According to Index, a recent study commissioned by Hungary’s National Media and Infocommunications Authority (NMHH) has highlighted the opaque nature of Facebook’s content and account moderation policies, revealing that up to half a million Hungarians may have been restricted on the platform. Conducted by legal IT expert Zsolt Ződi, the research found that Facebook and other major platforms, such as YouTube, rely heavily on artificial intelligence to make millions of moderation decisions each month, often without human oversight. The study raises concerns about the transparency of these processes and the implications for users affected by automated restrictions. In addition, it also deals with potential improvements to moderation policies to enhance fairness and accountability.

Content removal and account restrictions
A recent study examining Facebook and YouTube’s moderation practices has revealed that their content removal and account restriction policies remain highly opaque, with users often left in the dark about enforcement decisions. The research highlights concerns over the dominance of artificial intelligence in moderation. It found that Facebook frequently enforces bans and shadow bans without clear explanations, leaving media companies and frequent users uncertain about ever-changing rules. Widespread moderation issues affect Hungarians too
The recent study has revealed that Facebook’s moderation practices impact a significant number of Hungarian users, with 10-12% (around 500,000 people) reporting they have been banned or had their content removed. Alarmingly, half of these users have faced restrictions multiple times, and nearly a quarter have had their accounts suspended. Many affected users feel the explanations provided for these actions are inadequate, with 35-44% receiving no meaningful justification.
Media outlets’ struggle
The study also gathered insights from Hungarian media outlets, revealing that Facebook’s moderation policies create significant challenges. While some media organisations report occasional restrictions, others face repeated bans, with one outlet experiencing a full YouTube ban and multiple Facebook suspensions. A common concern among all media representatives is the lack of clarity in Facebook’s rules and the unpredictable nature of algorithm changes. Happens all over. Followed Trevor Coult for ages b4 he got kicked off UTube etc. Now doing well, am happier that he cleaned up his vile language, which was an offensive way to listen to interesting news items he shared. A much better role model to his son now, has gained support of important Utubers who had to shun him before. So with Hungary, perhaps there is an issue w. content lost in translation. Of course there are so many ideals and words that can’t be said which could misrepresent actual facts…so people need to be careful. We are a civilized society.
