The National Economy Ministry said guest worker rules could be tightened further in a statement issued on Thursday.
The new rules aim to protect Hungarian jobs, help job-seekers get the right training and contribute to mobilising labour market reserves and boosting the activity rate, the ministry said. Social consultations on the draft decree will start soon, it added.
The draft decree would prohibit approval for work permits for companies that have been sanctioned for labour violations in the past year. Applications for permits would also be rejected if employers excluded Hungarian workers based on “unjustified grounds”. To prevent abuses, private staffing companies will be prohibited from organising employment for nationals from outside of the European Union.
The ministry said that ensuring training conforms to labour market demands was “indispensable” for tapping labour market reserves and meeting businesses’ staffing needs. To achieve this, the decree would adjust training offerings to labour market demand to a “much greater degree”, while making it easier to organise training and incentivising courses for job-seekers and people in fostered work schemes.
Guest workers will be issued work permits only if the positions they fill cannot be taken by Hungarian workers, the ministry said.
