EUR billions at stake: EU gave Hungary’s government more time to stamp out corruption
The ambassadors of the European Union member states in Brussels have come to an agreement. The Hungarian government will be given time until mid-December to implement the necessary measures to complete the rule of law procedure against Hungary. The Justice and Home Affairs Council has decided on the extension “in light of the professional and efficient implementation of commitments Hungary has made in the interest of reaching an agreement with the European Commission”, Justice Minister Judit Varga said on Thursday.
Orbán’s government receives a reprieve
Népszava reports that the Hungarian government has been granted a delay in implementing the measures necessary to complete the rule of law procedure. The decision of the permanent representatives will be formally rubber-stamped by the EU Council at the ministerial level without discussion. In other words, the 26 member states will wait to see whether the Orbán government actually implements its commitments to curb irregularities and fraud with EU money.
Only then will member states catch up on the proposal to freeze a third of EU aid.
On 18 September, the European Commission proposed to withdraw HUF 3,000 billion (€7.5 billion) in aid from Hungary. The reason is the misuse of EU funds that have gone unpunished. The Commission believes that time should be allowed to run out for the Hungarian government. That way the Orbán government can implement those anti-corruption measures.

The Hungarian government is taking action
Some of the laws related to the procedure have already been adopted by the Hungarian Parliament. The remaining claims are also on their way to being approved. The cabinet has made several promises to Brussels. Prime Minister Viktor Orbán and the Hungarian government will take the necessary decisions by 19 November. By then, the European Commission will have assessed whether they have met expectations.
The 27-member ministerial panel will decide by a qualified majority whether to approve the withdrawal proposal or end the procedure. The Hungarian government member will not take part in the vote.
According to the EU source, everyone supported the postponement. However, some have asked the European Commission to analyse the implementation of the commitments after 19 November.
Does EU money determine teachers’ pay?
The Hungarian government has said repeatedly that teachers’ salaries depend on EU funding. Brussels has agreed to fund Hungarian teachers’ salaries from the 2021-2027 budget, hvg.hu reports.
Public education is the responsibility of the member states, and its financing is a state responsibility, not that of the European Union. However, the EU contributes to catching up in education in all member states.
The Cohesion Fund consists of seven-year budget cycles. So if a government succeeds to negotiate a pay rise for teachers in one cycle, they may not receive another one in the next.
However, the European Commission can make an exception in the case of Hungary. The situation of Hungarian public education is also rather grim, according to the EU. Teachers’ salaries are the lowest in the OECD.

And in the period of time, leading up to the extended date, granted from Brussels, the present Prime Minister of Hungary – Victor Orban, will spend extended periods of time, in the study of his Dacha, amending – re-writing in great part the – CREED – of the Fidesz Political Party – its Political Ideas & Philosophy, to comply with the Rule of Law requirements under DEMOCRACY – pertained to being a Member Country of the European Family – European Union.
