The diaspora has become one of the most important social, political, and public resources through which states expand their influence in the international arena. The growing dynamism of the Azerbaijani diaspora in recent years demonstrates that its potential now extends beyond preserving and promoting national and cultural heritage. It also plays a significant role in strengthening Azerbaijan’s international relations, representing the country’s national interests abroad, and reinforcing its position in global public opinion.
As a result of the purposeful policy implemented under the guidance and recommendations of President Ilham Aliyev and First Vice-President Mehriban Aliyeva, comprehensive initiatives have been carried out to strengthen the organization of Azerbaijanis living abroad, preserve and promote national and cultural heritage, communicate the truth about Azerbaijan to the international community, engage young people in diaspora activities, and expand cooperation with local societies.
The state’s consistent support for the diaspora has fostered closer cooperation between Azerbaijan and the societies of other countries, creating new opportunities to increase international awareness of Azerbaijan and broaden understanding of the country.
During meetings held by the chairmanship of the State Committee on Work with Diaspora with Azerbaijani communities living in different countries, particular attention has been devoted to preserving national identity and ties with Azerbaijan, ensuring the successful cultural and social integration of compatriots into the societies in which they live, encouraging their active participation in public life, and strengthening the activities of diaspora organizations. An important aspect of these meetings is the direct identification of the challenges faced by diaspora communities in their daily activities and the development of appropriate support mechanisms to address them.
The Committee Chairman’s recent visits to the United States, Germany, Mexico, Vietnam, the United Kingdom, Hungary, and Türkiye have attracted hundreds of compatriots to diaspora meetings. These gatherings have revealed a clear trend: Azerbaijanis, regardless of the countries in which they live, their professional backgrounds, or their social status, are eager to come together and demonstrate national solidarity.
During these meetings, many compatriots were awarded the Medal “For Service in Diaspora Activities” of the Republic of Azerbaijan in recognition of their valuable contributions to the Azerbaijani diaspora. These awards not only acknowledge their initiative and dedication but also demonstrate that attention and support for compatriots abroad remain an integral part of Azerbaijan’s consistent state policy.
At the same time, the opportunities and challenges facing the Azerbaijani diaspora have acquired new significance against the backdrop of the country’s major political and historical achievements and ongoing global developments. The restoration of Azerbaijan’s territorial integrity and sovereignty has created new realities that have brought both opportunities and responsibilities for Azerbaijanis living abroad. Today, Azerbaijanis around the world are able to expand their international engagement by making use of the opportunities created by these new realities. One of the key responsibilities of diaspora organizations is to contribute to raising awareness within their host societies about Azerbaijan’s new realities, the country’s agenda for peace and cooperation, its national and cultural values, and its development potential.
The institutional opportunities created by the Azerbaijani state for compatriots abroad provide a solid foundation for a more systematic and coordinated diaspora policy. Azerbaijan Houses, weekend schools, Coordination Councils, large-scale youth initiatives, cooperation mechanisms among diaspora organizations, and various international and cultural events create new opportunities for compatriots to come together, strengthen mutual ties, and coordinate their activities.
Today, 33 Azerbaijan Houses operate in 21 countries around the world. These centers preserve Azerbaijani traditions and customs while actively promoting the truth about Azerbaijan internationally. Azerbaijan Houses serve as venues where compatriots unite, demonstrate solidarity for Azerbaijan, and coordinate diaspora activities. Through conferences, commemorative events, exhibitions, concerts, educational campaigns, and cultural programs organized by Azerbaijan Houses and their affiliated weekend schools, Azerbaijan’s heroic history, rich cultural heritage, and contemporary achievements are introduced to international audiences.

In addition, expanding cooperation among Azerbaijani scientists, entrepreneurs, lawyers, journalists, doctors, engineers, artists, students, and other professionals living in different countries further strengthens the diaspora’s social capital. Forums of Azerbaijani scientists, doctors, and engineers abroad demonstrate the transition of diaspora activities to a more professional stage. This valuable experience not only reinforces ties among compatriots but also helps unite professional potential developed in different countries within a single network.
Particularly important is the growing involvement of young Azerbaijanis born and raised abroad in diaspora activities. Their increasing participation, initiative, and leadership make a significant contribution to the sustainability and future development of the diaspora movement. Youth-oriented projects include the traditional Diaspora Youth Summer Camps organized annually in various cities of Azerbaijan, especially in the liberated territories, bringing together hundreds of young Azerbaijanis from more than 60 countries each year. Other initiatives organized by the Committee—including “Diaspora Youth 1+1,” “E-Academy,” “Azerbaijan Volunteers,” the Diaspora Youth Winter Camps, and other youth programs—enhance the knowledge and skills of young Azerbaijanis living abroad while strengthening their connection to Azerbaijan, reinforcing their commitment to national and moral values, and empowering them to represent the country with distinction on the international stage.
Thus, the role of a diaspora representative is not limited to speaking about Azerbaijan or promoting the country. A diaspora member also serves as a bridge between Azerbaijan and the society in which they live.
In conclusion, Azerbaijan’s state diaspora policy goes beyond expanding the organizational capacity of Azerbaijanis living abroad. Its principal objective is to build sustainable social and professional networks that are connected to Azerbaijan while being fully integrated into the public life of their host countries. From this perspective, the Azerbaijani diaspora is not only a guardian of national and cultural heritage but also an important public resource contributing to the expansion of Azerbaijan’s international relations.
Today, we can confidently say that Azerbaijanis living abroad feel the support of the Azerbaijani state more closely than ever before and see themselves not as isolated individuals, but as an inseparable part of the united Azerbaijani nation.
