Weekly govt press briefing about Rio Olympics, quota referendum and other important decisions

Budapest, August 25 (MTI) – The government considers sports as a “strategic sector and a national cause”, János Lázár, the government office chief, told a weekly press briefing on Thursday. The Oct. 2 referendum on the EU’s migrant quota measures will be “historic”, he said. The Hungarian State Treasury will become the only central agency responsible for payments of state supports and public benefits, Lázár said.

The achievements of Hungary’s athletes in the Rio Olympics and in past years will help the country’s bid to host the Olympics, Lázár said.

He called Hungary one of the most successful “sporting nations” in the world. Hungary is the only top Olympic performer not to have hosted the Games yet, he said. All conditions are in place for Budapest to organise such events, he added.

The government will further strengthen its commitment to sports in future by providing all the infrastructure and financing necessary to ensure that adults and children have daily exercise and the new generation of athletes have at their disposal the best facilities possible, Lázár said.

The economic cabinet has decided to provide priority funding for the European Rhythmic Gymnastics Championships Hungary will host in 2017, he said.

Lázár gave a detailed outline of the past few meetings held by the newly set-up strategic and economic cabinets.

Meetings addressed planned changes to the institutional system supporting the state administration, including a plan to lay off 20 percent of the workforce.

He noted that the State Treasury will become the only central agency responsible for payments of state supports and public benefits.

The strategic cabinet has decided to continue plans to build new barracks for firefighters and new law-enforcement facilities, with 5,000 new workplaces created by 2018, Lazar said, adding that the government has rescinded its decision to build a prison in Batonyterenye, in northern Hungary.

A decision was also made on tightening conditions for establishing windfarms in an effort to protect the environment, he said.

Further, he noted decisions to approve Hungary’s Digital Child Protection Strategy and establish social care centres.

Lázár said that the strategic cabinet reviewed a plan to set up courts specialising in public administration matters with Tünde Handó, head of the National Judicial Office. Responding to a question, Lázár dismissed the claim that the new courts would handle “sensitive political issues”, saying the aim is to settle public administration issues speedily. The government will launch cross-party talks concerning the system, he added.

Lázár denied information that András Patyi, the president of the public administration university, would be appointed to head the new system, but did not rule out the possibility of appointing judges with a background in public administration.

Answering a question concerning Flórián Farkas, the prime minister’s commissioner on Roma affairs, he said Farkas had attended a hearing by the European anti-fraud office OLAF and questions not answered at the hearing would be answered in writing. The government can provide reassuring answers to OLAF, he added.

In response to a question about controversial journalist Zsolt Bayer, who received Hungary’s Order of Merit, knight’s cross, he said he regretted that many other recipients had returned their awards in protest against his perceived anti-Semitism and racism. “The award is granted not by the government . but by the Hungarian state, which should be taken into consideration by those who returned their own awards,” he said, adding that some of Bayer’s achievements were beyond doubt, such as the series entitled “1,100 years in the centre of Europe”.

“I of course do not agree with the free language he used in his editorial pieces but that does not distract from … his film series, books and expressions of support for ethnic Hungarians in the Carpathian Basin,” Lázár said. Bayer’s award was not initiated by the government but a civil proposal was approved, he added.

In response to a question about Mihály Munkácsi’s painting Gologtha, he said negotiations with the owner, Imre Pakh, on the purchase of the painting by the state have come to a standstill.

He said the revamp of the third metro line would certainly not start this year because a public procurement tender that needs to be invited by the metropolitan council has not even been published. Even if it is published now, work cannot start before next spring, he added. Commenting on the possibility of introducing a congestion charge for Budapest, he said the government maintained that this would be undesirable.

Voters are expected to make a clear choice and thereby strengthen the government’s hand in its political dispute with the European Commission, he told.

Prime Minister Viktor Orbán will take part in a meeting of the prime ministers of the Visegrad grouping of the Czech Republic, Hungary, Poland and Slovakia on Friday. Through the V4, Hungary is part of a political grouping which is “the most action-ready” in the EU. “This is our most successful foreign policy venture,” Lázár said.

There was complete agreement within the V4 on measures to be taken after the Brexit and the V4 played a major role in Hungary’s ability to stem migration pressure on Europe from the south, he said.

German Chancellor Angela Merkel is invited to the meeting to be held in Warsaw, Lázár said.

Lázár said that the past few meetings of the new strategic and economic cabinets had addressed planned changes to the institutional system supporting the state administration, including a plan to lay off 20 percent of the workforce.

LMP urges consultations on election rules

Budapest, August 25 (MTI) – The opposition LMP party has called for talks with other opposition parties to discuss changing the election rules with a view to allowing Hungarians staying abroad to vote by mail.

Ákos Hadházy, LMP’s co-leader, told a press conference on Thursday that his party would also discuss ways to eliminate discrepancies in the election system as well as opportunities for election fraud. He argued that in the current regime ethnic Hungarians with Hungarian citizenship will automatically receive election notifications for ten years upon their registration, and the names of voters passing away in the meantime could be used to commit fraud.

On another subject, Hadházy said that European Union funds were being “systematically and deliberately looted with assistance from the Hungarian government”. He insisted that foundations and companies associated with lawmakers of ruling Fidesz had won billions of forints in community funds for projects “which were obviously not serious”.

Referendum – Registration numbers low among ethnic Hungarians

Budapest, August 25 (MTI) – Registration numbers for the Oct 2 migrant quota referendum have been relatively low so far beyond the border with barely 1,000 people registering to vote by mail each week, the daily Magyar Nemzet said on Thursday citing data from the National Election Office.

The paper said there were some 261,000 people registered to vote by mail at the beginning of August, which increased to just 264,000 in three weeks. Voters living beyond the border have until September 17 to register to vote in the referendum.

A total of 114,000 voters have registered in Romania, 29,000 in Serbia and 2,100 in Germany, the paper said.

Magyar Nemzet pointed out that these numbers are relatively low considering that over 800,000 ethnic Hungarians have been granted Hungarian citizenship, 700,000 of whom are of voting age.

The paper noted that the referendum will only be valid if over 50 percent of voters — 4.1 million people — cast valid votes.

Prime minister, govt must resign if quota referendum fails, says DK

Budapest, August 23 (MTI) – If the October 2 national referendum on EU migrant quotas fails the Hungarian prime minister and the government must resign, an MEP of the leftist opposition Democratic Coalition said on Tuesday.

Speaking at a press conference, Csaba Molnár referred to Viktor Orbán as saying in late February when he had announced initiating a referendum that no discussion had been held by the government about possible steps in case the ballot failed.

If this ends up being the case, Orbán himself must bear political responsibility, Molnár said, encouraging Hungarian voters to stay away.

Asked about some polls suggesting that the referendum could succeed, Molnár responded as saying that such an outcome “would take Hungary in the antechamber for exiting the EU.”

Molnár said that opposition parties are preparing to mount “a short but rather fierce campaign” starting on September 2. Details of DK’s campaign will be revealed on Tuesday next week, he added.

In the referendum Hungarians will be asked: “Do you want to allow the European Union to mandate the resettlement of non-Hungarian citizens to Hungary without the approval of parliament?”

Under Hungary’s referendum law, a referendum is valid if voter turnout is over 50 percent. It is considered successful if more than half of the valid votes are cast for the same answer.

Parliament special session unlikely to reach quorum – Preview

Budapest, August 21 (MTI) – A special session of parliament initiated by the Jobbik party to discuss amending Hungary’s election law is unlikely to reach quorum on Monday, as the ruling Fidesz-KDNP alliance has signalled that more than half of their lawmakers will stay away.

Jobbik has proposed amending the election law with a view to making it easier for Hungarians working or studying abroad to vote.

Hungarians who have a permanent address in the country but are abroad on the day of an election or referendum can only vote at a Hungarian embassy or consular office near them, while ethnic Hungarians living beyond the border can vote by mail.

Jobbik said these rules were unfair, arguing that many Hungarians working in western Europe “have to travel hundreds of kilometres” to be able to exercise their voting rights at a representative office.

The opposition Socialist and LMP parties supported Jobbik’s initiative to hold a special parliamentary session to change the voting rules.

Fidesz last week rejected the proposal to amend the election law, saying that the current one is “coherent and has stood scrutiny by international organisations such as the European Court of Human Rights and the Venice Commission”. Group leader Lajos Kósa said the opposition parties were using the amendment proposal as a way to try to thwart the migrant quota referendum scheduled for Oct 2.

Referendum – Government slams Hungarian Helsinki Committee’s call for invalid votes

Budapest, August 19 (MTI) – It is unworthy of a rights organisation which is “theoretically dedicated to” protecting citizens’ rights to call for casting invalid votes at a referendum, state secretary Csaba Dömötör said on Friday.

He responded to the Hungarian Helsinki Committee’s Thursday statement which called on voters to go to the polls at the Oct 2 referendum on the European Union migrant quota but cast an invalid vote.

The referendum will be a guarantee that Hungarians should be able to decide for themselves about issues that strongly influence their lives. The Hungarian Helsinki Committee’s position is non-sensical because referendums are one of the most important institutions of democracy. Instead of such “improper behaviour for a rights organisation”, the Hungarian Helsinki Committee should make it clear “whether or not it supports Brussels’ plans on resettlement”, he said.

In the referendum, voters will be asked:

“Do you want to allow the European Union to mandate the resettlement of non-Hungarian citizens to Hungary without the approval of parliament?”

 

Hungarian government: Brussels must be interested in what the Hungarian people have to say

Government Spokesperson Zoltán Kovács takes the view that Brussels must be interested in what the Hungarian people have to say, and it is important what their message will be at the referendum to be held on 2 October.

Mr Kovács said on the Friday morning programme of the public service television news channel M1 that we saw in the context of Brexit: if the people’s opinions, will and feelings regarding how things go in the European Union are disregarded, it may have consequences such as that a Member State decides to leave the EU.

The Government Spokesperson highlighted: on 2 October the Hungarian people will have to decide on a specific question, namely: who should have the powers – which have never been removed from national competence – to decide who may live in the territory of a given country? Mr Kovács believes that this decision will be unavoidable and unquestionable for Brussels which it will have to take into consideration also from the respect of the EU’s future, in order to determine how it should change the failed policy which it is pursuing regarding the issue of migration.

He also mentioned that in the past more than six months the left, but to some extent Jobbik, too, have done their utmost to make sure that the referendum on the forced relocation of migrants should not be valid and successful. Mr Kovács remarked that the question arises: what sort of a democrat is it who calls into question the most democratic forum for stating one’s opinion? He took the view that the extraordinary parliamentary session initiated by Jobbik for Monday, too, serves the purpose of cancelling the referendum, despite the fact that the people have the right to have a say. Consequently, on Monday, as he said, “for the sake of formality, there will be someone in Parliament to represent Fidesz, but we shall not provide the majority and the attendance that is necessary for the adoption of a decision”.

Mr Kovács further said on the programme 180 minutes of Kossuth Rádió that economic and social conditions have fundamentally changed since the financial crisis in 2008, and challenges have multiplied since the onset of the migration crisis. He mentioned as an example that a number of issues will have to be reviewed in the context of the social care system and the pension system. The person and team to deal with these issues will be appointed in the coming weeks.

In answer to a question concerning the Residency Bond Programme, the Government Spokesperson pointed out: the granting of the residency permit is tied to the most stringent possible national security screening.

Jobbik: Parliament session on election law thwarted

Budapest, August 18 (MTI) – The Jobbik party has initiated an extraordinary session of parliament in order to vote on its proposal to amend Hungary’s election law. But the ruling Fidesz party and their Christian Democrat ally have signalled they will not attend, so a vote on the issue cannot go ahead in the session scheduled for Monday, Jobbik lawmaker István Szávay said.

Speaking after a meeting of the house committee, Szávay said the current election law differentiates between voters. This is discriminatory and wrong in a country based on the rule of law, he said.

Ethnic Hungarians living beyond the border can vote by mail while Hungarians who have a permanent address in the country but are abroad on the day of an election or referendum can only vote at a Hungarian embassy or consular office near them, he complained.

Dóra Dúró, Jobbik’s deputy group leader, said the government should strengthen ties between Hungarians working in western Europe and their homeland but the current election system encourages people to give up having a permanent address in Hungary.

Fidesz group leader Lajos Kósa told a press conference that it was cause for concern that the opposition party was trying to amend the rules for a referendum whose date has already been set. The opposition is neglecting all democratic norms and customs, he insisted. If Jobbik’s proposal were approved, the October referendum would not be possible to carry out because there would not be enough time to register all Hungarians working abroad, he added.

Weekly govt press briefing about referendum, economy, and other important decisions – UPDATE

Budapest, August 18 (MTI) – If Hungarian voters “do not stop Brussels” then the European Union will fill up Hungary with people who are “not one of us”, János Lázár, head of the strategic cabinet, told a regular government news conference on Thursday, referring to the upcoming Oct. 2 referendum.  The government plans to spend the 270 billion forints (EUR 869m) in revenues from farmland auctions on reducing the public debt, he said. The government also has started an internal investigation to uncover whether it was possible to influence decision-makers in connection with EU tender assessments, Lázár said. In the first half of the year Hungary’s economy performed well, he told, adding that growth had been accompanied by a continual reduction in the public debt. The government is drawing up a social programme for the 10-year period starting in 2018, he said.

Govt launches probe into graft allegation linked to EU tenders

Lázár told a news conference that ruling Fidesz lawmaker Roland Mengyi’s immunity would be certainly suspended. Mengyi himself initiated this procedure, he noted.

Prime Minister Viktor Orbán has ordered an investigation into the case because public monies are at the centre of alleged criminal activity, he said.

Lázár said he was “rather unhappy” about the issue, adding that this was the first case in six years that the suspension of immunity has been initiated by the public prosecutor’s office. At the same time, he said everybody deserved benefit of the doubt.

Hungary’s public prosecutor Péter Polt asked parliament to lift Mengyi’s immunity on suspicion of corruption involving public funds, a prosecution spokesman said on Thursday. Political weekly 168 Óra reported earlier this month that in 2015 Mengyi solicited bribes from social cooperatives in exchange for preferential treatment in their bids for European Union funding. The case involves five suspects.

In response to a question about allegations that the authorities were “instructed from above” not to “go for” Mengyi, Lázár said there is zero tolerance in corruption cases and the authorities had acted fully in accordance with the law. He said it was out of the question that anybody would have instructed them otherwise.

Lázár said recent years had witnessed a significant whitening in connection with the use of EU funds, which he said was “important” because “wherever they distribute much money, there are many interested parties.” In order to increase transparency, a new tender assessment system has been introduced according to which only state officials — as opposed to external companies — can be involved in the assessment process.

A total of 1,135 tender evaluators have been registered so far, he said. They “receive quite a lot of money” for their work and they agree to be monitored by the national security services, so they carry out their activity “under total control”, he said.

Referendum – Voters must prevent introduction of mandatory quotas

“The government on its own is weak in this fight,” Lázár said.

It is a big mistake to campaign for boycotting the referendum, he said. A real democrat has a duty to encourage voters to participate in it, he added.

Hungary has halted the wave of migration and has done Europe a big favour by upholding its rules, Lázár said.

There is a plan in the EU to import hundreds of thousands and millions of people into the bloc to satisfy economic and social interests, he said, adding that Hungary represents a minority position that migration must be stopped and there is no need for migrants. Instead, Hungarian families must be supported. This is the standpoint Hungary represents in the EU and the government has asked for its citizens to help in representing this position, Lázár said.

Hungary has become one of the most secure countries in respect of migration thanks to its laws and the fence on the external EU border, he said.

Regarding related funding, he said that the EU had given “essentially nothing” while Austria alone had offered help. “Germany and the EU have not,” he said.

Lázár said that the reason the government had decided to extend the state of emergency is because it is expected that more migrants will arrive in the autumn and migration pressure will increase. The agreement between the EU and Turkey is ineffective, he said, adding that the number of arrivals in Greece is growing and there are reports that people waiting at the border there are not “flinching from an attack”.

The reason why Hungary has raised the number of police at the border by 3,000 is that should Europe be under the current pressure for the next 5-10 years, it will be necessary to maintain the sealed border, he said. A smaller force would equal a “deficit in security”.

On the subject of Turkey’s request to Hungary to close a school in Budapest in connection with the recent attempted coup in Turkey and related accusations against Fethullah Gulen, Lázár said that Prime Minister Viktor Orbán had instructed the foreign and interior ministries to examine the request. The government’s standpoint is that it is in Hungary’s interest that Turkey must remain stable in order to maintain the region’s security and solve the migration crisis, he said.

Govt plans to spend land sale revenue on debt reduction

A decision on how the revenues should be spent will be finalised by next week, Lázár told. There is a general consensus in the government, however, that they should be used to reduce the “national debt amassed by the Socialists,” he added.

The government will officially conclude the farmland auctions in September, Lázár said, noting that 206,000 hectares of the 280,000 put up for auction have been sold. Altogether 30,000 bought land, 20,000 of whom bought plots smaller than 3 hectares, he added.

Hungary’s economy performed well in H1

Lázár said that growth in the second quarter could be attributed to government policymaking, since EU payments only kicked in after that.

Other noteworthy data came in the form of Eurostat’s figures showing that the unemployment rate fell from 11.6 percent in 2010 to 5.1 percent, resulting in the fact that 4.4 million people now pay tax on the jobs they do. He insisted that this favourable trend would persist in the next six months, too.

In the space of a year, 140,000 jobs have been created in Hungary, and 670,000 more people work in Hungary now compared with in 2010, he said.

The government is ready to examine the possibility of reducing employment contributions and it will look into whether there is a realistic chance of doing so by 2018, he said.

The VAT cut for pork has already had a tangible effect and VAT on certain basic foodstuffs and the internet will be reduced next year, he said, adding that as far as the latter is concerned there is a chance for close cooperation with the EU.

On the topic of the government’s Modern Cities scheme for directing government funds towards local infrastructure investments, he denied reports that the government was planning to scale down the programme.

Responding to a question on reductions in utility fees, Lázár said there was still a chance that prices for gas and electricity would be cut if organisational streamlining proceeds at a good pace.

Lázár said that a new law on public procurements in line with EU directives takes into account such aspects as the environment and employment. The lowest bid does not therefore guarantee that an investment will win the tender, he said, adding that the law is now being implemented and a related review will be carried out in the autumn.

Govt drawing up 10-year programme

“There are big issues that we have to deal with after 2018,” Lázár said, citing the conclusion of the latest European Union financing period, which ends in 2020. This is why the government wants to announce a social programme for the period after the general election in 2018, he said.

Meanwhile, Lázár said the cabinet had heard the prime minister’s commissioner for Roma affairs Flórián Farkas and maintains trust in his work. Eurostat figures show that since 2010, Hungary has improved its indicators for Roma inclusion. He said Farkas will attend a hearing of the European Union’s fraud office OLAF on August 24. Lázár speculated whether Farkas would attract the amount of press interest if he were not Roma.

On another topic, Lázár said the government is planning to launch a life career model for ambulance staff after ongoing consultations with them are completed. The new scheme will affect 6,000-8,000 people. Significant improvements to ambulance services will result, he insisted.

Wages will continue to grow in health care. Every specialist doctor and pharmacist will receive 107,000 forints (EUR 344) higher monthly gross base wage from Sept. 1 and another 100,000 forints from November 1, 2017. Resident doctors will receive 50,000 forints more from November 1, 2017, he said. Some 6 billion forints of EU money will be spent on completing unfinished development projects in a dozen hospitals, he added.

Speaking about Hungary’s performance in the Rio Olympics, he praised all Hungarian athletes participating, saying the government will assess the conditions in every sport after Rio 2016 and work out an appropriate support mechanism. He confirmed that Orbán has travelled to Rio as the head of a Hungarian government delegation, which he said had carried out important work to convince the world that Budapest would be the most suitable place to host the 2024 Olympics, he added.

In response to a question about the Seuso treasures, he said Hungary has recovered some of them and the remaining treasures are still in the UK. Talks are under way about acquiring those pieces, too, he said.

Hungary’s house speaker: Quota referendum to encourage other countries

Budapest, August 18 (MTI) – Hungary’s upcoming referendum on migrant quotas could encourage other countries with a similar foreign policy position, House Speaker László Kövér said in an interview published in weekly Heti Válasz on Thursday.

Concerning the outcome of the referendum, Kövér said “it would be difficult to conceive that the European Union should in a political sense neglect the opinion of a member country’s voters.”

Referring to allegations that the quota referendum is in fact paving the way for Hungary to quit the EU, Kövér said that EU “membership is in Hungary’s fundamental interests despite all reservations”. He added, however, that he “would not want to see” the community grow into “an empire oppressing national sentiment”.

Kövér also promoted his Fidesz party, and said it was the “best political option”. He argued that the ruling party “not only has a vision for Hungary’s future but can also successfully handle challenges”. The opposition, on the other hand, “has no values or mission apart from the mighty desire to win power”.

Referendum – Identity at core in referendum, says Fidesz deputy leader

Budapest, August 16 (MTI) – Identity and survival are core issues at stake in the Oct. 2 referendum on the European Union migrant quota system, with the effects of the decision potentially lasting for decades or even centuries, a senior Fidesz party official said on Tuesday.

Hungarians should say “no” to the European Commission’s proposal “and especially to a planned proposal that will completely remove all obstacles to illegal migration, tantamount to a letter of invitation,” Gergely Gulyás, deputy leader of the ruling party, told commercial broadcaster InfoRadio.

In the referendum, voters will be asked: “Do you want to allow the European Union to mandate the resettlement of non-Hungarian citizens to Hungary without the approval of parliament?”

He said the left wing’s failure to support a referendum on issues important to the fate of the nation was “regrettable”.

“I believe that all political forces that feel responsible for the country’s fate should encourage everyone to go to the polls, because this is not an issue of party politics but indeed an issue of national importance, in which we could all join forces and come to agree”, he said.

“There has been progress in left-wing politics” regarding ethnic Hungarians beyond the borders, he added.

If the referendum is valid and successful, it will give the government a strong mandate in talks with Brussels, he added.

The result in itself could persuade the European Commission to hold back from submitting a proposal that would force states to take in migrants against their will and decide only later whether these migrants have a right to asylum. Alternatively, in light of the referendum, the heads of state and government may refuse to accept such a proposal should it be submitted, he added.

The prime minister and foreign minister, in agreement with members of the Visegrad Group, have made a clear statement on the matter, but after the popular vote “the very same voices will carry much more weight,” he said. The commission may not be legally obliged to accept the result of the Hungarian vote but it would be under strong political pressure to do so, Gulyás said.

Results on the European stage can only be reached with common purpose, and the V4 states enjoy very much the same kind of alliance as the Benelux states do, and they should form a similar parliamentary bloc, he said, adding that at the end of August there will be a related summit after which a formal framework may be established.

Liberals urge voters to participate in quota referendum

Budapest, August 15 (MTI) – The Liberal party disagrees with the other opposition parties that want voters to boycott the Oct 2 referendum on migrant quotas and is urging citizens to participate in the vote and “stand up for European values”, the party’s foreign policy expert said on Monday.

István Szent-Iványi told public news channel M1 that those who “stand aside” on Oct 2 by abstaining from the vote will be unable to protect European values, Hungary’s belonging to Europe or European solidarity. He said the Liberals have a duty to say “yes” to Europe and solidarity.

Asked whether he thought the opposition parties urging voters to stay home on Oct 2 would blame the Liberals if turnout for the referendum is above the 50 percent validity threshold, Szent-Ivanyi said those parties had already begun blaming them. But the Liberals disagree with “clinging to the myth of the validity threshold,” he said, adding that the question of validity has “no real relevance” in the case of this referendum because it will have “no direct legislative effect”.

Szent-Iványi called the wording of the referendum question “manipulative”, arguing that forced “resettlement” as a concept is non-existent in European Union law.

In the referendum, voters will be asked:

“Do you want to allow the European Union to mandate the resettlement of non-Hungarian citizens to Hungary without the approval of parliament?”

The EU is merely looking for a way to redistribute refugees across the bloc, but this does not actually mean settling refugees in member states, Szent-Iványi argued. It just means that the EU wants to carry out asylum procedures in a given member state but a member state is free to deny the EU’s requests, he added.

Szent-Iványi said the referendum sends a “very bad political message” and could make European cooperation harder.

Jobbik gathers sufficient support for parlt session on election law

Budapest (MTI) – The Jobbik party has collected the required number of signatures to initiate a special session of parliament for August 22 to discuss amending Hungary’s election law with a view to making it easier for Hungarians working or studying abroad to vote.

The initiative has been supported by altogether 45 lawmakers, including 17 Jobbik MPs, 22 Socialist deputies, five MPs of the green opposition LMP, as well as by independent lawmaker Tímea Szabó, Jobbik told MTI on Monday.

Initiatives for convening a special parliamentary session requires support by one fifth of all MPs, namely 40 deputies. The house committee is expected to discuss the agenda for the extraordinary session on Thursday.

Representatives of ruling Fidesz, Jobbik and LMP met last week for talks on the possibility of changing the election law to allow Hungarians working or studying abroad to vote by mail. The meeting was initiated by Jobbik. Under the current election rules, Hungarians who have a permanent address in the country but are abroad on the day of an election or referendum can only vote at a Hungarian embassy or consular office near them, while ethnic Hungarians living beyond the border can vote by mail.

Fidesz last week rejected the proposal to amend the election law saying that the current law is “coherent and has stood scrutiny by international organisations such as the European Court of Human Rights and the Venice Commission”. Group leader Lajos Kósa also said after the talks that amending the election law at this point would make it impossible to hold the migrant quota referendum on Oct 2 as planned.

Quota referendum campaign starts in Hungary

Budapest (MTI) – The campaign preceding the government’s referendum on the European Union’s migrant quota system, set for October 2, officially started on Saturday.

Under Hungary’s election law, the campaign starts 50 days before the actual vote and closes with the polls on the day of the referendum.

In the campaign period, all political parties with a parliamentary group can put out posters, distribute leaflets or other information without any special permit, however, the source of the information must be indicated. Placing posters on buildings, however, requires the owner’s permission, and no posters are allowed on or inside buildings of state or municipal authorities. Posters must not be placed over the posters of other parties or those of the government.

Under the latest amendments to the election law, there is no campaign silence, however, on the day of the vote no campaigning is allowed within 150 metres of the polling stations.

In the referendum, Hungary’s voters will be asked:

“Do you want to allow the European Union to mandate the resettlement of non-Hungarian citizens to Hungary without the approval of parliament?”

The referendum plan was announced by the prime minister on February 24. The reason given by the government was that “only Hungarians rather than Brussels can decide who they want to live together with in their own country”.

Vona: If Jobbik wins power, Hungary will be a more democratic and free country

Bucharest, August 13 (MTI) – The leader of Hungary’s Jobbik has urged voters to participate in the upcoming referendum and vote against the European Union’s migrant quota system.

Speaking at a camp for young Hungarians in central Romania’s Gheorgheni (Gyergyószentmiklós), Gábor Vona insisted that leftist parties’ promoting a boycott of the referendum was “equal to treason” and warned that a referendum rendered invalid by low turnout could be used as a “weapon” by Brussels against the Hungarian government.

Vona said the referendum would be an opportunity for eastern Europe to decide if it wants “multi-culturalism under which Europe’s majority would be pressed to give up its identity, while a minority from outside Europe would come and retain their identity”.

Answering a question on another subject, Vona said that his party, if it wins a government position in 2018, would eliminate corruption in Hungary. He condemned the current and previous governments, and insisted that “the only difference” between them is that “the global corruption of the Left” has been replaced with “local corruption” associated with the ruling Fidesz party.

“If Jobbik wins power, Hungary will be a more democratic and free country,” Vona said.

Együtt urges voters to boycott quota referendum

Budapest (MTI) – The opposition Együtt party will urge its voters to abstain from participating in the Oct 2 referendum on the European Union’s migrant quota scheme, the party’s leader said on Friday.

Viktor Szigetvári told a press conference that his party considers the referendum anti-European and anti-refugee, adding that any vote cast on Oct 2 will only help the government.

The official campaign period for the referendum begins on Saturday.

Szigetvári described the referendum as a “deceitful question” asked by Prime Minister Viktor Orbán. “Someone who lies in a question doesn’t even deserve an answer,” Szigetvári said.

In the referendum Hungarians will be asked: “Do you want to allow the European Union to mandate the resettlement of non-Hungarian citizens to Hungary without the approval of parliament?”

Szigetvári said voters should not give Orbán a chance to “use [their] votes however he pleases” and urged them to fight the prime minister’s “hate campaign”.

He said Egyutt believes in showing solidarity in the management of the migrant crisis and wants to guarantee security through European unity. He mentioned the EU’s new border control and management system, migrant quota scheme and registration system as examples of establishing security through partnership.

“Viktor Orbán envisions a weak Hungary that will fall behind and slide to the periphery” of Europe, Szigetvári said, adding that Együtt wants Hungary to work together with its international partners and catch up to leading EU countries.

The ruling Fidesz party responded to Szigetvári’s remarks demanding that Együtt clarify its position on the EU’s “forced settlement” scheme. Fidesz said in a statement that Egyutt’s approach to the question of migrant quotas and the referendum proved that the leftist parties continue to be pro-immigration and want to implement the migrant relocation scheme in Hungary.

Election committee rejects Socialist complaint over govt’s quota referendum campaign

Budapest, August 12 (MTI) – The National Election Committee on Friday threw out a complaint the opposition Socialist Party had filed concerning the government’s quota referendum campaign.

According to the Socialists, the government is not allowed to campaign urging voters to participate in the referendum, and if it still does, it should take a neutral position. They also said the government’s campaign includes false information such as “the European Union seeks to settle a townful of illegal migrants” in Hungary.

The committee turned down the complaint saying that campaign activities cannot be scrutinised outside campaigns periods, and added that the campaign for the quota referendum, set for October 2, would not start before August 13. András Patyi, the head of the committee, argued that “promotion or encouraging voters before the campaign are not campaign activities because they are not conducted during the campaign”.

Patyi also noted that the government was proponent of the referendum, rather than an “impartial observer”, and as such it was “closely connected to the goal and outcome” of the vote.

András Litresits, Socialist member of the body, voiced disagreement and regretted that the committee “cannot handle a campaign conducted outside a campaign period”.

Migrant quota referendum irrelevant to EC, says opposition DK

Budapest, August 11 (MTI) – The outcome of the Oct 2 referendum in Hungary about the European Union’s migrant quotas is irrelevant to the European Commission and will not overwrite the government’s obligations to the EU, MEP Péter Niedermüller, of the opposition Democratic Coalition (DK), said on Thursday.

Niedermüller said he had submitted a written question about Hungary’s quota referendum to the EC in July and EC President Jean-Claude Juncker made it clear in his response that regardless of the referendum’s outcome, Hungary’s government is expected to meet its obligations stemming from EU membership.

The government has been “inciting the public” for months, saying that the referendum would be a message to Brussels but there is now proof that this “pseudo referendum” is not about the quota, since it will not affect it, Niedermuller said. Instead, the government is asking for an authorisation to drive Hungary out of the EU, he added.

DK is repeatedly asking Hungarian voters not to participate in the referendum. Staying away will be a clear expression of the view that Hungary should remain an EU member, he said.

Later in the day government spokesman Zoltán Kovács said at a press conference that the referendum was “absolutely necessary”, arguing that the EU is preparing to prescribe regulations for member states in an area that is not an EU competency.

He said the government’s summer media campaign for the quota referendum had been necessary because western European media is “divided” on this issue and in part tries to “cover up” the reality of the migration situation. He added that there has been a surge in the harassment of women since the start of the migrant crisis and that there is “definitive proof of a link between illegal migration and terrorism.” Kovács said the government will continue the campaign.

He said the government will move to extend the state of crisis due to mass migration that expires on September 9.
