The Hungarian government has published a list of so-called 2000-series government resolutions issued between 2010 and 2026, the Prime Minister’s Office told the Hungarian News Agency (MTI) on Tuesday.

These decisions were previously not published in the Hungarian Gazette, but were sent directly to the government officials concerned. According to the list, the largest number of such resolutions were issued in 2021, during the coronavirus pandemic.

Most non-public decisions issued during 2021

A total of 3,598 so-called 2000-series government resolutions were issued over the past 16 years without being published in the Hungarian Gazette. These decisions, which were sent directly to those concerned, generally assigned tasks to specific government, law enforcement or other state officials.

The 2000-series government resolutions are not the same as government resolutions containing classified information, the Prime Minister’s Office said.

In recent years, the existence or contents of some 2000-series resolutions could only be learned from media reports. However, a complete annual breakdown of the resolutions had not previously been publicly available in one place.

Number of unpublished resolutions rose steadily

The newly published documents show that the government increasingly classified decisions as non-public over time. During the second Orbán government between 2010 and 2013, the number of non-public decisions ranged from 10 to 20 a year. This rose to 33 in 2014, after which the number continued to increase.

The highest number of non-public resolutions was recorded in 2021, during the coronavirus pandemic, when 679 government decisions were classified as 2000-series resolutions. A similarly high number was recorded in 2023, when 635 non-public government decisions were issued.
