU’s disunity doesn’t sound like mere rhetoric, it’s a reflection of real, growing challenges. If the EU doesn’t evolve and adapt, its unity will likely continue to erode.
Now, what’s wrong with Orbán’s proposal? It’s not inherently bad. The ideas he’s floating are aimed at addressing the very problems that have been causing EU fragmentation. He’s not the first to suggest flexibility as a way forward. Simply proposing new ideas doesn’t make Orbán a villain. His four-circle model, where countries join at different levels of integration, could indeed help manage the EU’s current issues.
Here’s a brief look at his plan:
Outer Circle: Countries like Turkey and Ukraine would cooperate with the EU on military and energy security, but without full membership. Second Circle: Countries could access the EU’s common market without adopting all of its political and legal frameworks. Third Circle: Countries using the euro would align more closely on key economic policies.
Inner Circle: A group of countries with a shared commitment to political union, harmonized governance, and common values.
While Orbán’s proposal acknowledges the EU’s deep divisions and the need for a more flexible approach, it also carries risks. The biggest concern is that it might exacerbate the existing fragmentation by creating a multi-speed Europe (meaning some countries would move ahead with deeper integration while others remain behind, creating different levels of commitment and cooperation). This could lead to inequalities, with some countries feeling excluded or marginalized, and it might undermine the EU’s overall unity and shared values.
But, with so many countries and cultures, can there truly be unity and shared values across such diversity anyway?
That said, Orbán’s proposal is worth considering. It’s a trade-off between flexibility and cohesion, something the EU will need to address sooner rather than later. Will it hold the EU together or drive it further apart? That’s the real question.
However, disqualifying Orbán personally and dismissing his ideas as “nonsense” without offering meaningful counterarguments isn’t productive. Political discussions should focus on substance. Resorting to personal attacks only weakens the foundation for democratic debate. When casting your vote, it’s crucial to engage with ideas critically, not with knee-jerk reactions. Whether you agree or disagree with Orbán, the issues he raises about the future of the EU are far from irrelevant.
The rest of the EU membership will be happy to see parasitic Fidesz run Hungary leave the organization. Every organism has a hole for expelling waste and Europe’s happens to run through Hungary.
Peter, I could add further to your QUALITY commentary, by “playing the man” – Victor Mihaly. Orban, in the course of his Prime Ministership of Hungary, that has DELIVERED Hungary to a country that represents humongous in CHALLENGES it faces for it’s FUTURE.
Victor Mihaly. Orban “playing the man” his “judas” character that he has played on the citizens of Hungary, his betrayal to them individually and on Hungary as a country I will just again (2) two examples that HIGHLIGHT from a personal perspective, that examples what I view of “his being” – Victor Mihaly. Orban.
(1) – June 16th 1989 he Victor Mihaly. Orban took to the micro-phone in front of a quarter of a million people – Hungarians – in Hero’s Square.
Orban – simple “Mouthed” out remembering the Wall had FALLEN – that the past years post 1945 under Communism, being Governed from Moscow that the FUTURE of Hungary was as a DEMOCRACY – freedom, liberty, right of people having a voice, right of openness of Political Party support, freedom of press and dialogue without RESTRICTION or Government / Political intervention.
Victor Mihaly. Orban, to millions of Hungarians to Europe and the Global World – that day June 16th 1989 – he PREACED his Political Platform, what HE was offering Hungary by his ARRIVING as a major Political “player” and EXHIBITED his PLANS under DEMOCRACY – the way forward, the FUTURE of Hungary.
(2) – 20th August 1991 did he Orban and his Catholic Wife, they sat jointly in the front VIP seats in Hero’s Square for the Pontifical Mass celebrated by Pope John Paul 11.
Saint Pope John Paul, in his Homily, the words to this day “etched” in stone in Hero’s Square just not for Hungarians to read and “get there heads around” understand, but the Global World.
Victor Mihaly. Orban – his Wife they sat – they LISTENED – they HEARD.
Saint Pope John Paul 11 said ;
“Be Mindful of the Blessings that FREEDOM, which you Hungary, have DEFINITIVELY secured means for your FUTURE.
Cherish it and make Good use of your Liberty.”
History NEVER Lies.
I “play the man” expressing in this commentary Victor Mihaly. Orban – his BETRAYAL, his FAILING imposed on Hungary, that in 2025 places Hungary, through Orban – the “heinous” use of POWER he has “played on” and over the citizens of Hungary, his DISTILLATION of Democracy, that has DELIVERED Hungary, to a place that could be written, into a “new dark age” abyss, that the nadir, through the damage, the destructional forces of Victor Mihaly. Orban, his Fidesz Governments over (15) fifteen years, the position of GRAVE un-certainty caused ALL directly through Victor Mihaly. Orban.
Hungary is NOT a DEMOCRACY.
Hungary, over the (15) fifteen years under the Prime Ministership of Victor Mihaly. Orban – his Fidesz Government, under the “Creed” of the Fidesz Political Party – has been SHAPED by Victor Mihaly. Orban into a Dictatorship.
This is my “message” to Hungarians, that hopefully is EMBRACED in Solidarity and ACTED out carried through come Spring of 2026.
Dictators can be deterred, they can be CRUSHED – but they can NEVER be Appeased.
Hungary – we have been WRONGED.
