Today, there is a large Mexican community around the world, notably in the United States. Currently, nearly 40 million people of Mexican origin reside solely the U.S.. It is no coincidence that this figure makes the Mexican diaspora one of the largest and most influential diasporas in the world. The diaspora plays an important role in Mexico’s economy, contributes to strengthening the country’s international reputation, and promotes its culture and national interests abroad. For this reason, the Mexican government attaches great importance to diaspora policy and considers strengthening ties with its citizens living abroad as one of the key directions of national policy.

The working visit of Fuad Muradov, Chairman of the State Committee on Work with Diaspora of the Republic of Azerbaijan, to the United Mexican States can be regarded as an important step in the development of Azerbaijan-Mexico relations, the deepening of cooperation in the field of diaspora affairs, and a new initiative in diaspora diplomacy.

The meetings, discussions, and events held within the rich and multifaceted program contributed to further strengthening mutual trust between the two countries, expanding relations and elevating humanitarian cooperation to a new stage.

During the visit, meetings were held with a number of high-ranking officials including Tatiana Clouthier, Head of the Institute for Mexicans Abroad at the Ministry of Foreign Affairs of Mexico, members of the Chamber of Deputies of Mexico, senior officials of the Foreign Relations Committee of the Mexican Chamber of Deputies and the Mexican Senate, as well as members of the Chamber of Deputies within the framework of the first meeting of the Mexico-Azerbaijan Friendship Group. These meetings served to strengthen institutional dialogue between the parties and were marked by sincere and constructive exchanges of views.

Discussions with Pedro Vázquez González, Chairman of the Foreign Relations Committee of the Mexican Chamber of Deputies and committee members, as well as with Senator Yeidckol Polevnsky, Chairperson of the Foreign Relations Committee for the Asia-Pacific Region of the Mexican Senate, and Ambassador Octavio Tripp, Acting Deputy Foreign Minister of the United Mexican States and Director General for Europe at the Ministry of Foreign Affairs, emphasized Azerbaijan’s position as a reliable and strategic partner in the region. Confidence was also expressed that these meetings would contribute positively to diaspora activities.

One of the most important outcomes of the Chairman Muradov’s visit to Mexico was the signing of a Memorandum of Understanding between the State Committee on Work with Diaspora of the Republic of Azerbaijan and the Ministry of Foreign Affairs of the United Mexican States through the Institute for Mexicans Abroad. The memorandum provides increased support for Azerbaijani and Mexican communities living abroad, protection of their rights and interests, promotion of their social and cultural integration, as well as implementation of joint projects in the fields of education, culture, media, and public diplomacy. This document further strengthens the legal and institutional foundations of cooperation between Azerbaijan and Mexico in the field of diaspora affairs and defines future prospects for joint development in this sphere.

One of the most memorable and symbolic moments of the visit was the meeting with Azerbaijanis living in Mexico. Held in a warm and highly spirited atmosphere, the event featured a screening of a film reflecting President Ilham Aliyev’s historic speeches, the determination of the Azerbaijani people and the joy of the country’s great victory which generated prolonged applause by participants. The film once again demonstrated the national unity, patriotism and victorious spirit of the Azerbaijani people.

During meetings with both officials and members of the community, the Chairman of the Committee provided extensive information about the key priorities of diaspora policy which has further developed during the presidency of Ilham Aliyev, as well as about the Committee’s activities, projects, programs, and achievements within the international cooperation. It was emphasized that every Azerbaijani living abroad remains at the center of the state’s attention and that the Azerbaijani state always stands by its compatriots.

Seymur Fataliyev, Ambassador Extraordinary and Plenipotentiary of the Republic of Azerbaijan to the United Mexican States also participated in the meetings.

The visit of the Chairman of the State Committee on Work with Diaspora to the United Mexican States serves as an important platform for strengthening the activities of the Azerbaijani diaspora in the Latin American region, expanding ties with local communities and institutions and creating favorable opportunities for enhancing cooperation on issues of mutual interest.

It should also be noted that the State Committee on Work with Diaspora which systematically works with Azerbaijani communities in more than 70 countries around the world, has signed Memorandums of Understanding on diaspora cooperation with relevant state institutions of Romania, Türkiye, Uzbekistan, Kyrgyzstan, Kazakhstan, and Mexico. These documents make a significant contribution to strengthening mutual exchange of experience and creating a solid foundation for long-term strategic partnership.

Conclusion

All these developments lead to the conclusion that the Azerbaijani state is taking consistent and well-considered steps toward global cooperation with developed countries within its diaspora policy, and that the result-oriented mechanism currently being implemented will pave the way for achieving significant successes in the field of diaspora affairs.
