The Hungarian Parliament cleared amendments to budget rules to comply with commitments made to unlock the country’s Recovery and Resilience Facility (RRF) funding in a vote on Tuesday. The bill was approved with a vote of 140 for and 44 against, with 5 abstentions.
The law approved by the Hungarian Parliament contains provisions to improve fiscal sustainability, including ones to harmonise rules on the Fiscal Council with a constitutional amendment removing the body’s right to veto budget drafts, to require justification for expenditures that are not earmarked for specifically defined purposes, and to require disclosure and transparency for reallocations and extraordinary government measures, MTI wrote.
The law also limits the period during which the government may submit the budget bill to lawmakers to the month of October. The law revokes the government’s right to issue ad hoc resolutions on expenditures exceeding thresholds contained in the budget.

MPs roll back discretionary power to designate battery recycling sites
The energy minister’s discretionary power to designate sites for battery recycling plants was rolled back in a vote in parliament on Tuesday, MTI wrote.
The measure, which also ends the discretionary power for applications for designation already submitted, was cleared with a vote of 145 for and 44 against, with no abstentions. The bill’s author noted that three such applications had been submitted to the predecessor of the Economy and Energy Ministry.
