From Tuesday midnight, the new regulations regarding how Hungarian and foreign citizens can travel to Hungary came into force. Hungarian authorities define the colour of the different countries based on their coronavirus risk factor, so it is very important from where somebody comes.
According to Index, from Hungary, people can travel to Croatia, Slovenia, and the green western and northern members of the European Union without restrictions. Nobody asks them for a test, and if they do not have any symptoms related to COVID-19, they do not have to go into quarantine.
Hungarian citizens can return from any part of the world, but if they come from yellow or red countries, they have to go into quarantine for 14 days.
There are exceptions
which local police departments can decide on and issue the required documents. For example, in the case of the Budapest airport, it is up to the police department of District 18. The list is quite long in this respect; for example, students, employees, those who come to Hungary to take part in family events (funeral, baptism, wedding), sports, cultural, or religious events may be exempt from compulsory quarantine. Furthermore, those who live near the border can also come to work in agriculture for one day.
Foreigners can come from green countries without any restrictions. Those who come from the yellow ones have to go into a 14-day-long quarantine. However,
no foreign citizen can stay in Hungary from red states.
Hungarian authorities allow everybody to go through the country, but only if they do not show the symptoms of the disease and leave Hungary in 24 hours. HERE you can find the transit routes in Hungary.
If somebody has a negative COVID test not older than 5 days and comes from a yellow country, they can leave the quarantine, but only if they do another test in 48 hours. If somebody comes from a red country they must have two negative tests within 48 hours, and only then can they leave the quarantine. The tests have to be PCR.
Those who already had COVID-19 and can prove that with an English or Hungarian document or official e-mail can enter the country without any restrictions. However, nobody can be tested at the borders. Those who are in quarantine can ask the local GP for the two PCR tests done by the Hungarian National Ambulance Service. The results will come in days, and
until August 1, the state pays for them.
