Bulgaria has stated that ‘genuine autonomy under Moroccan sovereignty could constitute a viable solution’ to the dispute over the Moroccan Sahara.
The position was expressed in a joint statement issued following a telephone conversation on Tuesday between Bulgaria’s Foreign Minister, Velislava Petrova-Chamova, and Morocco’s Minister of Foreign Affairs, Nasser Bourita.
The statement also reaffirmed that Bulgaria considers Morocco’s 2007 Autonomy Plan to be «a serious, credible and realistic basis» for reaching «a just, lasting and mutually acceptable political solution» to the Moroccan Sahara issue.
The statement said the position reflects the strengthening of bilateral relations between Morocco and Bulgaria and forms part of the growing international momentum in support of Morocco’s sovereignty over its Sahara and the Moroccan Autonomy Plan, under the leadership of King Mohammed VI.
During the conversation, the two Ministers highly valued the traditionally friendly relations and constructive cooperation between the Republic of Bulgaria and the Kingdom of Morocco and expressed their shared determination to further deepen them.

The two Ministers agreed on the importance of restoring an active high-level political dialogue and promoting an exchange of visits as a means of giving new impetus to bilateral relations. They discussed opportunities to build on the achievements of the Joint Declaration signed in Rabat in January 2024, as well as to expand economic and sectoral cooperation and strengthen coordination within international organisations.
The significant untapped potential for developing practical cooperation in areas of mutual interest was also highlighted, including security, trade, investment, education and culture, agriculture, pharmaceuticals, tourism, infrastructure, renewable energy and information technologies.
