Government declares state of crisis due to mass migration – UPDATE
Budapest, September 15 (MTI) – The government declared a state of crisis due to mass migration for two counties in southern Hungary, the government spokesman announced.
The measure will stay in force as needed, Zoltan Kovacs said. He added that Hungary’s building a fence along its southern border, recent changes in relevant regulations and increasing border control will bring illegal migration to a minimum.
Gyorgy Bakondi, the prime minister’s chief domestic security advisor, said that 45 illegal immigrants were apprehended along the border with Serbia on Tuesday morning. Legal proceedings are under way, he added.
Migrants from Serbia have two transit zones, at Roszke and Tompa border stations, to file asylum applications. The procedure involves registration of personal and image data as well as fingerprints. The data are posted to the European Union’s database, he said.
People in the transit zones are provided food, and accommodation unless their application is evaluated within 24 hours. Applications are to be evaluated within a maximum 8 days, and the decisions are appealable. Those rejected will be returned to Serbia, Bakondi said. Migrants are not in detention while in the transit zone and can leave the area at any time, he added.
Children arriving alone will be placed in children’s homes, while the elderly and families with small children will be directed to reception facilities and the authorities will apply the customary procedures, Bakondi said.
Under recent legislation which took effect on Tuesday, a state of crisis can be declared if the number of asylum seekers reaches an average 500 per day a month, or 750 per day for two consecutive weeks, or 800 for the past one week. The same measure can be taken if the number of migrants in transit zones exceeds an average 1,000 a day for the past one month, a daily 1,500 for two consecutive weeks, or 1,600 people for the past seven days.
Furthermore, a state of crisis can be declared in case of migration developments directly affecting security, public order or sanitation, with special regard to unrest or violence at migrant facilities at the given location.
A state of crisis is declared by the government, for a maximum of six months. However, the measure can be prolonged if continued circumstances make it necessary.
