Where can Hungarians travel freely even during the epidemic?
The government believes that Hungary should not allow any foreign citizen to enter the country and should put even Hungarian citizens into a 2-week-long quarantine if they return home from abroad to stop the spread of the virus. This strict measure was understandable at the beginning of September when the number of infections was low in Hungary. However, that difference evaporated in the last few weeks, and the trend reversed even.
According to Index, in Europe, each country is free to decide who they let in. The only universal feature is that citizenship does not count – it only matters which country people come from. Some of the countries even went further and ranked the different regions. This is understandable in huge countries like Germany, which is also a federal republic, so it is not new for people to remember whether they are from Bayern or Brandenburg.
However, Hungary is the only EU member state that does not let in incoming foreign citizens. Furthermore, it prescribes a 10-day-long compulsory quarantine even for Hungarians coming from abroad. Currently, Hungarians can travel to 17 countries, if we do not count the mini-states.
From the neighbouring countries, these are Austria, Romania, Serbia, Croatia, and Slovakia. In the Balkans, Hungarians can go to Montenegro and Albania. In Central Europe, Poland and the Czech Republic are open for Hungarian citizens without any restrictions. Turkey is also in that category.

In Scandinavia, only Sweden can be a target country, but France also welcomes Hungarians, just like the Netherlands and Luxembourg. In the case of the Netherlands, only those cannot travel freely who come from Budapest. In the case of Germany, there are some regions in Hungary from where you cannot travel freely (Budapest, Győr). However, authorities cannot check that, said a reader of Index.
Spain, Portugal, and Malta also let Hungarians in, but, for example, in Madeira, authorities test the tourists the moment they arrive.
