New evidence suggests that the captain of the capsised tourist boat Hableány attempted to turn his ship away from the incoming vessel Viking Sigyn, but failed to do so.

As 24.hu reports, police investigation uncovered new pieces of evidence that lead us to believe that the captain of soon-to-be-sunken sightseeing boat Hableány sensed the danger the last minute and attempted to turn his ship away. At least, this is what seems to be the case after the ship’s wheel was found and examined by experts.

In addition to this,

the ship’s rudder has also been discovered to be in an 11-degree angle which means the captain attempted a last-ditch escape from certain death.

 

To put things into perspective, we have to note that Viking Sygin, the incoming tourist ship weighing 1000 tons, crashed into Hableány, a sightseeing boat weighing 40 tons, with a velocity of approximately 13-14 km/h. The crash virtually ripped Hableány apart, causing a tear from bow to stern. The collision was so loud, apparently, that it was impossible not to hear it on the decks.

The Budapest Police Force has reaffirmed the fact that their investigation into the accident is twofold:

apart from potential negligence, there is an inquiry into the Viking Sigyn’s captain’s possible failure to provide first aid

The latter accusation seems to be reinforced by the fact that Viking Sigyn only stopped when they were 800 metres away from the scene of the accident, rendering any attempts of rescuing survivors almost useless.

According to koreaherald.com, a body presumed to be a South Korean victim from last month’s sinking of a tour boat in the Danube River was found some 30 kilometers away from the accident site.

The body was found by a Hungarian fisherman about 30 km downstream from the accident scene in the Danube River at around 10:08 p.m. on Saturday, according to a South Korean government response team based in Budapest.

The body will be identified shortly.

New evidence emerges that the captain of the apparent at-fault ship was taking selfies with passengers whilst they collided with tourist boat Hableány, causing at least 33 deaths.

According to newspaper sources, the Budapest Police Force has launched an investigation about a possible failure to provide first aid to victims. Later, this piece of information has been refuted by the police, who were adamant that 

currently, there is only a single type of investigation going on against the Ukrainian captain of the ship Viking Sigyn, namely, “investigation into potential crimes based on reasonable evidence.”

It is known that the captain of Sigyn deleted data from his phone after he was detained; quite a strange thing to do. Perhaps this explains his actions? Other sources, who asked to remain anonymous, said

that the Viking Sigyn kept on going after the accident, went back for a few minutes, then left for good.

This raises questions regarding the ship’s responsibility in the help (or lack thereof) they offered to the victims. 

The sightseeing boat called Hableány sunk after a collision with Viking Sigyn on the river Danube, in front of the Parliament in Budapest. The boat had mostly South Korean passengers on it and resulted in more than 33 deaths. The Ukrainian captain of Sigyn was detained but has since been released on bail.

Emergency and recovery crews involved in the rescue of the passengers of the Hableány pleasure boat and the operation to raise the wreck were recognised for their efforts by the interior minister at an official ceremony in Budapest on Thursday.

Interior Minister Sándor Pintér praised the “exemplary courage” displayed by the rescuers, authorities and civilians involved in the operations following Hungary’s worst civilian ship disaster.

Pintér said “every single detail” of the events leading up to the disaster needed to be uncovered.

10 out of 11 transport ships belonging to the fleet of the Budapest transport company (BKV) have been found to be below safety standards according to the latest check-up. These ships are all 40-50 years old and truly outdated, but there is no chance of replacing them in the near future.

Index has reported that 10 BKV ships failed the most recent safety tests which were commissioned after the tragedy of tourist boat Hableány in Budapest. Although Hableány itself was not a part of the company’s fleet, BKV’s CEO Tibor Bolla stated that they had felt a check-up was necessary following the tourist boat’s accident.

Safety equipment and general maintenance were looked at during the check-up: issues that arose were dealt with immediately on eight ships while two are still under repair due to engine problems.

All ships will be given the green light to restart their usual routine once the Hableány investigation is finished. 

Bolla told the public that the ships are not operated by the transport company itself: rather, they are outsourced to three different companies who have been told to keep a very close eye on safety measures.

Out of the 11 transport ships they own, eight are operating concurrently in the summer. However, as a result of the Hableány crash,

the Budapest transport company has temporarily suspended its service on the river Danube and will continue to do so until the investigation is finished.

BKV’s fleet consists of very old ships, mostly equipped with only one engine instead of the two-engine versions that are seen in many European cities.

Safety warnings not taken into account before fatal ship collision

There had been warnings about the traffic on the river Danube around Hungary’s capital and how it could possibly be dangerous; however, the government chose not to take it into account and did nothing to reduce the number of boats.

The Hungarian tourism agency has told a journalist from The New York Times that “there are several indications that human error was responsible.” However, the famous news outlet suggests that there could have been more that played into the tragedy.

On the evening of May 29, two ships collided on the Danube in Budapest. The accident was very much fatal, killing several South Korean tourists on the smaller boat that sank, called Hableány.

The tragedy has raised many concerns, mainly about the safety policies, as it seems that making as much profit as possible has outweighed the importance of providing a safe service. Fidesz controls both the city and the national government, which are in charge of granting access to the docks and giving permits to vessels, respectively. This means that either/or could have prevented the collision from happening by installing stricter regulations.

The previous mayor of the capital stated: “city officials were warned about the dangers of too much traffic, but they failed to act. It is a very profitable business.”

The captain of the other ship, the Viking Sigyn, was involved in another accident in April, which took place in the Netherlands. He was arrested on suspicion of negligence, as two accidents within just a two-month time frame are very unsettling, and raise the question: how was he allowed control of one of the biggest boats of the company?

Hableány, the sunken ship, was lifted out of the river by crane on Tuesday, after many complications due to water levels. Some of the victims have still not been found, although many have been recovered from the wreck and the river. Only seven people who were on the boat that night survived out of 35.

There are at least two known reports issued to city officials warning about too much traffic on the water and its risks. Another important problem to be mentioned is the lack of communication between vessels, as miscommunication — or no communication at all — can be a huge threat. The increase in the number of hotel boats has also raised the tensions on the Danube, and a study stated that “cooperation was needed between professional and tourism-related vessels.”

There is huge competition between sightseeing boats, such as Hableány, and hotel ships, like the Viking Sigyn. Not to mention barges used for industrial transportation, floating restaurants and other forms of entertainment. According to the Hungarian tourism agency, measures were taken when the traffic on the Budapest stretch of the river increased.

This was the deadliest accidents on the Danube in the past half a century.

PM Orbán and his party have control of nearly the whole state, including a huge influence on tourism. The Prime Minister’s daughter works for the Hungarian tourism agency. The current mayor of Budapest was also backed by Orbán and the government during the elections, and so, according to the previous mayor, he does not have much freedom or control over the city.

Miklós Ligeti, legal director of Transparency International, says that personal interests and business considerations should be investigated, and if they did overrule warnings and expert opinions, “there is a serious indication of gross negligence which should be prosecuted.”

Head of the Hungarian Federation of Passenger Fleet Operators Zsolt Varga said: “Those two boats could have been the only boats on the Danube at that time, and this still could have happened,” he does not believe that way too much traffic played a part in the accident.

Budapest cruises – how long will it take for tourists to come back?

Over the past few weeks, there has been a lot of talk about cruise ships, cruising on the Danube and the problems of overcrowding. Experts say, however, that the problem is not that there are too many ships, but that the industry expanded very unexpectedly, and many want to save money on the salary of staff.

According to HVG, the fact that there are lots of ships simultaneously on the Budapest section of the Danube could have been one of the contributing factors of the tragedy taking place between Hableány (Mermaid) and Viking Sigyn. Although we still do not know what exactly went down that night, it is an undeniable fact that the number of cruise ships simultaneously on the Danube has been growing. This comes as no surprise since operating cruise ships and hotel ships is an excellent business opportunity.

An insider from a cruise ship company revealed that the real problem is not the increase in the number of ships on the Danube, but that the growth came too unexpectedly. A few years ago, hotel ships also started offering sightseeing tours. So, the competition is big, and no one wants to risk missing out on such an opportunity.

In addition, most ships are on their way between 7 and 10 pm, and since there are no regulations, no one is willing to give up tours at such prime time.

According to data, there are about 130 cruise ships in Budapest and in the Danube Bend. When it comes to hotel ships, there are about 250 thousand tourists visiting Hungary on such ships every year, and from the 250 hotel ships cruising along the Danube, about 200 of them visit the capital. In addition, the Centre for Budapest Transport (BKK) also has eight ships, however, these stop running after 8 pm.

In Hungary, an average cruise ship company has a few dozen million forints of profit every year, two to six ships, and an increasing number of staff members, who do not get an especially high salary. The same trends can be observed in this field as in many others of the labour market: many people choose to go to Austria or Germany for higher salaries, and despite this, those who remain in Hungary still do not have an income that necessarily makes it worth staying.

Now, following the tragedy, people working in the business worry how much it will affect the cruise ship scene in Budapest.

A few days after the ship collision, about 4,000 tourist groups from South Korea cancelled their Central European trips that would have included Hungary as well.

A source living there claimed that it could take about six months until this shift tips back. Most people working in the business agree with this estimate; however, they expect Hungarian and Western European guests to return slightly earlier.

However, a lot depends on how Hungary handles the situation in the coming weeks and what their communication is like. It is important that travel agencies reassure everybody that despite the tragedy, Budapest is still safe. Nevertheless, it is even more crucial to make sure that South Korean media can say that searching for the bodies and investigating the circumstances of the tragedy proceeds in a professional manner.

Interview – Orbán: Which European grouping Fidesz belongs to ‘secondary’

Prime Minister Viktor Orbán, in an interview to public radio on Friday, said that it was a secondary consideration which European grouping Fidesz belonged to in the future.

Orbán said political groupings were in the process of being formed.

“It’s not possible to stay put in one place because then we’d be exposed to changes in European politics,” he said, adding that the ruling party would abide by the Hungarian interest in determining its position on the European political stage.

Fidesz, he said, would have no place in a political family that became pro-immigration and disregarded its Christian roots.

He added that Fidesz would not want to belong to a formation that failed to respect nations or became “hostage to the bureaucrats of Brussels”.

Orbán said an attempt would be made to maintain the European People’s Party as the party of Helmut Kohl.

This grouping would respect nations, place primacy on Christianity and give proper weight to the interests central Europeans.

Further, it would put a premium on creating a potent European economy. Such an EPP would be “good and useful for Hungary”, he added.

Regarding the EPP committee examining the question of the Fidesz party’s place in the grouping, the prime minister said Fidesz and the EPP body were engaged in discussions as equal partners. It would soon emerge whether each side’s goals were compatible, he added.

Orbán, referring to Thursday’s Visegrad Group talks, said the V4 states would enforce their own interests when it came to deciding on EU leadership positions. Germany’s trade with the V4 is much larger than with France, so “we’re talking about a decisive group of countries” and “the engine of European growth is currently central Europe”.

The prime minister said a central European leader would have to embody this self-assurance, strength and optimistic outlook at European level, too. He added that any leader from outside central Europe would have to respect central Europe “and not look down on us”.

He said it was too early to talk about specific individuals, but anyone who took part in “attacking any member state” would not receive his support. “A broad list must be submitted,” he said, adding that an agreement may be reached within a week or two.

PM Orbán said that regarding the future of the EU, the positions of Visegrad Group countries did not differ on any substantive matters, adding that he only endorsed documents or people whose aim was to stop migration.

The independence of economic policymaking by member states must be respected, he said. No single economic policy should be forced on divergent countries, he said, adding that Brussels bureaucrats should not be allowed to shape Hungary’s budget or tax system.

“Only Hungarians can say what’s good for Hungary,” Orbán said.

The government can work with its partners as long as Hungary’s interests are served, he added.

In connection with next year’s budget, Orbán said “the feeling that things are going in the right direction in the country” had a solid basis, referring to “a growing number of jobs, higher wages and an economic performance that inspires hope”.

“What we have achieved so far must be protected,” he said, adding that risks to the economy must be reduced. He said the economies of Hungary’s most important trading partners in western Europe were slowing down, and the government had reacted by designing an economic protection action plan that offered both tax cuts and measures to support growth.

Meanwhile, on the topic of the Danube collision, Orbán said the country had been shaken by the fact that “those who died were our guests”. An agreement with South Korea will be made on a fitting memorial to commemorate the victims, he added.

The Ukrainian captain of the cruise ship which collided with a sightseeing boat in central Budapest on May 29 has been released from custody after posting a bail of 15 million forints (EUR 46,000), the Budapest Municipal Court said on Thursday.

Under the court’s binding ruling, the 64-year-old captain of the Viking Sigyn cruise ship will now be kept under criminal supervision for a maximum period of four months.

The captain has been ordered to wear a tracking device and must appear in person before the authorities investigating the collision twice a week, the court noted in a statement.

The captain was taken into custody on June 1 on suspicion of criminal misconduct.

A body found in the River Danube near the village of Bölcske, some 100 km downstream from Budapest, has been identified as that of a victim of the sightseeing boat Hableany, police said on Thursday.

The Hableány collided with a cruise ship and sank into the River Danube near Margit Bridge on May 29. It had 33 South Korean tourists on board and a crew of two Hungarians.

Seven tourists were rescued from the water after the collision.

A search is under way along the entire river section downstream from the city to recover the bodies of the three South Korean passengers still missing.

The salvaged wreck of the Hableány pleasure boat may still hold more victims, the head of Hungary’s counter-terrorism force TEK, which handled the salvage operation, told a press conference on Wednesday.

The Hableány was lifted from the Danube on Tuesday afternoon. During the salvage operation, the bodies of four victims were found. Four further victims are still missing. The wreck was taken to the Csepel port in the south of the city to undergo further examination.

The Hableány will be searched for the remaining bodies by the police, Janos Hajdu said.

He said the wreck had a thick layer of river mud inside it which could still hold more bodies.

However, if no more victims are found, it is likely they fell out of the boat at the time of the collision, Hajdú said, adding that the interior ministry has doubled its search efforts along the Danube.

He thanked every organisation that had taken part in and contributed to the recovery and salvage operations over the past 13 days. He also expressed his gratitude to the Austrian, Czech, Norwegian and German organisations that assisted the operations as well as the South Korean divers and consultants. Hajdú also hailed the “objective and fair press coverage” of the disaster and its aftermath.

With the Hableány lifted from the Danube, he said, TEK’s work in connection with the disaster is finished and the case will now be taken over by the Budapest Police Headquarters.

Song Sun-geun, South Korea’s defence attache accredited to Budapest, said every effort will be made to find those still missing after the disaster.

The attache thanked the interior ministry, the Hungarian government, TEK, the Hungarian people, the Czech, Austrian and Norwegian governments, civil groups, the Korean embassy and Korean companies for their contribution to the recovery efforts. Song also thanked Slovakia for supporting the operation by helping to speed up the lowering water levels of the Danube. He also thanked Serbia and Romania for their continued assistance in the search for the remaining victims.

Song expressed his gratitude to Hajdú for his work in overseeing the operation.

In response to a question, Song said Korean authorities had wanted to inspect the inside of the wreck, but the Hungarian authorities had nod allowed it. Only a search dog was allowed inside, but it did not find any bodies, he added.

Asked what the hardest part about the salvage operation had been, the attache said the language barrier had posed the greatest difficulty because there were not enough interpreters on hand.

The bodies of three out of the four victims recovered during the salvage operation of the Hableány pleasure boat have been identified, Budapest police said on its website on Wednesday morning.

Two of those recovered have been identified as South Korean women and the third as a Hungarian man, the boat’s captain, police.hu said.

The identification of the fourth body, that of a child, is ongoing, the portal said.

South Korea thanks Hungary’s efforts over Danube ship collision

South Korean Prime Minister Lee Nak-yeon has sent a letter to Hungarian Prime Minister Viktor Orbán to thank his condolences sent over the Danube ship collision and thank the Hungarian government for its support, Orbán’s press chief said on Tuesday.

Sightseeing boat Hableány sank after a Swiss-owned cruise ship collided into it on May 29 as both vessels passed under Margit Bridge in central Budapest. It had a group of 33 South Korean tourists and a crew of two Hungarians aboard. The wreck of Hableány was lifted from the Danube earlier on Tuesday.

The tragic accident has deeply saddened the Korean people, Lee Nak-yeon said, expressing thanks to the Hungarian government for its active support and cooperation.

He said that the precaution and support showed during operations to find and rescue those who went missing have given the Korean government and the country’s people great hope and consolation.

The South Korean premier said he sincerely hoped that the joint efforts to overcome the situation will further strengthen the friendship and mutual trust between the two nations.

The barge carrying the wreck of the Hableány sightseeing boat which sank in central Budapest on May 29 is now on its way to the Csepel port in the south of the city, where it will undergo further examinations, public broadcaster M1 reported on Tuesday afternoon.

The Clark Adam crane, with its work complete, has left its position at Margit Bridge and a pusher has been brought in and hooked to the barge, M1’s on-site correspondent said.

The Hableány will now be examined in the Csepel port by nautical and technical experts, in collaboration with staff members of the prosecutor’s office.

Experts have already begun studying the wreck so that they could make note of any changes that may have occurred in the structure as it was being raised from the river.

The first body was discovered on the captain’s bridge, MTI’s correspondent at the site next to Margit Bridge reported. Another body has been identified as that of the only child on board at the time of the collision, public broadcaster M1 reported.

An additional harness is being fixed to the wreck after the boat’s right side was found to be damaged, but this will not delay the salvage operation earlier estimated at six hours.

Nándor Jasenszky of the TEK counter-terrorism police, which is responsible for overseeing the operation, told current affairs channel M1 that the critical point of the operation would be raising the hull from the bottom of the river bed.

The salvage will take place in several stages, during which the state of the ship would be assessed at several points.

Once the vessel is brought to the surface it will be placed on barges.

During each of the four phases of the operation, divers will enter the hull to remove objects, furniture and any objects covering bodies, according to MTI’s correspondent at the site.

The authorities are also ready to mop up fuel spilled from the vessel if any of the 1,400 liters of diesel leaks during the salvage.

The Hableány was built in 1949. The boat is 27.2 meters long, 4.8 meters wide and 5.2 meters tall and weighs 50 tonnes.

The wreck of Hableány, a sight-seeing boat which sank in the River Danube in central Budapest with a group of tourists aboard, could be lifted to the surface “in the foreseeable future”, an official of the counter-terrorism force (TEK), which is in charge of the salvage operation, told a press conference on Monday.

Nándor Jasenszky said that the four harnesses necessary to lift the wreck are now in place. The large crane to be used in the operation will soon take its final position, and the experts will align and fix the four ships that will lift Hableány from the river bed, he said. He noted that Hableány had been used for 70 years, and it was not known what damage the collision had done to its structure.

The salvage operation is aimed at lifting the wreck in one piece, he said, adding that it was “very likely” that the bodies of further victims of the collision would be found inside the wrecked boat.

The exact date has not been determined as yet, but TEK “will be bent on” completing the operation as soon as possible, he said. He said the cool temperatures of the morning hours would be good for the operation, and added that they would not attempt to lift the wreck at night in bad visibility.

Meanwhile, police announced that they would again inspect Viking Sigyn, the cruise ship that collided with Hableány on May 29.

Hungary’s authority for air transport has restricted the country’s airspace above a section of the Danube with a view to preventing the disruption of recovery efforts following last week’s ship collision on the river, counter-terrorism force TEK, which is in charge of the salvage efforts, said on Sunday.

The restricted zone extends from about 1 km north of Budapest’s Árpád Bridge down to the city of Paks, about 100 km south of Budapest, and in about a 2-kilometre radius east and west of the river, TEK said in a statement.

The restriction also applies to drones, it added.

Meanwhile, TEK noted that preparations to raise the wreck of the sunken sightseeing boat are ongoing. Two harnesses have already been installed onto the wreck and are being stabilised, the statement said.

The South Korean woman’s body was found south of Budapest on Saturday afternoon.

Attempts to hoist the wreck of the sightseeing boat which collided with a large cruise ship and sank in the Danube in central Budapest are expected to begin next week, counter-terrorism force TEK, which is in charge of the recovery efforts, said on Saturday.

Recovery teams have successfully sealed all of the boat’s openings in order to prevent any bodies from falling out of the wreck while it is being lifted, TEK official Nándor Jasenszky said.

The salvage team will install the harnesses onto the wreck on Sunday, he added.

Meanwhile, Jasenszky said a German foundation that has offered to provide search dogs to help locate the remaining victims has been taken to Paks, in central Hungary, to assist the search efforts there.

On another note, the body of a woman has been recovered from the River Danube on Saturday by the town of Érd near Budapest, an official of counter-terrorism force TEK, which is in charge of the recovery efforts, said on Saturday.

The woman is presumably another victim of the ship collision on May 29, Nándor Jasenszky told news channel m1.

Should her identification confirm that she was a passenger on the sightseeing boat Hableany, the number of those still missing would be down to eight, he said.

For that matter, the Hungarian embassy in Seoul has received numerous messages from South Korean citizens expressing their gratitude for the work carried out by Hungarian authorities and the solidarity shown by the Hungarian people in connection with last week’s Danube boat collision, a foreign ministry official said on Saturday.

Multiple letters have praised the work of the Hungarian rescue teams, while many Koreans said they had been moved by the candles and memorial objects left on the bank of the Danube in memory of the victims, Tamas Menczer, state secretary for communications and international representation, said in a Facebook post.

“We’re continuing to do whatever we can to ease the pain of those affected [by the disaster],” Menczer said.

The Ukrainian captain of the Viking Sigyn cruise ship that collided with a sightseeing boat in Budapest last week has not yet given investigators a detailed account of the circumstances of the crash, the Budapest Police Headquarters (BRFK) said on Saturday.

The 64-year-old captain was questioned under suspicion of causing the disaster and detained last Thursday. The Budapest municipal court later ruled that he be remanded in custody for the duration of one month.

BRFK said in a statement that police had carried out a breathalyser test on the captain and questioned the cruise ship’s crew and passengers.

They seized the helmsman’s communications devices, the ship’s server, devices containing the ship’s radar and radio transmission data, as well as all AIS data.

Police have questioned a total of 230 people as part of their investigation.

The statement notes that Interior Minister Sándor Pintér has set up an investigative unit tasked with looking into the disaster. The team’s members have worked a combined 6,180 hours since the evening of the accident, the statement said.

Investigators are also in contact with the law enforcement authorities of all Danube region countries as well as that of the Netherlands.
