Hungarian secret service admittedly monitored Tisza Party-supporting businessman

Hungary’s Constitution Protection Office (Alkotmányvédelmi Hivatal, AH) has come under renewed scrutiny following reports that it monitored a businessman with links to opposition circles, including figures associated with the Tisza Party.
Businessman known as F. monitored by intelligence services
According to documents obtained by investigative journalists, the businessman – referred to as “F.” – was under surveillance between late 2024 and early 2025. During this period, he reportedly maintained contact with political and economic actors and helped arrange meetings involving opposition figures and volunteers connected to the emerging Tisza Party movement.
The existence of the surveillance was confirmed by the AH itself, which stated that the businessman had come into its scope as part of an ongoing case, providing a legal basis for monitoring activities.

Leaked communications and the “MP” label
One of the key documents sent to 444 is an internal email summarising phone calls and text messages linked to the businessman. The message reportedly began with the line: “Dear colleagues, I am sending the weekly MP information,” followed by extracts of conversations and meeting arrangements.
The abbreviation “MP” has become a central point of controversy. While many observers suspect it refers to opposition figure Péter Magyar, the AH insists it stands for “Hungarian Proliferation”, a term linked to the spread of weapons of mass destruction and dual-use technologies.
However, several sources familiar with national security practices have questioned this explanation, noting that the intercepted conversations appear to focus largely on political networking rather than any activity related to arms trading or proliferation risks.

Nature of the intercepted conversations
The transcripts reportedly include logistical discussions about meetings with opposition supporters, as well as a private conversation in which the businessman and a friend casually discussed Hungary’s political landscape.
Topics included the strength of the ruling Fidesz party, the prospects of Tisza Party leader Péter Magyar, and Prime Minister Viktor Orbán. Critics argue that the inclusion of such exchanges raises concerns about whether intelligence tools were used to monitor political activity rather than genuine national security threats.

Intelligence practices questioned
Further controversy surrounds the method of information sharing. Security experts cited in the reports suggest it is highly unusual for sensitive surveillance material to be circulated via internal emails, even on secure networks, as such data is typically handled through classified and tightly controlled channels. This has led to speculation about internal procedures and whether protocols were properly followed.
Political reactions and broader implications
The Tisza Party acknowledged that the businessman had previously organised meetings for some of its members but stated that ties had since been severed. Tisza party strongly criticised the alleged surveillance, describing it as a serious abuse of power and part of a broader pattern of political interference.
Meanwhile, an AH representative emphasised that intelligence services must continue to function regardless of the political environment, acknowledging that the situation has placed the agency in a difficult position.
