In recent years, the growing organization of Azerbaijanis living abroad, the preservation of national and cultural values, the strengthening of ties with Azerbaijan, and the increasingly systematic activities of diaspora organizations have all pointed to the emergence of a new phase in the country’s diaspora policy. The focus is increasingly on reinforcing the institutional foundations of diaspora engagement, expanding opportunities for international cooperation, and making more effective use of the potential of Azerbaijanis living abroad.

The political course established by National Leader Heydar Aliyev to unite Azerbaijanis around shared ideas and objectives, strengthen their organization, and deepen their spiritual ties with Azerbaijan laid a strong foundation for the country’s diaspora policy. This rich legacy is being carried forward under the leadership of President Ilham Aliyev, with new substance and dimensions. Consistent efforts are being made to unlock the potential of Azerbaijanis living abroad, strengthen national solidarity, and ensure that Azerbaijan’s just voice is heard more effectively on the international stage.

At the 5th Congress of World Azerbaijanis, held in Shusha in 2022, President of the Republic of Azerbaijan Ilham Aliyev called on Azerbaijanis living abroad, particularly young people, to maintain their ties with their historical homeland, visit Azerbaijan regularly, preserve their native language, and deepen their knowledge of Azerbaijan’s history and culture. These recommendations have become key priorities in the projects implemented by the State Committee for Work with the Diaspora.

Azerbaijan’s growing international standing and the strengthening of its political and economic position in recent years have also had a positive impact on the activities of diaspora organizations. During and after the Patriotic War, initiatives undertaken by diaspora representatives in support of Azerbaijan, their active engagement in the information struggle, and their public solidarity campaigns demonstrated the strength of this patriotic commitment. Today, that momentum is being maintained and further expanded.

Meetings held during the foreign visits of the Chairman and staff of the State Committee on Work with Diaspora continue to make an important contribution to Azerbaijan’s diaspora policy. Recent meetings in countries including the United States, Germany, Mexico, Vietnam, the United Kingdom, Hungary and Türkiye, attended by hundreds of compatriots, are particularly noteworthy. These gatherings point to a clear trend: regardless of where they live, the environment in which they operate, or their social position, Azerbaijanis remain determined to come together and demonstrate national solidarity. This is a clear indication of the increasingly systematic organization and expanding activity of the Azerbaijani diaspora across the world.

The views expressed at these meetings also demonstrate that Azerbaijanis living abroad highly value the state’s attention and support. They regard the further strengthening of ties with Azerbaijan and the consolidation of national solidarity as among the central priorities of diaspora activity.

Today, initiatives of the State Committee on Work with Diaspora bring together Azerbaijani families, young people studying abroad, and the leaders and activists of diaspora organizations in different countries. These meetings are important not only because they expand opportunities for communication, but also because they help establish new relationships and create new avenues for cooperation.

The signing of Memoranda of Understanding on cooperation with the relevant institutions responsible for diaspora affairs in Mexico and Türkiye during official visits to those countries is particularly significant. These agreements establish an institutional framework for regular exchanges of views and experience between diaspora institutions, the implementation of joint events, projects and initiatives, stronger mutual support on international platforms and more effective use of the potential of communities living abroad.

It is also important to emphasize that the multifaceted projects implemented by the State Committee on Work with Diaspora in recent years have contributed significantly to raising public interest in diaspora affairs within Azerbaijan. These initiatives have helped bring the activities and achievements of Azerbaijanis living abroad closer to Azerbaijani society. Diaspora Youth Summer Camps, large-scale projects dedicated to strengthening solidarity among Azerbaijanis worldwide, forums bringing together compatriots working in various fields—including scholars, doctors, and engineers—and the regular organization of visits to Karabakh by Azerbaijanis living abroad are particularly significant in this regard. Collectively, these initiatives have made diaspora affairs a subject of growing interest not only among Azerbaijanis living abroad, but also within Azerbaijani society itself.

Strengthening ties among Azerbaijanis living in different countries, identifying their professional and civic potential, and bringing them together on common platforms further reinforces the strategic dimension of diaspora policy. The active engagement of young people in this process is particularly important for cultivating the diaspora leaders of the future. This approach demonstrates that diaspora policy is concerned not only with preserving existing capacities, but also with developing the potential of future generations.

This is precisely why one of the next strategic priorities of diaspora policy is coming increasingly to the fore: cultivating a new generation of leaders. The future development of the diaspora will depend not only on the work of existing organizations, but also on the emergence of a new generation of activists, professionals, and leaders within them. Engaging young people who are adept at using modern communication tools, understand the public life of the countries in which they live, and maintain strong ties with Azerbaijan will, over the long term, help create a more agile, resilient, and self-renewing diaspora environment. The preservation of national identity strengthens organization; organization strengthens coordination; and coordination, in turn, strengthens international cooperation and networking. Ensuring that these processes remain sustainable and results-oriented requires the continued strengthening of the institutional foundations of diaspora policy.

Given that millions of Azerbaijanis live and work in countries around the world, bringing them together within a shared framework of coordination and cooperation is necessarily a broad and long-term undertaking. The objective is not to make the activities of Azerbaijanis living in different countries uniform, but rather to facilitate cooperation around shared values and common interests while taking into account their diverse social and legal environments. This approach has become one of the key directions of the projects implemented by the State Committee on Work with Diaspora.

It is particularly worth noting that an important aspect of the state’s attentive approach toward compatriots is the awarding of the “For Service in Diaspora Activities” medal to many Azerbaijanis who have actively participated in the large-scale projects implemented by the State Committee on Work with Diaspora. These awards not only recognize their initiative and contribution, but also demonstrate that the attention and care extended to compatriots constitute an important element of a consistent state policy.

Thus, the “Strong State – Strong Diaspora” approach is no longer merely a conceptual expression. It reflects the broader logic of institutional and strategic processes that reinforce one another. Just as the opportunities created by a strong state support the organization and international activities of the diaspora, a strong and well-organized diaspora contributes to the broader international promotion of Azerbaijan’s national and cultural heritage, realities, and national interests. Further strengthening this mutually reinforcing relationship will create greater opportunities for Azerbaijanis living around the world to develop as stronger, more active, and more united communities, deepen their ties with Azerbaijan, and advance our national interests more effectively on the international stage.
