In the modern era, information warfare is of particular importance in communicating the realities of Azerbaijan to the international community, safeguarding our national interests, and strengthening our country’s positive image around the world. Azerbaijanis living abroad and Azerbaijani diaspora organisations have an important role to play in this process. Strengthening national solidarity, providing local communities with objective information about Azerbaijan, defending our country’s position on international platforms, and bringing the truth about Azerbaijan to wider audiences are among the key priorities of diaspora activities.

The Azerbaijani diaspora’s capacity to engage in information warfare stems from the state policy pursued over many years and the consolidation of national solidarity. The diaspora-building strategy initiated by National Leader Heydar Aliyev made the organisation of Azerbaijanis living abroad, the strengthening of their national unity, and the preservation of their ties with their homeland among the priorities of state policy. Under the leadership of President Ilham Aliyev, this strategic course continues to be pursued in line with the challenges of the modern era, while the scope and substance of diaspora activities continue to expand.

To achieve sustainable results in information warfare, it is essential not only to strengthen diaspora organisations but also to establish reliable, consistent, and effective links between the state and Azerbaijanis living abroad. In this regard, the meetings held by Fuad Muradov, Chairman of the State Committee on Work with Diaspora of the Republic of Azerbaijan, with compatriots living in different countries around the world are particularly significant. These meetings provide broad opportunities to identify the needs and initiatives of diaspora communities, determine existing challenges, strengthen ties between diaspora organisations and the state and discuss future priorities.

The community meetings, which have now become a regular practice, demonstrate the strong ties Azerbaijanis living abroad maintain with their homeland, their interest in developments in Azerbaijan and their support for the policies pursued by our state. These gatherings are also essential for adapting diaspora activities to existing needs, strengthening cooperation among individual communities and encouraging joint initiatives around shared objectives. Success in information warfare is closely linked to precisely this kind of coordinated action, mutual trust and the defence of national interests through a unified approach.

Today, the operation of nearly 100 Azerbaijani weekend schools in 24 countries, 33 Azerbaijan Houses in 21 countries and 16 Coordination Councils across 44 countries demonstrates the expansion of diaspora-building efforts and the growth of the organisational network. The significance of this network goes beyond numerical indicators. Its expansion creates greater opportunities for strengthening information exchange among compatriots, implementing joint initiatives, and coordinating efforts to protect national interests. Azerbaijan Houses serve as important venues where Azerbaijanis living abroad can come together, demonstrate their unity in support of Azerbaijan, and coordinate diaspora activities. Events, conferences, commemorative ceremonies, exhibitions, concerts, and awareness-raising campaigns organised at Azerbaijan Houses and the weekend schools operating under their auspices help introduce the international community to the heroic history, rich cultural heritage, and contemporary achievements of the Azerbaijani people.

Furthermore, the Summer Camps for Diaspora Youth jointly organised by the Heydar Aliyev Foundation and the State Committee on Work with Diaspora, along with the Committee’s wide-ranging initiatives targeting young people, strengthen their ties with their homeland and create opportunities for them to unite around shared national values. Today, it is fair to say that a strong bond has developed, bringing young Azerbaijanis living in different countries together around a common national idea.

Nevertheless, strengthening Azerbaijan’s position in the international information space depends not only on the number of diaspora organisations and the breadth of their institutional network, but also on the professionalism of their information activities, the reliability of the information they disseminate and their effective use of modern communication tools. The importance of these factors became particularly evident during the Patriotic War and the post-war period. During the 44-day Patriotic War, Azerbaijanis living abroad and diaspora organisations undertook extensive public information activities to communicate Azerbaijan’s position to the international community, present the realities of the conflict to global audiences, and respond to smear campaigns directed against our country. Issuing statements in different countries, organising meetings and awareness-raising events and drawing the attention of the public and diplomatic circles to the realities of the conflict were among the principal areas of this work. This experience demonstrated that national solidarity, effective organisation, and unity around a common goal are key factors in enhancing the Azerbaijani diaspora’s capacity to engage in information warfare.

Another prerequisite for success in information warfare is the diaspora’s ability to assess the social and political environment of its host country accurately and tailor its activities to the specific characteristics of that environment. Cooperation with local media, expanding ties with civil society organisations, participating in academic and cultural platforms and engaging in targeted communication on social media all help bring information about Azerbaijan to wider audiences. Statistical indicators also reflect the scale of the work being carried out in this area. In 2025 alone, diaspora organisations held nearly 900 events, gave 253 interviews to foreign media outlets, and secured the publication of 807 press releases related to Azerbaijan in foreign media. In addition, numerous seminars and training sessions were organised to improve the effectiveness of information activities and develop skills in the use of modern communication tools. These figures demonstrate the growing activity of the diaspora in the information space and the systematic efforts being made to communicate the realities of Azerbaijan to the international community.

In conclusion, the Azerbaijani diaspora’s role in the international information space is of strategic importance for protecting national interests, fostering an objective understanding of our country, and strengthening Azerbaijan’s international standing. The state’s consistent diaspora policy, the expansion of the institutional network, the upbringing of younger generations in accordance with national values and the strengthening of solidarity among compatriots provide the foundation for realising this potential. In the period ahead, the objective will remain to increase the diaspora’s influence in the international information space, establish lasting connections with diverse audiences and further develop efforts to communicate the realities of Azerbaijan to the international community by harnessing new communication opportunities.
