Perpetrators of crimes committed against minors shall not be granted a pardon of any kind, Gergely Gulyás, the head of the Prime Minister’s Office, said on Thursday evening, in connection with the prime minister’s announcement on a constitutional amendment proposal he had submitted earlier in the day.
Viktor Orbán announced that he had submitted the amendment proposal on behalf of the government, adding that it was his personal belief that there must be “no mercy for paedophiles”.
Speaking to HírTV, Gulyás said that the opposition in Hungary had done everything it could to prevent the implementation of a family support system.
“In a concrete case, because of a dispute that arose in this regard, it was considered absolutely necessary for the government to make it clear and enshrine it in the constitution that granting a pardon in any crime committed deliberately against minors shall not be an option allowed to the president of the republic”.
Gulyás said this measure was hoped to help make clear the government’s penal policy goals.

Fidesz: ‘No clemency for paedophiles’
“There shall be no clemency for paedophiles,” Máté Kocsis, the group leader of ruling Fidesz, told public Kossuth rádió’s morning programme on Friday, adding that Fidesz MPs support Prime Minister Viktor Orbán’s constitutional amendment proposal to that effect.
Kocsis said a debate had arisen in Hungary in recent days that made it clear that from now on, it is not necessary to consider whether such an offender can be pardoned or not, but that the possibility of granting a pardon to such a person must be excluded from the start.
Commenting on President Katalin Novák’s decision to pardon the deputy director of a children’s home who had been convicted for coercing residents to withdraw allegations of paedophilia against the director, Kocsis said “nobody contests the legality of the president’s decision.”
“Also, I believe that since there was a referendum in Hungary in 2022, which aligned 3.6 million people in the area of child protection(.), and in this referendum people made it clear that lawmakers must do everything to protect children,” Kocsis said.
He added that the constitutional amendment submitted by the prime minister on Thursday must be accepted because it complements the child protection system, so from now on all offenders must know that if they do what they do at the expense of children, no presidential pardon would be available to them.
Kocsis said the governing parties in 2021 adopted Europe’s strictest child protection and anti-paedophile law, which the left-wing parties did not support. They did not back proposals for a searchable register of paedophiles or stricter rules in the penal code, he added.
He said the left regularly attacks Hungary abroad over this, adding that the president of the European Commission said Brussels was withholding EU funds due to Hungary in a large part because of Hungary’s child protection act.
“This is why I think what the left wing has done in recent days (…) is hypocritical, since they have always opposed everything about child protection rules and the anti-paedophile law,” he said.
Kocsis said it would be good to know what the president’s clemency decision was based on, but MPs should not deal with what the basis for the decision was but ensure that this will not happen again.
The constitutional amendment could be adopted in the second half of March, Mate Kocsis said.

KNOWLEDGE – Victor Orban had, in ALL probability “signed off” on, the decision taken by the current Prime Minister of Hungary – Katalin Novak, that HAS “shamed and embarrassed” not only her, but the Orban led Government, under Fidesz, the Presidents Political Party, of un-wavering Love & Support.
What grounds are factually evidenced giving call, for the resignation of the current President ?
There are STRONG grounds.
In the remaining time Novak, being the President of Hungary, if she does not take actions “ingrained” in the practice of Morals & Ethics, and do what is RIGHT and re-sign, she will be “battered & scared” by the wrongfulness of her decision, this PARDONING decision.
“Heckle & Jeckle” – they share BLAME being in cohort agreement of this Pardoning.
Orbans act, his submission of an “anti-paedophile constitutional amendment” – THEATRE being another case of the VEILING of Fact & Truth, to the citizens of Hungary.
Novak pardoned a convicted terrorist. Why hasn’t Fidesz created a constitutional amendment to prevent that? What if she decides to pardon men who kill their wives? Where is the constitutional amendment for that? You cannot respond to the president who is the problem by making a constitutional amend to prevent her from doing a laundry list of things. The reason we have pardons is for cases where there was a possible miscarriage of justice that is discovered after trial and sentencing and that could include someone who was wrongly convicted of a paedophile act or anything else. What if you have a case of mistaken identity for example? It is Novak who is the problem and not the law. She betrayed the public trust by not laying out a strong and clear case as to why this person should be pardoned. Rather than changing the law she needs to be removed from office. I think Hungarians have at least enough intelligence to realize that. Orban’s constitutional amendment proposal is an obvious fig leaf designed to cover a massive scandal and does not actually contribute to the future justice.

Larrry, with all respect, do you really think that fidesz supoirters are smart? What is the average age of those supporters? I mean, you can be a right wing supporter if you want, but is super obvious the amount of lies this government does every time they open their mouth. They lecture how to bahave but they do the opposite. At least we have freedom here to express our thoghs not like in abouthungary or hungary today. If i were fidesz supporter i woulf be embarrassed

ALL the commentary writing you contribute and my-self, the sentence you commence – “I THINK Hungarians have at least enough intelligence to realize that”.
The jury rests with me, on the subject of intelligence, which in it’s application, appears to me extremely low percentage wise against the total population number of Hungary.
It disturbs me, those I lecture in Law, coming out of there Secondary “places” of Education, from both the Private and Public Secondary Schools, the narrowness of there THINKING capability.
Narrowness not worldly, appears to be a “generational” pattern, possible bought on by post 1918 on, through the 1945-1989 time of Communistic Rule & Power, in Hungary, that we know STARVES broad creative THINKING,
Politically in-bedded in Hungarians throwing open often my classes, inviting encouraging to open up, rise a topic for open discussion that always reminds students to listen and THINK – Think before they respond or ask a question, but feel un-inhibited in there role or contribution in these open lectures.
My students – who I ask, decide the topic subject matter for discussion, that my role is primarily one of an observer, unless situations arise that a contribution I make, keeps the subject moving.
It is from this style as a Professor at Law, an EDUCATOR, my opinions have been formed – the NARROWNESS not using the term one dimensional but in the ability to APPLY and use a “free flowing” usage of THINKING, this is not what has occurred over the past 5 years of my time in Budapest, Hungary, and continues from current year students.
I challenged a class in 2023, bought on by at least once a month an “open topic” lecture, that absolutely astounded me, in there over-all in-ability to express themselves.
The James Dean movie of 1955 titled “Rebel Without a Cause” was the first movie I was taken to.
I arranged an evening they of there choice could or if they didn’t wish to attend, a showing of this movie, on campus, in a theatrette.
They knew the title of the Movie.
Not surprisingly 99% of the 2nd year Law students attended.
This I took as RESPECT they hold for me, or that I place a need as an EDUCATOR of being CREATIVE which at times, leaves students amazed at techniques or “tools” I use, that muchly is focused directed at them to THINK, the expansion of your intelligence.
The student class days later after there viewing of “Rebel Without a Cause” – after my welcoming of them, looking at them near on 30 of them, panoramically I said:
“I would like papers from you – you decide the numbers of words you choose to write – that the subject of paper will be titled :
– What does it Mean to be a Rebel.
You have 5 days before I would like them in my box outside my Room.
I then continued on with my subject lecture for that day, for this group of students.
In summary the papers they submitted to me, the high percentage that just personified a narrowness of THINKING broadly, written in a conservative tone, that placed the word REBEL as being a wrongful behaviour form of human “placement” conduct in Society.
If I had “marked” the papers, there would have been a 8% pass ratio as opposed to a 92% failure mark.
Was this an Educational exercise for them ?
Certainly.
Weeks later, prior to there entry into the lecture room, on the white board, I listed words that high percentage of them had used in what was the meaning of being a Rebel.
We discussed the recorded words of they “relationship” to the word Rebel.
My lecture period with them, near time for its conclusion I said to my students you all have shared with me your opinions of what the word REBEL means and now its my time to share with you my thoughts.
I pulled down the underneath white board that had written on it my opinion of being a Rebel.
I had written – first line – Hungary is a Democracy.
Then I wrote – my definition of being a Rebel, recorded as follows :
Create & Oppose by a process orderly, that displays – challenges Tradition, by THINKING forward – that Broadens and expands our communication ability, and that if ideas are adapted, they will make a DIFFERENCE.
The “bell ” rung.
My opinion through the lack of orderly REBELIOUSNESS a country still “Burden” with events from its PAST, this is why Hungary to-day is FLOUNDERING or “treading deepening waters” not being able nor creative enough to positively in an orderly agenda, oppose make and adapt change that CHALLENGES there Past.

A correction. The LGBT community has nothing whatsoever to do with paedophiles, as you can see the one that she pardoned was all straight people, which is the normal in most cases. The mixing of these two groups is the device used by Orban and company to slime two groups with the same brush, when in fact it is not a mix at all. Victor slimes his own family with these statements.
